Prairie Rooms A & B 8080 Mitchell Road COMMISSION MEMBERS Betsy Adams, Chairperson; Ann Higgins, Vice Chairperson; Richard Akerlund, Nina Mackay, Mark McPherson,Ed Muehlberg, Kathy Veurink STUDENT REPRESENTATIVE Stephanie Vilendrer COMMISSION STAFF John Gertz, Planner II Lori Rain, Recorder I. ROLL CALL Adams called the meeting to order at 7:02 p.m. Student representative Stephanie Vilendrer was introduced. She lives in Eden Prairie and is a Senior at Eden Prairie High School. The other Commissioners introduced themselves. II. APPROVAL OF AGENDA Adams added under Old Business, Item D., Cummins House Reuse. MOTION: Mackay moved, seconded by Veurink, to approve the agenda as published and corrected. Motion carried 6-0. III. APPROVAL OF MINUTES —AUGUST 18, 2008 Higgins added the names of the two Girl Scouts, Hannah Slinkard and Ummul Kathawalla, on page 6, under VI., Item B. Adams made a correction on page 6, under VI, Item B. where the fourth sentence should read "Higgins suggested the HPC work on making this available for more people by approaching others to assist with printing cost." Adams added the name "Cummins" to page 3, under V., Item A., Number 2, fourth paragraph, first sentence. Adams made a correction to page 5, under V., Item B, Number 1 where the third sentence should read "Third, is to capture photographic and architectural documentation before demolition." HERITAGE PRESERVATION COMMISSION MEETING September 15, 2008 Page 2 MOTION: Higgins moved, seconded by Muehlberg, to approve the minutes of the Heritage Preservation Commission held on August 18, 2008 as published and corrected. Motion carried 6-0. IV. REPORTS OF COMMISSION AND STAFF A. 28th ANNUAL STATEWIDE HISTORIC PRESERVATION CONFERENCE Gertz reported the Statewide Preservation Conference is being held September 19-20, 2008 in Northfield, Minnesota. He said he confirmed with Michael Koop that individuals can still register late. Registration information is available online at: www.mnhs.org/presconf. Gertz said that it's mandatory for one Commissioner Member to attend. Higgins has registered for the conference. B. SUNBONNET DAY Gertz reported that Sunbonnet Day went well and that the crowd numbers were down due to the rainy weather. A dedication to the Dorenkemper House took place and remarks were made by Mayor Young, followed by a ribbon cutting and refreshments in the house. V. OLD BUSINESS A. GOODRICH-RAMUS BARN ADAPTIVE USE STUDY 1. Reuse Study Final Report Gertz reported the Goodrich-Ramus Barn Adaptive Use Study report is done. MOTION: Mackay moved, seconded by Akerlund, to approve the Final Adaptive Reuse Study of the Historic Goodrich-Ramus Barn 14150 Pioneer Trail, Eden Prairie, Minnesota dated August 25, 2008. Motion carried 6-0. 2. MOA/Advisory Council on Historic Preservation Participation Gertz handed out a letter dated September 4, 2008 from the Advisory Council on Historic Preservation (ACHP) Executive Director, John M. Fowler to James D. Ray, Acting Administrator for the Federal Highway Administration. This letter indicates that ACHP has decided to enter into the consultation process. HERITAGE PRESERVATION COMMISSION MEETING September 15, 2008 Page 3 Gertz said the letter is in regards to the John R. Cummins Farmhouse and the Goodrich-Ramus Farm. He said he's been informed by Liz Able at MnDOT that a meeting to discuss the project is scheduled for September 17, 2008. He said after this meeting we will know if the MOA stands. B. GLEN LAKE CHILDREN'S CAMP PROJECTS UPDATE Gertz reported the issues related to work at the Glen Lake Children's Camp have been resolved. Friendship Ventures has agreed to removed the rip-rap on site and re-grades the area to establish the historic grades. The trails behind the dormitory will be 6 feet wide without shoulders as agreed to by SHPO. Building Officials from the City have issued all of the permits. He said he will monitor the projects and it is unknown at this time as to when the projects will be completed. C. DORENKEMPER HOUSE IMPROVEMENTS UPDATE Gertz reported the painting and wall papering are complete on the upper level. The exterior was scraped and primed and will be painted next summer. The wood cooking stove has been reassembled and pipes connected to the fuel. Heat shields need to be done next year for Fire Marshall approval. Hinges have been installed, door locks, window stop screws and more. Many of the furnishings are now in the house. The security system is completely done,but not yet activated. Gertz said there are still some items that remain to be completed,but by next summer the Dorenkemper House should be available for school group tours, etc. D. CUMMINS HOUSE REUSE Adams reported the Historical Society General Membership Meeting scheduled for September 18, 2008 will not take place. There is not enough information yet for a report to be given to discuss the long term interest in leasing options for the J.R. Cummins Property. VI. NEW BUSINESS A. RILEY-JACOUES FARMSTEAD LANDSCAPE PLAN Gertz handed out a small site plan for the Riley-Jacques farmstead to be used in the discussion on landscape planning for the heritage site. He said how the site is developed and what and where plantings occur is something the HPC should be planning for now. These concepts can be integrated into the management plan for the site and be identified through the use of oblique aerials and pictures. HERITAGE PRESERVATION COMMISSION MEETING September 15, 2008 Page 4 Gertz said a first point of contact center for people to go to when there's an event is needed. He suggested adding a milk house to the barn that could serve this need. Mackay suggested consulting with the Parks and Recreation to find out what spaces they primarily use during the summer so plantings don't interfere with this. Akerlund suggested including machinery that could be brought in and on display. Adams suggested including trees around the Dorenkemper House, an apple orchard, a cultivated field and relocating the Anderson School close to the barn. She also suggested moving the Cummins outhouse near the Dorenkemper House. Gertz said he will send some large scale images to the Commissioners and by the spring and summer of next year he would like to incorporate ideas into the management plan. VII. ADJOURNMENT MOTION: Veurink moved, seconded by Muehlberg, to adjourn the meeting. Motion carried 6-0. Adams adjourned the meeting at 8:45 p.m.
