FEES, CHARGES AND RATES AUTHORIZED AND DEFINED The fees, charges and rates for the purposes set forth in this Ordinance for licenses, permits and municipal services shall be in the amounts set forth in the following sections. Reference to the amounts set forth herein in other Ordinances of the City may be made in such terms as "required fee", "established fee", "required license fee", and "license fee in the required amount" , without specific reference to this Ordinance, in which event the amounts herein set forth shall be applicable. SECTION 2. PRIORITY OF APPLICATION If fees, charges and rates are set forth in other Ordinances of the City which are now in effect, but have not been set forth in this Ordinance, then the fees, charges and rates hereby specifically set forth shall be effective for all purposes. In the event that such amounts shall appear in other Ordinances of the City, but shall appear in this Ordinance, the amounts appearing in this Ordinance shall supersede the .' others and those sections of Ordinances containing references to fees and charges which are contained herein and herein repealed. PERMITS CONTINUED The above fees shall be in addition to the fee charged for the permit for the installation of any gas piping for said burners or equipment. For any permit for alterations or repairs to any existing gas burners or gas burner equipment where the cost of such proposed work does not exceed $100.00, the fee shall be $5.00. For each additional $100.00 or fraction thereof, in the cost of such proposed work, $1.50 shall be added to the above prescribed fee for such permit. E. MAPS AND PRINTING $ .25 per square foot for miscellaneous printing $3.00 each for small size (2' X 3 ' or less) City maps $5. 00 each for large size City maps Duplicating Costs: $ .25 for the first page - $ .20 each additional page. $6.00/acre for Mark Hurd Co. topography maps previously purchased by the City, except $5.00/sheet if topo map purchased by other than City and with original purchaser's permission. New orders through Mark Hurd Co. - their charge plus $ .50/acre. ` SECTION 8. UTILITY CHARGES 8. 1 SYSTEM ACCESS CHARGES A. For Sanitary Sewer 1. Single family houses, each dwelling unit in a townhouse or duplex shall each comprise one unit. 2. Each dwelling unit in an apartment (rental or ownership) and mobile home units shall each comprise 80% of a unit. 3. Other buildings and structures shall be assigned one unit for each 100,000 gallons of flow or part thereof which it is estimated they will discharge. 4. Public housing units and housing units subsidized under any federal program for low and moderate income housing shall be counted as 75% of the unit equivalent for that type of housing. 5. The unit charges by year are: r_ 1974 - $300.00 „ 1975 - $325.00 1976 - $350.00 1977 - $375.00 B. For Waterworks $100 per R.E.C. C. The minimum system access charges for industrial, public and office uses are 2 times the R.E.C. charge per acre of site needed to accommodate the building and 3 times the R.E.C. charge per acre of (site area) needed to accommodate the building for commercial users. The needed site area equals the building area in acres divided by 0.3. The needed site area shall be subject to a minimum of 1 (one) acre. 8. 2 USER CHARGES FOR: A. Sanitary Sewer - .05 per hundred gallons subject to a minimum of $2.50 per R.E.C. per month. ra B. Water - .05 per hundred gallons subject to a minimum of $4.50 per R.E.C. per month. C. The minimum monthly user charge for commercial, industrial, public and office use shall be $2.50 per month for sewer and $4.50 per month for water. i x Ordinance No. 280 Page 13 SECTION 8. UTILITY CHARGES CONTINUED 8.3 SANITARY SEWER SERVICE RATES FOR SINGLE — FAMILY DETACHED RESIDENTIAL CUSTOMERS Sewer charges per R.E.C. shall be determined by using the amount of water consumed in the billing periods ending in January, February or March of each e year, divided by the number of months in the billing period subject to the monthly minimum. Whenever such average water used during the billing period 1 ending in January, February or March may be disproportionate to the actual F sewage use for the forthcoming year, the City shall establish an average water charge and corresponding sanitary sewer charge by the use of suitable methods which will be as nearly fair as possible, such determination by the City to be final. 8.4 BILLING AND PAYMENT A. Due Dates All water and sewer service bills shall be due and payable not less than 20 days after the date of mailing to the customer. The sum of $1. 00 shall be added to any water and sewer bill not paid by the due date. Interest at the rate of 8% per year shall be added when an account is certified for collection by special assessment procedures. SECTION 9. VIOLATIONS AND PENALTY Any and all permit fees therefor required by this Ordinance shall be applied for and paid prior to commencement of any work or installation requiring any permit. Any application for any permit required which is made after the commencement of any work or other installation shall be accompanied by the appropriate fee set forth in said Ordinance multiplied by two. SECTION 10. REPEAL Ordinance No. 210 is hereby repealed. SECTION 11. EFFECTIVE DATE This Ordinance shall be in full force and effective fifteen (15) days after publication in the official newspaper. First read at a regular meeting of the Council of the City of Eden Prairie, this loth day of December, 1974 and finally read, adopted and ordered published at a regular meeting of the Council of said City on the 4th day of February 1975 .
