ORDINANCE NO. 99
AN ORDINANCE RELATING TO niE ADOPTION OF ORDINANCES
The Council of the Village of Eden Prairie hereby ordains as
follows:

Section 1. Except as otherwise provided by State law, all legisla-
tion shall be by Ordinance. Every ordinance shall be
presented in writing and every ordinance, other than
emergency ordinances, shall have two public readings
and at least three days shall elapse between the first
and second readings thereof. Every ordinance passed by the
Council shall be signed by the Mayor and the Clerk of the
Council, and shall be filed with the Clerk of the Council
and by him recorded and preserved. Every ordinance that has
been adopted shall be published at least once in the official
paper of the Village. All ordinances, except emergency
ordinances, shall come effective on the day following their
publication in the official newspaper, unless a later date
is fixed therein, in which event they shall take effect at
such later date.

W. JOHN BERTRAM, being duly sworn, on oath says he is and during all the times herein stated
has been the general manager and printer of the newspaper known as the Hennepin County
Review and has full knowledge of the faces herein stated as follows: (1) Said newspaper is
printed In the English language in newspaper format and in column and sheet form
equivalent in printed space to at least 900 square inches. (2) Said newspaper is a weekly and
Is distributed at least once each week. (3) Said newspaper has W% of its news columns devoted
to news of local interest to the community which it purports to serve and does not wholly
duplicate any other publication and is not made up entirely of patents, plate matter and °
advertisements. (4) Said newspaper is circulated in and near the municipality which it purports III

and has entry as second-class matter in its local post-office. (5) Said newspaper purports to

and open during its regular business hours for the gathering of news, sale of advertisements
and sale of subscriptions and maintained by the publisher of said newspaper and sutfeet to "

printed. (6) Said newspaper files a copy of each issue immediately with the State Historical ; cm
