BOARD OF APPEALS AND ADJUSTMENTS
,THURSDAY, JUNE 17, 1982 7:30 P.M. CITY HALL
BOARD OF APPEALS MEMBERS: Chairman, James Wedlund, Richard Lynch,
Ron Krueger, Roger Sandvick, and James
Dickey
BOARD STAFF: Wayne Sanders, Building Official and
Lynda Diede, Recording Secretary
ROLL CALL: Ron Krueger and Richard Lynch were absent.
I. MINUTES
A. Minutes of May 20, 1982, regular meeting_.
Chairman Wedlund deferred action to approve the Minutes as there
were only two Board members present that attended the May 20, 1982
meeting.
II. VARIANCES
A. Variance Request #82-15M, submitted by Donald Atkins, requesting
to move a house to 18375 Pioneer Trail , Eden Prairie, Mn.
Mr. Donald Atkins and his wife, Evelyn, were present. A possible
future neighbor, Mr. Richard Wilson of 9659 Dell Road, was also
present. His home is located straight south of the property in-
volved. Mr. Atkins showed his plans to the Board. He will have
seven acres of heavily wooded land. Seventy-five small cedar trees
have been planted already. Trees from his present site will also
be moved and will conceal his equipment that sits outside. The
house, built in 1951 , is 24'x4O' and will face to the east with a
walk-out on one side. The siding will be upgraded and codes will
be up to date. A garage 24'x32r will be added.
Discussion ensued regarding plans and changes that would be required
for the house. Sandvick inquired when the plans were drawn :up.
Atkins replied two months ago. Sanders raised a concern as to where
the accumulated water will drain. Atkins replied that it would drain
to the east. Sanders stated that you can't have a hole where the
water will accumulate. He inquired if the floor drain will go to the
drainfield. Atkins responded that two feet of the dirt will be
excavated. Sanders inquired if the blocks would show. Atkins replied
that the new siding would come down one block to grade level . Dickey
asked about the roof and the siding. Atkins stated that the rafters
will be the same. The siding will be straight cedar,.
Sandvick inquired as to what the evaluation of the house would be
if moved. Atkins replied that the assessed evaluation was $65,000.
(For 2 acre of land, including 2 of the property. ) Sandvick asked
what the evaluation of the house would be as it sits with the
addition. Atkins stated that it would be between $55,000-$75,000.

With the barn it would be worth $90,000. Dickey questioned Wilson as
to the value and the square footage of his home. Wilson replied that
it was valued at $75,000, and contained 1500 square feet. Sandvick
inquired as to the square footage of Atkin's home. It was figured
at about 1280. Sandvick asked Wilson if his home is an average number
of square feet. Wilson stated that 1400' was the minimum number when
his home was built.
Dickey inquired if Atkins would be operating a business where he lives.
Atkins replied in the affirmative. Dickey commented that the bond will
be heavy on what Atkins is proposing. He wondered if a cost estimate
had been done. Atkins stated that it had, and that a bond would be
put on if need be.
Wedlund remarked that a company can put in a new home for less than it
would cost to move a house. Atkins reported that he had talked to
Menard's regarding lumber, but feels that he has a sound house. Dickey
commented that a bond is needed to get: a garage, put on other
additions, landscaping, damages, shutting down things and removal of
trees. When you build you know what you're getting. Atkins pointed
out that they hadn't talked to a builder yet. They need to be moved
out by August 1 , 1982. Sandvick inquired if another building would
be built. Atkins stated he would like to construct another building,
40'x8O' , to the south of the house. Sanders mentioned that the
building inspectors have high praise for the pre-built homes. They
are built better than average homes and the price is good. Wedlund
stated that a house should be available soon at the Vo-Tech School .
Sanders remarked that if a house is purchased that comes in two
halves you are not required to come before the Board of Appeals.
A lot is saved in moving costs. Wedlund commented that these are
areas that should be looked at. The house must be up to current
building code. It could be very costly.
Discussion ensued regarding tabling the meeting until next month.
If a special meeting is desired to be held, potential neighbors
should be notified.
MOTION: Sandvick made a motion to table variance request #82-15M
for Donald Atkins, until the next regularly set meeting.
Wedlund seconded the motion. They will meet the third
Thursday of July, unless notified by Wayne Sanders.
Motion carried unanimously.
III. OTHER BUSINESS
Discussion followed regarding the meeting day for the Board of Appeals.
It will be further discussed at the next meeting.
IV. ADJOURNMENT
MOTION: Sandvick moved, seconded by Dickey, to adjourn at 8:20 P.M.
Motion carried unanimously.
