Director of Public Works and Sharon Gagnon, Recording , Secretary 1 . Minutes of June 21 , 1979 regular meeting. Pg. 2, item 3, motion: remove "and is not extensive" add "the reguest is not excessive"; Pg. 3, para. 6, sent. 1 , Wedlund instead of Cardinal , sent. 4, delete Amoco, add "this type of business"; Pg. 4, para. 3, sent.5, delete to add "are involved". MOTION: Cardinal moved to approve the June 21 , 1979 regular meeting 10 minutes,as published and amended. Wedlund seconded, motion carried. 40 2. Variance Request #79-22 from the required side yard setbacks for an , 1 • addition to Lakeland Vet, Inc. , 14101 W. 62nd St. Lance Bartlett, builder for Lakeland Vet, Inc. , presented pictures of the present building. He explained that the 22X48' building is metal . They would be replacing it with a 50 X 93.4 concrete building.. Cardinal questioned who they purchased the building from. Peter Scheldrick, partner of Lakeland Vet, Inc. answered Gene Reilley. Cardinal noted that the variance request states the building would be 73.4 instead of 93.4. Scheldrick explained that his business distributes animal products and the present building is about 6000 sq. feet but they need 4800 sq. ft. more for warehousing. Wedlund noted that the boundary lines were unequal . Bartlett said they would be 17.87 from the boundary lines instead of the required 30' . Wedlund questioned the parking facilities. Scheldrick said the area was gravel but there was ample stalls for the building. • Wedlund questioned if there was a building on Tract A and if this was one piece of property. Lynch felt there was no justification for the variance request since Bd. of Appls & Adj. Min. -2- July 19, 1979 • there was no lack of property. Bartlett explained that as a matter of building economics they wanted the building in that position in order to save the unloading door. The variance request is for only 1 ' more than the existing building because the metal building is not in compliance with the Ordinance. Scheldrick explained the building was built before the Ordinance and is 17 years old. Wedlund asked what the distance was to any nearby buildings. Scheldrick answered 200 feet. Cardinal was concerned about the loading doors facing a City street. The present doors were grandfathered in but the new doors would be in conflict with the Ordinance. Wedlund told Cardinal the Board could approve the doors as well as the variance if they so desired. MOTION: Cardinal moved to approve the variance request on the grounds that development in that area is limited and the proposed addition would be and improvement to the site. Most of the addition would not be in view of heavily -traveled area. No indication of compliants from neighbors. The road that goes back to the property to the south is only used by other • Industrial Dr. neighbors and would be the only people involved from an esthetic viewpoint. The request is not unreasonable and not harmful to the health and welfare of the community. The 8' door would be allowed since there is a limited exposure to the public view. Wedlund seconded, Lynch opposed, motion carried. 3. Variance Request #79-23 submitted by Ronald W. Hanson, 15809 So. Eden Rd. From the required front setbacks. Cardinal questioned Hanson if he intended to change anything from the last Board of Appeals meeting. Hanson replied he only intended to make one change which was to be further from the street by 1 ' . Jullie noted that the average setback of the neighborhood is 39' and presently Hanson is 431 . He will need a variance of 11 ' (previously 12' ) to go out 27' (previously 28' ). MOTION: Wedlund moved to approve the variance since there wasn't any objection from the neighbors and the plan is an improvement and esthetically pleasing. The variance request for 11 ' does not seem to be excessive and is not harmful to the health and welfare of the community. Cardinal seconded, all in favor, motion carried. • 4. Variance Request #79-24 submitted by Prairie State Bank located at 7900 Flying Cloud Dr. Jim Larson, Architectural Alliance, requested a variance for a sign 73.3 sq. ft. He explained Prairie State Bank will be renting space at the Bd. of Appls & Adj. Min. -3- July 19, 1979 • MPL building. MPL is 85-90 % rented but with businesses that do not require additional signage. MPL has a sign and the proposed idenification sign for the Prairie State Bank would be in the same design and texture with stucco letters indicating time and temperature. Wedlund noted that TCF is building a sign a couple of blocks away with time and temperature information as well . Lynch pointed out that United Artists requested a larger sign feeling the public would not be able to read their movie selections but they came down to a proper size. The traffic is not going 50 miles an hour at that location. The MPL sign is only 80 sq. feet and the bank's would be 73' . This would be out of proportion to the rest of the area. The same provisions will have to be used when Warners and Applebaums build down the road. A motion was made by Lynch, but later withdrawn, to denv the reouest because the size of the sign is totally out of order and would be setting a precedence that would affect the development in this area. All the past petitioners have been directed to comply with the Ordinance. Wedlund felt the sign could be cut down eliminating the time and temperature and still be an attractive sign. • Jullie asked Jerry Hermann, president of Prairie State Bank if he wished to continue the variance request until next month. Hermann felt this would give him the necessary time to adjust the size of the sign. MOTION: Lynch moved to continue Variance Request #79-24 to the August 16th meeting at which time they would be first on the agenda. Cardinal seconded, motion carried. 5. Variance Request #79-25 submitted by Stephen Schult?, 6490 168th Ave. W from the side yard setbacks. Steven Schultz explained he wanted to build a single garage extension on the south side of his home which would be 12' from his front corner, 10' from the back corner instead of the required 15' . He explained that there was very dense brush made up of Russian Olive between the neighbors and he was nestled in the hill . D. Rokoske, adjacent neighbor, noted he had no objection to the reaues_t. His home is 20' from the property line and his bedrooms are on that side. MOTION: Lynch moved to approve the variance request based on the natural barrior between the homes and the general agreement of the immediate neighbor affected. It is certainly not detrimental to the health and welfare of the community. Cardinal seconded, motion carried. • 6. Other Business. None. Bd. of Appls & Adj. Min. -4- July 19, 1979 7. Adjournment. Cardinal moved, seconded by Wedlund, to adjourn at 8:55 PM. Motion carried. •
