Minutes of Map 19. 1977 regular_mom. Pg. 1, para. 3, sent. 41 add "be" after "would". MOTIONS Lynch moved to approve the Minutes of May 19, 1977 as'amended. . Sandvick seconded, motion carried, with Cardinal abstaining. 2. Minutesof Aueustr 18, 1977 rom lar meeting. Pg. 3, para. 5, last sent., delete "planning", add "plantings". MOTION: Lynch moved to approved the Minutes of the August 18, 1977 meeting as amended. Sandvick seconded, motion carried with Cardinal abstaining. • 3. Variance rigp_est P77-7 from Olympic Hills Co ration for rduction of front Yard set-back fr m 30 feet to 15 feet for lots 5 & 62 01vmvic Hills 2nd Addition. Mr. Don McGlynn, Olympic Hills Corporation, spoke to their request, explaining that final plat approval had been received and that the street location within the right of way was changed following final plat approval at the request of the City Staff. Lynch inquired whether there would be any problems with ingress or egress. McGlynn responded that they did not anticipate any problems, adding that the Engineering Department will be involved in approval of the building. He continued that the road has been completed and feels it will be a credit to the cozeunity, and they are being very careful not to hurt any other property owners. Krueger asked whether further variances would be requested for the other lots. McGlynn responded that there. is enough frontage on these lots to provide enough. latitude. Sandvick questioned Jullie whether the variance was recommended. Jullie respond- od that when McGlynn's engineer came in with a plan, they showed an island, which has been a source of maintenance problems for the city in other instances, there- fore, the city made the request for the street location. NOTION: Krueger moved to approve the variance request #77-7 for reduction of front yard set-back from 30 feet to 15 feet for lots 5 & 6, Olympic Hills 2nd iAddition for the following reasons: in granting the variance the homes will conform with adjacent homes; and in view of the street being so far away from the lot, the variance will improve the appearance; and the granting of the variance Zoning Bd. of Appls. and Adjust. - 2 - Thursday, September 15, 1977 would not be detrimental to the public health, safety or welfare, or materially injurious to the public or private properties or improvements in the vicinity. Sandvick seconded, motion carried unanimously. 4. Variance request #774 from Bada Realty Co, Inc. regarding the gra ns of .actors. trailers and truck sagimumt on gnpertr zoned 15-PRK located near NW corner of Valley View Rd. and Washinrtton ys, Mr. Robert Eidsvold, President of Bada Realty Co. Inc. and of Barrett Moving and Storage Co., spoke to the informational meeting of last months& to his oomE. pliance witheity's request for a plan for landscaping and screening of the property in Question. Mr. &.Mrs. H. Halle, 6138 Artie Way, Mpls., were interested in the loca- tion of the property, as they were owners of the land on the south side of Valley View Rd. Krueger suggested that a map be sent along with information to any of the parties notified pertaining to the request made. Jullie spoke to the submitted landscaping plan, commenting that the Planning Department, in its reviewal of the plan, suggested a few minor amendments to the plan, such as the continuation of the berm indicated along the south side of the site to the north because of the possibility of a road, and the removal of a couple of the plantings for public safety purposes. There was an addi- • tional suggestion to add plantings at different points where needed to eliminate a bare berm. Lynch inquired about landscaping along the north side, with Jullie respond- ing that the ordinance only provides for screening .from the street, unless it is a loading dock or a similiar situation. Jullie responded to several more questions from the Board - was the-71 berm adequate for screening of the trucks - yes, the Staff felt it was; was there a requirement for a bond to be posted - yes, landscaping ordinance requires it for two years. Eidsvold answered questions about whether his neighbors, Wilson Learning Center and Viking Press would be concerned about the semi traffic - he has received no opposition from them; and whether a fence or wall would be appropriate to help screen the trucks - plans for a fence or wall were already made. MUTIONs Krueger moved to approve variance request P774 for the following reasonst submitted landscaping plans were appropriate and could be very attractive; and the granting of the variance would not be detrimental to the public health, safety or welfare, or materially injurious to the public or private properties or improvements in the vicinity. Sandvick seconded motion carried unanimously. Eidevold commented that the building was to be their headquarters and it is their intention to make it their most attractive building. Jullie explained that the ordinance states that the owner shall make changes Zoning Bd. of Appls. and Adjust. - 3 - Thursday, Sept. 159 1977 within tendays, and that variance request information is filed in the Building Department files. 5. New Business Mr. Walter Johnson, Building Inspector for the city, spoke to the Sign Permit application by Eagle Enterprises at the Prairie Village Mall for the new liquor store. Plan originally was approved for three or four separate external signs, and was tied in with parking provisions in some manner. He asked the Board for direction on the matter. There was discussion on the purposes of signs, with Cardinal commenting that an industry is considered one shop, whereas the Prairie Village Mall is an entity of businesses. Jullis agreed to research past action and refer back to the Staff and to the body taking that action, since the record is unclear. 6. Adiournment NOTION: Lynch moved to adjourn at Ss4.5 PM., seconded by Sandvick. Motion carried unanimously.
