Minutes of Seutember,15, 1977, ,renlar meeting MOTION: Lynch moved, seconded by Sandvick to accept the minutes of the September 15, 1977 meeting as published. 2. Mr. John Torseth, Armstrong, Torseth, Skold, & Rydeen Architects, AIA, and associate, spoke to the background of the request and the need for identi- fication signs because the building sits back off Mitchell Road. He explain- ed that one sign would be made out of precast panels, while the address sign would be of lighter material, and that easements would be needed from the City. • City Engineer Jullie spoke to the City purchase of acreage from MTS, with terms stipulating that MTS permit access through the land, and to the road constructed by NTS and their right of access. He referred to Ordinance 261, and read Minutes of the January, 1975 meeting relative to the question. Lynch com mented that Ordinance 261 has been acknowledged by many people to-be inadequate, particularly for people with these kinds of problems. Sandvick inquired whether there was oppositon to the size of the signs, and . if so, would they consider smaller signs. Torseth responded there was no opposition, and tint sign B •was °so far down the road, it would be difficult to see if it were smaller. Wedlund arrived at 8:10 PM. Jullie spoke to Staff meeting comments: Ordinance did not take into account a forty acre development and was addressed to two acre sites; ' setbacks from the street are larger than Ordinance required; size of letters; and the feeling was that the signs would not be offensive in appearance. Wedlund asked whether address sign would need a variance. Jullie responded that they did not feel that it would need a variance. Vedlund commented that he did not consider the address sign as a sign. Zoning Bd. of Appis. & Adjust. - 2 - Thursday, Oct. 20, 1977 MTION: Wedlund moved to grant the variance on Sign B as requested, sub- ject to MTS receiving easement from the City, with the following findings: Sign A not considered as a sign, but would enhance the property by improv- ing the asthetic value of the area; granting a variance will not be detri- mental to the public health, safety or welfare, or materially injurious to the public or private properties or improvements in the vicinity; and road changes were not anticipated when building was originally built. Krueger seconded, motion carried unanimously. 3. Variance request #77- 0 from James Cardinal for f o t vard setbUk 22' variance) and side Yard. setback 1 varignc for a garage additio at 15701 W 62W Sty. Mr. Cardinal spoke to his request, explaining that most of the houses on the block are one story, with tuck under garages, and that the garage he is con- sidering will be a double garage with a Kipp roof so vision of neighbors will not be affected. He further explained that the houses are set back substantially from west 62nd street curb, and that the lots are very spacious. He spoke to the letters of approval received from his neighbors submitted along with his request. MOTION: Krueger moved, seconded by Sandvick, to approve the variance as requested for the following reasons: The garage will fit in well; granting the variance will not be detrimental to the public health, safety or welfare, or materially injurious to the public or private properties or improvements in the vicinity; noting approval of neighbors to the request; the variance is not unlike a number of previous variances in that it is not precedent setting; enhancement of the property by having cars out of site; and variance will break the straight line of the neighborhood, also enhancing of property. Motion carried unanimously. 4. New Business Jullie spoke to the letter of October 17, 1977 received from Mr. Lance Norderhus of Eagle Enterprises, Inc., regarding identification sign requested by Mr. Hoy Terwilliger, president, Suburban National Bank, for their branch office at the Prairie Village Mall. He spoke further to the Minutes of the meeting of March 18, 1976, which indicated that the Board approved the parking facility but did not include signage, as previously indicated in the Minutes of April 17, 1975 Board meeting. He added that he fuels that it meets with Ordinance 261, and that no variance is needed. Mr. Lance Norderhus, of Eagle Enterprises, Inc. spoke to working in conjunc- tion with the guidelines of Ordinance 261. Cardinal moved, seconded by Krueger, to adjourn at 9:50 PM.. •
