APPROVAL OF AGENDA Kipp recommended that they move Item IV. Airport Tour after Adjournment. King questioned if they would be in violation of the open meeting law if they adjourned this meeting but were still together as a Commission during the tour. Kipp explained that this Commission is more of an advisory group and not a decision making body, therefore, the open meeting law should not apply. Brad Stratton Kipp administered the oath of office to Commissioners King, Larsen, Harris, McKewan, Michelson and Schendel. III. DISCUSSION ITEMS A. Welcome Commissioners City Manager Scott Neal welcomed the Commissioners and on behalf of staff and elected officials he thanked the Commissioners for donating their time, energy and attention to this Commission. Neal briefly explained why the original Airport Advisory Commission was formed and that the City appreciates the efforts the Metropolitan Airports Commission (MAC)has put into this Commission. He further explained that Kipp will be the Commission's primary contact and if they have any concerns about the agenda or anything that concerns this organization, Kipp is the person to speak to. Neal thanked the Commissioners for agreeing to participate on this Commission and said he is looking forward to a productive Airport Advisory Commission. B. Purpose and Role of Flying Cloud Airport Advisory Commission Neal explained that the City Council sees the purpose of the Flying Cloud Airport Advisory Commission as being the primary public body that will receive information and comments from the public regarding the airport and will interact with MAC on behalf of City government. The City Council also sees this Commission as the body where airport issues, in general, will start. The Commission is a recommending body to the City Council or Planning Commission, depending on the issues. The Planning Commission may also refer certain issues to this Commission prior to being sent to the City Council. C. Backsround on Flying Cloud Airport Kipp presented a brief background on Flying Cloud Airport and described where this Commission was in the past and where it ended. The Flying Cloud Airport Advisory Commission was developing a new ordinance to replace MAC ordinance 51 which limited jet aircraft to 20,000 pounds. They felt the new ordinance would address the FAA's discrimination concerns, work for the environmental review process for the expansion of Flying Cloud Airport, as well as address noise issues. The City Council began its own negotiations with MAC officials to come up with a solution for the airport expansion. The City Council felt they should be working directly with MAC rather than through the Commission and at that time, the Flying Cloud Airport FLYING CLOUD AIRPORT ADVISORY COMMISSION MINUTES May 11, 2006 Page 3 Advisory Commission was abolished. Kipp reviewed with the Commission the eventual outcome of a Final Agreement and one of the aspects of that Agreement, the operational implementation plan. Kipp explained that MAC has completed the EIS which is being reviewed by the FAA. This process should be completed within 180 days. Harris explained that there are a lot of things that go into the airport and its operation. They are dealing with individual operators, utilities and other issues. He indicated that there may be other MAC representatives at these meetings because they are experts on different issues. Harris said there would also be a learning curve and if at any time the Commissioners have questions or would like to meet with MAC representatives they would be happy to work with them and they can then come back to this Commission and share their experiences. Harris pointed out that it took many, many meetings and years to get where they are at today. They are all working towards the same goal and they are all here for the same purpose which is to make the airport more compatible with the community. Kipp said that at each meeting there would be one or two items to help educate the Commission. He explained that the role of this Commission is not to object to Flying Cloud Airport but to work cooperatively with MAC to make the airport the best it can be as a reliever airport and to protect residents the best they can as it relates to noise, etc. Jeremiah, the City's Community Development Director, explained her role and that the Airport Commission is under the umbrella of the Community Development Department. Jeremiah said she is also available if Commission members are unable to reach Kipp or have any concerns of a general nature. Leqve introduced himself and presented a brief background of his work history with MAC. Skramstad explained that he works with the MAC noise office and is basically the main point of contact for noise issues for all reliever airports. McVey introduced himself and explained that he is the Air Traffic Manager at the Flying Cloud tower and is with the FAA. III. OTHER BUSINESS Kipp indicated that he would be including educational items on future agendas. Harris asked that the agenda be set at least 30 days prior to a meeting. This would allow MAC sufficient time to prepare any documents requested or presentations they might have to prepare. Larsen said that in the past MAC had provided the Commission with noise complaint call reports with specific addresses. He asked if this information would once again be provided to the Commission. Skramstad explained that they do record and track each FLYING CLOUD AIRPORT ADVISORY COMMISSION MINUTES May 11, 2006 Page 4 complaint. However, there have been some changes in the process and their legal staff has advised them that the addresses are not public data. Since this is sensitive information, they now provide a summary report that lists the type of complaints, whether they are early or late flights, departure or arrival flights and a complaint map. Skramstad said they would be happy to provide this information to the Commission on a quarterly basis. McKewan asked if MAC has considered adding any permanent noise monitoring devices at Flying Cloud Airport. Skramstad said they have not. These monitors are extremely expensive and they have devoted many of their resources to the MSP Airport. Leqve reported that those monitors do cost over$300,000 and they have 39 on MSP and they could still see up to 40,000 noise complaints this year. They do have flight tracking data for Flying Cloud on the Internet and they have a lot of historic data on the noise level at Flying Cloud. Harris pointed out that there might be many noise complaints in a particular quarter for no particular reason. Kipp explained that the next meeting is scheduled for August 10, 2006, at City Hall. King said they would be meeting once a quarter and if they find that once a quarter is not frequent enough, they may determine that they need to meet more often. IV. ADJOURNMENT MOTION: Schendel moved, seconded by Larsen, to adjourn the meeting. Motion carried, 6-0. The meeting adjourned at 7:55 p.m. V. AIRPORT TOUR—Joe Harris, FCM Manager After the meeting, the Commission members had a tour of the Flying Cloud Airport control tower, the airport runways, taxiways and general locations of the airport businesses.
