I. CALL THE MEETING TO ORDER
Pidcock reconvened the meeting at 7:00 p.m.
II. APPROVE MINUTES
MOTION: Best moved, seconded by Malam, to approve the minutes of the April 20,
2006 Board of Appeal and Equalization as published. Motion carried 5-0.
III. REVIEW ITEMS CONTINUED FROM APRIL 20, 2006
A. #8, 6997 EDGEBROOK ROAD
Owner Floyd Siefferman said the assessor's review was too high. Damage due to
water damage from poor flashing still exists. The board asked for information
about insurance payments and repairs yet to be made. Siefferman said he received
$18,000 from the builder and about$40,000 from insurance after a long court
battle. The house has unrepaired water damage to brick and cracks in a bedroom
ceiling. Siefferman said he had not undertaken those repairs due to cost. There
was a lot of mold inside the walls but the owner believed it has been remedied.
He also argued there is no privacy in the back yard.
Sinell said the appraiser considered the damage restored. The house has been
stable for 13 years with no further collapse. He estimated the value at$590,000.
However, even if a 10% reduction due to stigma is added, the review value is
$531,000. The original valuation was just$505,000, which provides a generous
adjustment for repairs.

After discussion, the board agreed the house was easily worth $505,000 due to its
size, quality and location, and would sell quickly at that price (or even at
$525,000) in its current condition. The board noted the City has a loan program
for property repairs if needed.
MOTION: Best moved, seconded by Duoos, not to change the estimated market
value for 6997 Edgebrook Road. Motion carried 4-0 with Pidcock abstaining.
B. #10, 7993 LISMORE CIRCLE
Owner Dipak Shah said the value on the assessor's review still reflects too high a
percentage increase. The Board noted the question is the market value not the
increase. Sams said he used a $20,000 adjustment for the home's lack of upgrades
and a$10,000 adjustment for minor deferred maintenance. The Board agreed a
seller could get$450,000 for the house, which is in a very nice area.
MOTION: Best moved, seconded by O'Connor, to reduce the EMV for 7993
Lismore Circle to $450,000. Motion carried 5-0.
C. #3, 17442 GEORGE MORAN DRIVE
Sinell said the assessor and taxpayer agree to a reduction to $470,000 based on
lack of upgrades.
MOTION: Duoos moved, seconded by Malam, to reduce the EMV for 17442
George Moran Drive to $470,000. Motion carried 5-0.
D. #4, 17274 CEDARCREST DRIVE
Sinell said the assessor and taxpayer agree to a reduction to $690,000.
MOTION: Best moved, seconded by Malam, to reduce the EMV for 17274
Cedarcrest Drive to $690,000. Motion carried 5-0.
E. #5, 7864 BAILEY DRIVE
Sinell said the assessor and taxpayer agree to a reduction to $415,000.
MOTION: O'Connor moved, seconded by Duoos, to reduce the EMV for 7864
Bailey Drive to $415,000. Motion carried 5-0.

Sinell said the assessor and taxpayer agree to a reduction to $498,000.

Sinell said the assessor and taxpayer agree to a reduction to $459,000.
MOTION: Best moved, seconded by O'Connor, to reduce the EMV for 7846
Bailey Drive to $459,000. Motion carried 5-0.
H. #11, 7828 BAILEY DRIVE
Sinell said the assessor and taxpayer agree to a reduction to $525,000.
MOTION: O'Connor moved, seconded by Malam, to reduce the EMV of 7828
Bailey Drive to $525,000. Motion carried 5-0.
I. #12, 8562 FRENCH CURVE
Sinell said the assessor and taxpayer agree to a reduction to $735,000.
MOTION: Duoos moved, seconded by Best, to reduce the EMV for 8562
French Curve to $735,000. Motion carried 5-0.
J. #13, 16460 HILLCREST COURT N.
Sinell said the review assessment of$330,000 supports the original EMV of
$310,000. He noted the homeowner does not agree.
MOTION: Duoos moved, seconded by Best, not to change the EMV for 16460
Hillcrest Court N. Motion carried 5-0.
K. #14, 9475 OLYMPIA DRIVE
Sinell said the assessor and taxpayer agree to a reduction to $737,000.
MOTION: Malam moved, seconded by Duoos, to reduce the EMV for 9475
Olympia Drive to $737,000. Motion carried 5-0.
L. #16, 18224 CASCADE DRIVE
Sinell said the assessor and taxpayer agree to a reduction to $235,000.

Cascade Drive to $235,000. Motion carried 5-0.
M. #18, 7014 WILLOW CREEK ROAD
Sinell said the assessor and taxpayer agree to a reduction to $1,475,000.
MOTION: Malam moved, seconded by Duoos, to reduce the EMV for 7014
Willow Creek Road to $1,475,000. Motion carried 5-0.
N. #19, 15519 LILAC DRIVE
Sinell said the assessor and taxpayer agree the original EMV of$370,000 is
correct.
MOTION: Best moved, seconded by Malam, not to change the EMV for 15519
Lilac Drive. Motion carried 5-0.
O. #21, 18194 DOVE COURT
Sinell said the assessor and taxpayer agree to a reduction to $890,000.
MOTION: Best moved, seconded by O'Connor, to reduce the EMV for 18194
Dove Court to $890,000. Motion carried 5-0.
P. #22, 9175 FLYWAY CIRCLE
Sinell said the assessor and taxpayer agree to a reduction to $415,000.
MOTION: Duoos moved, seconded by O'Connor, to reduce the EMV for 9175
Flyway Circle to $415,000. Motion carried 5-0.
Q. #2417781 STEADING ROAD
Sinell said the assessor and taxpayer agree to a reduction to $475,000.
MOTION: Malam moved, seconded by Duoos, to reduce the EMV for 17781
Steading Road to $475,000. Motion carried 5-0.
R. #28, 12600 PLAZA DRIVE
Sinell said the assessor and taxpayer agree to a reduction to $10,500,000. The
plaza is an obsolete commercial property that is not supporting itself in sales.

However, the land is valuable. The property includes Menards and contiguous
stores but not the land to the rear or the outlying businesses.
MOTION: Best moved, seconded by Duoos, to reduce the EMV for 12600 Plaza
Drive to $10,500,000. Motion carried 5-0.
IV. PROCESS IMPROVEMENTS
The board recommended the following process improvements:
➢ Information should be clustered by appeal number as much as possible.
➢ The summary chart with brief description of the property is useful.
➢ Color pictures, maps and aerial photos are useful.
➢ The City should maintain its flexibility on the appeal deadline to give taxpayers
every opportunity, even if some reviews are incomplete.
➢ The City should continue its good record of respect and responsiveness during
taxpayer appeals.
➢ The City should take steps to inform residents about the appeal process, including
step-by-step instructions on the website or in a March newspaper article.
➢ Residents should be more informed about the deferred loan program for home
rehabilitation.
➢ The City should start moving toward an inspection program as its housing stock
ages.
O'Connor noted she had stated in the last meeting that the City "lied to homeowners"
about the Highway 212 improvements,but upon further investigation, found that not to
be true. She retracted her statement.
V. ADJOURNMENT
MOTION: Duoos moved, seconded by Malam, to adjourn the Board of Appeal and
Equalization meeting. Motion carried 5-0. The meeting adjourned at 8:16 p.m.
