City Center Council Chambers BOARD MEMBERS PRESENT: Patricia Pidcock, Chair; Mike Best, Vice Chair; Brian Duoos;Doug Malam and Annette O'Connor CITY STAFF PRESENT: Steve Sinell, City Assessor; Staff Appraisers: John Sams, Colin Schmidt, Jody Carlson; Lisa Ramsey, Assessing Technician; and Carol Pelzel,Recording Secretary I. CALL MEETING TO ORDER The meeting was called to order by Chair Pidcock at 7:00 p.m. The Board members introduced themselves. II. ORDER OF BUSINESS A. Approve minutes from April 21, 2005 Board of Appeal and Equalization Meeting Pidcock asked that the word"he"be added to the seventh line of the fourth paragraph on Page 2 so that the sentence would read: "Best said he thinks $420,000 is a better value." Motion: Motion was made by Malam, seconded by Best,to approve the April 21 minutes as corrected. The motion carried, 5-0. B. Review items continued from April 21, 2005 Appeal No. 31 —Douglas L. Olsen, 9030 Staring Lane W. Olsen presented to the Board a copy of an appraisal that was recently completed for his property. Olsen said he found an Eden Prairie Township building permit dated 1962. Therefore, it appears that the house was not built in 1967 as originally thought. Olsen explained that the appraisal he obtained was for$187,000,which he still believes, is more than the house is worth. Olsen said he is also getting mixed messages as to whether or not he has to hook up to sewer and water. He was told that the assessment would stay with the property and they do not have to hook up to the sewer and water if the water system is good. A short recess was called to allow City staff time to review the appraisal presented by Olsen after which the meeting was reconvened at 7:15 p.m. BOARD OF APPEAL AND EQUALIZATION May 10, 2005 Page 2 Sinell reviewed the appraisal presented by Olsen with the Board. He explained that the first three comparables used are in the neighborhood of what the City is proposing. An adjustment of $6,000 was made for having a driveway on the interior lot rather than on Pioneer Trail. The City feels the adjustment should be greater. The City's comparables are more accurate because they are comparables in the neighborhood. This is a very nice lot with an older home on it. The lowest priced homes in this area have been on Pioneer Trail and this home would be worth a little more. He suggested that perhaps it be valued at$190,000 rather than the $196,200. O'Connor said she sells a lot of new construction and sees what land is valued at and some of the listed sales in Eden Prairie for an acre of land start at$240,000. The value of this property is because of the nice lot and it will benefit the property owner in the future. Olsen said he does not see it as that. He just lives in the house and does not see it as a status symbol. O'Connor pointed out that there are new homes built down the street from this property selling for$700,000 to $800,000. MOTION: Motion was made by Malam, seconded by O'Connor, in Appeal No. 31 to set the estimated market value of$190,000 for the property located at 9030 Staring Lane W. The motion carried, 5-0. Appeal No. 1 —Mark Saastad, 12272 Jack Pine Trail Sinell explained that there had been a typographical error on the information provided to the Board. The review appraisal was completed at $253,000 and not $450,000. Sinell reported that staff was unable to arrange a review of the interior of this property. The appraisal is based on an exterior inspection. They did make some adjustments but staff can still support the assessment for$241,000. MOTION: Motion was made by Best, seconded by Duoos, in Appeal No. 1 to sustain the current estimated market value of$241,000 for the property located at 12272 Jack Pine Trail. The motion carried, 5-0. Appeal No. 4—John Berg, 10322 Tuscanyay Sinell reported that the owner and City have agreed that the value should be reduced to $460,000. MOTION: Motion was made by Best, seconded by Malam, in Appeal No. 4 to reduce the estimated market value to $460,000 for the property located at 10322 Tuscany Way. The motion carried, 5-0. Appeal No. 5 —Carolyn Goldenberg, 7471 Ontario Blvd. Sinell explained that the review appraisal was completed at$330,000. BOARD OF APPEAL AND EQUALIZATION May 10, 2005 Page 3 Motion: Motion was made by Malam, seconded by Duoos, in Appeal No. 5 to reduce the estimated market value to $330,000 for property located at 7471 Ontario Blvd. The motion carried, 5-0. Appeal No. 7—Chervl White, 18281 Dove Court Sinell said staff is recommending no change. This is a split-level, however,most of the main area is on one level. The comparables are ramblers of similar size and quality and some of them have sold from $599,000 to $670,000. Adjustments were made for the differences in the lot. Sams explained that this home is not a drastic split-level. The master bedroom is on the upper level and the family room is beneath the master. This is a split,but not a traditional split. MOTION: Motion was made by Malam, seconded by Best, in Appeal No. 7 to sustain the estimated market value of$575,100 for the property located at 18281 Dove Court. The motion carried, 5-0. Appeal No. 12—Paul Gallenberger, 8182 Pristine Pine Trail Sinell reported that this home is in the same neighborhood as Appeal No. 7. The owner and staff agree that the value should be reduced to $550,000, which is a minor change from the original $564,300 value. MOTION: Motion was made by Best, seconded by O'Connor, in Appeal No. 12 to reduce the estimated market value to $550,000 for the property located at 8182 Pristine Pine Trail. The motion carried, 5-0. Appeal No. 21 —Noel Wagner, 8151 Pristine Pine Trail Sinell explained that this property is in the same neighborhood as the previous two cases. The owner and City staff agrees that the value should be reduced to $465,000. MOTION: Motion was made by Duoos, seconded by Malam, in Appeal No. 21 to reduce the estimated market value to $465,000 for the property located at 8151 Pristine Pine Trail. The motion carried, 5-0. Appeal No. 23 —Sam Madanayake, 8500 Red Oak Drive Sinell reported that the owner and City staff agrees that the value should be reduced to $465,000. MOTION: Motion was made by Malam, seconded by O'Connor, in Appeal No. 23 to reduce the estimated market value to $465,000 for the property located at 8500 Red Oak Drive. The motion carried, 5-0. BOARD OF APPEAL AND EQUALIZATION May 10, 2005 Page 4 Anneal No. 30—Steven Tasler, 15911 Summit Drive Sinell stated that the owner and City staff has agreed to a minor reduction in the value of this property. They agree that the value should be reduced to $325,000. MOTION: Motion was made by Best, seconded by Malam, in Appeal No. 30 to reduce the estimated market value to $325,000 for property located at 15911 Summit Drive. The motion carried, 5-0. C. Sign Board of Appeal and Equalization Documents Sinell distributed the necessary documents for Board signature. III. ADJOURN THE 2005 BOARD OF APPEAL AND EQUALIZATION MEETING MOTION: Motion was made by O'Connor, seconded by Duoos,to adjourn the 2005 Board of Appeal and Equalization meeting. The motion carried 5-0 and the meeting was adjourned at 7:45 p.m.
