CITY CENTER 8080 MITCHELL ROAD PRAIRIE ROOMS A &B COMMISSION MEMBERS: Susan Dickman, Chair; Lois Larson, Steve Mosow, Heather Olson, Ann Rorem, Soni Styrlund, Diane Zielke STUDENT MEMBERS: Casey Carlson, Evan Estrine, Carly Hofstedt COMMISSION STAFF: Sandy Werts, Staff Liaison Peggy Rasmussen, Recording Secretary SUPPORT STAFF: Bob Lambert, Director, Parks and Recreation Services Laurie Obiazor, Manager, Recreation Services I. ROLL CALL Chair Dickman called the meeting to order at 7:05 p.m. Commissioners Styrlund and Rorem were absent. (Rorem arrived at 8:20 p.m.) All student members had excused absences. High school student Mike Smith was present to fulfill a school requirement to attend a City Commission meeting. II. APPROVAL OF AGENDA Mosow added a report on the Community/School Facilities Use Committee, under Reports of Staff and Commissioners. MOTION: Mosow moved, seconded by Olson, to approve the agenda as published and amended. Motion carried 5-0. III. APPROVAL OF MINUTES OF SEPTEMBER 13, 2004 The spelling of Shelley Smith's name was corrected on pages 1 and 2. On page 3, the third paragraph, "Mill End Textiles" was removed as a subheading. MOTION: Olson moved, seconded by Mosow, to approve the minutes of the Arts and Culture Commission held on September 13, 2004, as published and amended. Motion carried 5-0. IV. PETITIONS, REQUESTS AND COMMUNICATIONS A. Eden Prairie Players (Community Theater) 2004-2005 Season Werts reported that the "Cemetery Walk" was canceled because only eight persons had signed up to participate. The minimum requirement was for twenty participants. Once again, this may be a result of the school not allowing flyers advertising City events to be distributed at the school. ARTS & CULTURE COMMISSION MINUTES October 11, 2004 Page 2 Werts distributed the brochure describing the Eden Prairie Players 2004-2005 Season. "Murder at the Banquet" will be held at the Cummins Grill Homestead on November 4, 5, 6, 11, 12, 13, 19 and 20. The Winter Show is "I Remember Mama" on February 18, 19, 25, 26 and 27, and the Summer Musical is "The Pajama Game" on June 17, 18, 19, 25, 26, and 27. The Eden Prairie Players are also presenting "The Glass Slipper", a children's theater workshop, next summer. A special workshop, Introduction to the Decroux Theater Movement Technique, has been held for youth and adults during October 2004. V. OLD BUSINESS A. Arts Promotion Brochure • Review compiled information. The Commission reviewed the revised Eden Prairie Arts List that Werts compiled from last meeting's discussion. MOTION: Mosow moved, seconded by Larson, to initially confine the listing to Eden Prairie businesses. If financing the brochure becomes an issue, then businesses in contiguous communities would be listed. Motion carried 5-0. Changes and corrections were made to the revised list. Any businesses not in Eden Prairie were removed. Michaels was removed from Art Instruction. Under the category of Artists, Stained Glass was removed and replaced by Glass Art and Design. Arts Supply was changed to Arts and Crafts Supply. Target, Walmart, and Hammetts Learning World, were removed from that category. Clothing Design & Fabric Painting, and Clothing Printing and Lettering were combined into Clothing Design, Printing, Lettering & Fabric Painting. Coffee Shop Galleries were placed under Art Galleries, Exhibits & Venues. Crafts was changed to Crafts and Crafters. Open Mike was listed under Poetry. Events will be listed on a calendar in the brochure. Fabric Design and Fiber Artist will be listed under Artists. Film Making was removed, as it is already listed under Multi Media. Some businesses listed under Jewelry Design will be removed if it is determined they do not actually design jewelry. ARTS & CULTURE COMMISSION MINUTES October 11, 2004 Page 3 The category of Memory Books Scrapbooking/Photos was changed to Book Arts. Community Band, and Art and Jazz on the Prairie, will be added under Music — Band. Music — Performance will be added, with Mary Beth Carlson listed under it, and Music—Band and Orchestra will be added, with Temporary Heroes under it. Businesses listed under Photography will be reviewed to determine if they qualify as arts venues. Poetry had already been listed under Creative Writing, and London Roads was placed under it as a business. Printmaking was moved under Artists. Fabric Design was added under Textile Arts. The following categories were removed: Culinery Arts, Display Fixtures, Draperies, and Egg Painting. • Develop parameters for eventual vehicle. Dickman distributed a suggested list of parameters she developed for the arts promotion vehicle. The first part was to choose characteristics that the publication would have. Commission members decided they wanted it to be a stand-alone piece, with a cover in four colors and the interior pages in two colors. The arts resource information would cover Eden Prairie only. The publication would contain photographs and graphics, as well as feature articles and biographies of local artists. Paid advertising would be sought from regional businesses. The promotion vehicle would have an arts activities calendar. The editorial staff would be a combined effort from volunteers, City employees and paid personnel. Management and production would be a public/private partnership. The City would manage the information and use a business to generate income for the production. Werts recommended one publication in 2005, to see what kind of reception there is. It could include a coupon for people to send back with comments. With regard to the City budget, Werts said $5,000 might be available, and that could be supplemented by selling advertising space. The publication would be free. It was recommended that the publication be distributed with the Eden Prairie News, as that would be the least expensive method. There would also be drop locations around the City where it could be picked up. It was suggested that there be articles about local artists, both visual and performing. The publication could include a map showing where works of art are displayed in Eden Prairie. The publication put out by Lakeville was examined. They printed 20,000 copies, at a total cost of$16,625. The charge for a quarter-page advertisement was $400. Werts suggested having a subcommittee meet with her between regular Commission meetings to work on details of the arts promotion brochure. ARTS & CULTURE COMMISSION MINUTES October 11, 2004 Page 4 Dickman, Mosow and Larson indicated their willingness to be on this subcommittee. They will set a date for their meeting. VI. NEW BUSINESS A. Winter Programs Werts said Parks and Recreation is working with Todd Pernsteiner on redesigning the brochure for the winter programs. In December, a Cummins-Grill House Christmas will be offered. Werts is also planning to teach a class at the Cummins-Grill House on preserving heritage photos. The Eden Prairie Players will perform "I Remember Mama" in February, and they will offer "Murder at the Banquet" for five shows in March. The Valentine Dinner at the Cummins-Grill House will not be held this winter because the caterers have to prepare the food outside of the house. B. 2005 Goals Werts recommended looking at the goals for 2004 before deciding on goals for 2005. One goal for 2004 was to meet with the City Council at one of their workshops. Werts said if the Commissioners meet with the Council, they would discuss long-range goals for the Commission, the role of the arts in Eden Prairie, and how much the City Council supports it. The 2004 goals will be reviewed at the next Commission meeting. C. Meeting Schedule Mosow recommended continuing to meet every month in order to complete work on the arts promotion brochure. The next meetings would be on November 8 and December 13, with the subcommittee holding a meeting prior to November 8. VII. REPORTS OF STAFF AND COMMISSIONERS A. Report on Community/School Facilities Use Committee Mosow reported that most of the discussion at the latest meeting centered on: (1) the referendum held by the City and why it failed; and (2) and how the school's tight budget affected rental of school facilities. The school doesn't set new rates until summer. However, the school will probably have to start charging the City more for use of school facilities, which is now paying half the price charged to other users. Mosow said he talked to the Committee about the proposed arts promotion guide. The next meeting of the Committee is in March. ARTS & CULTURE COMMISSION MINUTES October 11, 2004 Page 5 B. Jean Harris Gathering Bride Dedication Werts reported that the dedication was well attended, and the weather was good. Dickman was on the task force that selected Terri Kwant, the artist who designed the bridge, and was very happy with the end result. She believed Terry Kwant came up with an amazing design. Werts has asked John Gertz if he could have another sign made that would interpret the African symbols that are etched on glass and placed around the bridge. Dickman said the symbols are an integral part of the design and should be explained. C. Eden Prairie Identity Project Commissioner Styrlund was not available to report on the project, and it was tabled. VIII. ADJOURNMENT MOTION: Olson moved, seconded by Mosow, to adjourn the meeting. Motion carried 6-0. Chair Dickman adjourned the meeting at 9:07 p.m.
