I. ROLL CALL
Chair Peterson-Benike was excused. In her absence, Vice-Chair Adams called the
meeting to order at 6:05 p.m. Commissioners Brown and Simons were absent.
II. APPROVAL OF AMENDED PLANS FOR RILEY-JACOUES FARM
Gertz reported for Dione DeMartelaere, architect with Miller Dunwiddie, that the
architects recommend adoption of a new plan for the barn that would move the second
door into the side of the shed where the new toilet room will be built. This allows the
main barn doors to be opened fully, and has the option of using a roll-up screen door.
The second door is unobtrusive and gives access to the toilet room from the plaza area.
The consensus of the commissioners was that this plan looked much better than the one
they reviewed on May 19.
Gertz said he met with Bob Lambert to tell him about the May 19 HPC meeting and what
was approved. Lambert said there should be a second pedestrian trail to the park, in
addition to the existing park trail, that would access a different parking area from Lake
Riley Road. The trail would be constructed to allow for use of a wheel chair. Gertz had
the architect add the trail and identify the various buildings on the plan.
Gertz reported that approval of the plans was taken off the City Council's June 3 meeting
agenda because the budget for this project has grown dramatically, and City staff wants
to review the budget and decide how the project would be funded. The new budget is
$684,197, not including structural and architectural fees. City staff had hoped to use the
septic system now on the site because that would be much cheaper than connecting to
City sewer and water. However, the City requires connection whenever there are
changes to the plumbing and sanitary sewer service is available. A lift station would
have to be put in the granary. There will also be a high cost to restore the baseball field
after the sewer line is brought through it. After staff determines how the project would
be funded, it will be rescheduled for the July 1 Council meeting.

Barkley suggested using the septic system on the property until it is no longer usable and
then connecting to City sewer and water. Gertz said the City requires other property
owners to connect in similar circumstances. There are other items in the budget that
could be trimmed.
Kist inquired what kind of revenue the property could generate. Gertz said he would ask
if someone from the Parks Department could estimate the amount of revenue. However,
there will also be operational costs to consider.
Adams said the idea of renting the barn should be investigated to bring in outside dollars.
Gertz said he was sure staff is looking at it as rental space, in addition to City programs,
some of which are fee-based. Gilbertson suggested using the space for barn dances,
graduation parties, catered meals, etc.
MOTION: Barkley moved, seconded by Kist, to approve revised plan DD-1 for the
Riley-Jacques barn, prepared by Miller Dunwiddie, dated May 22, 2003, and presented at
the May 29, 2003 special meeting of the Heritage Preservation Commission. Motion
carried 4-0.
MOTION: Gilbertson moved, seconded by Barkley, to approve the revised site plan
prepared by Brauer & Associates, Ltd., dated May 23, 2003, that shows a new park/trail
connection to the existing trail, presented at the May 29, 2003 special meeting of the
Heritage Preservation Commission. Motion carried 4-0.
III. ADJOURNMENT
MOTION: Kist moved, seconded by Gilbertson, to adjourn the meeting. Motion
carried 4-0. Vice Chair Adams adjourned the meeting at 6:30 p.m.
