Prairie Rooms A & B 8080 Mitchell Road COMMISSION MEMBERS Betsy Adams, Chairperson; Molly Gilbertson, Vice Chairperson; Bob Amell, Deborah Barkley, Nina Mackay, Ed Muehlberg,Jane Plaza COMMISSION STAFF John Gertz, Historic Preservation Specialist; Peggy Rasmussen, Recorder I. ROLL CALL Adams called the meeting to order at 7:00 p.m. John Gertz was absent due to illness. II. APPROVAL OF AGENDA MOTION: Mackay moved, seconded by Barkley, to approve the agenda as published. Motion carried 7-0. III. APPROVAL OF MINUTES —JULY 18, 2005 MOTION: Amell moved, seconded by Plaza, to approve the minutes of the Heritage Preservation Commission held on July 18, 2005 as published. Motion carried 6-0-1, with Gilbertson abstaining due to her absence from the meeting. IV. REPORTS OF COMMISSION AND STAFF A. Report on Cemetery Task Force- Commissioner Amell Amell reported that the task force has had two more meetings, but he was unable to attend the last one. They spent the meeting he attended going through the wording on how the City has designated burial plots. They plan to begin working on a document to bring to the Council. The task force's primary emphasis is on maintaining the cemetery as a historic site and a functioning cemetery. The members are interested in local designation of the cemetery as a historic site, and plan to include that in their report to the Council. B. Use of Plastic Wheel Stops for Smith House/Dunn Bros. Store Parking Lot Gertz included in his memo to the Commission the need to install wheel stops on the south side of the parking lot, due to damage caused by vehicles driving off the south parking area and onto the grass. The wood fence installed by the City to prevent this from occurring did not work as planned and was removed. HERITAGE PRESERVATION COMMISSION MINUTES August 15, 2005 Page 2 The Commissioners were asked to select the type and color of wheel stop to be installed. They agreed on a medium gray color. However, they expressed the desire to reinstall the split rail fence for aesthetic reasons. MOTION: Gilbertson moved, seconded by Mackay, to recommend the City install gray recycled plastic wheel stops on the south side of the Smith House/Dunn Bros. store parking lot. Motion carried 7-0. C. Award from the Preservation Alliance of Minnesota In his memo, Gertz reported that the City would be receiving an award from the Preservation Alliance of Minnesota for the Riley-Jacques Barn rehabilitation. Council member Sherry Butcher will be accepting the award on behalf of the City on September 15 in Duluth. The presentation of the PAM award and dinner are separate from the state preservation conference. Gertz plans to attend, as do Commissioners Adams and Gilbertson. If other Commissioners are able to attend the conference and/or the award dinner, they should register and then let Gertz know. They will be reimbursed by the City for all expenses. D. Meeting Schedule for 2005 and 2006 Gertz included a schedule of meetings for the rest of 2005 and all of 2006 in the packet of information sent to the Commissioners. They are scheduled to be held at the City Center. E. Tours of Sites for Local Desisnation It was agreed that the Commissioners should tour all the sites for local designation. Gertz will be asked to make arrangements to tour the Staring Lake Outdoor Center prior to the September 19 meeting at 6:15 p.m. If possible, a tour of the Glen Lake Children's Camp will be planned prior to the October meeting. V. OLD BUSINESS A. Cummins and Riley House Repairs In his memo, Gertz stated the roof is complete on the Cummins house as well as reconstruction of the west porch. Work on the masonry and trim repair was set to begin that week, followed by window repair and painting. They have been able to match all but one of the three different bricks on the house. Regarding the Riley house, there is a significant change to the foundation plan for the kitchen addition, which will include total replacement of the south wall, excavation of the crawl space, and installation of a 3-inch slab floor. The slab floor will also extend under the south porch that abuts the foundation. Gertz said this will unfortunately require demolishing the original cistern under the kitchen. He has photographed it for archival purposes. The cost of the added foundation HERITAGE PRESERVATION COMMISSION MINUTES August 15, 2005 Page 3 work and other items, totaling $16,125.00, will be submitted to the City Council for approval on September 6 as Change Order Number 2. B. Dorenkemper House Gertz informed the Commissioners that Bruce Bren forwarded cost information on completing the house to Dan Herbst to consider, but he did not know what those costs are or when work would commence. Gertz felt confident that work would resume in the near future, but plans for a dedication of the house this year has been postponed. C. Glen Lake Children's Camp The architect, Stuart Bailey, informed Gertz that the plans for the fascia currently show painted wood trim with an unpainted galvanized drip edge. Gertz said he would recommend that option to the HPC. D. Grant Update The Commissioners were not able to discuss this item because they had no further information. VI. NEW BUSINESS A. Sunbonnet Day—September 11, 2005 Adams said Sunbonnet Day will be held this year on September 11 at the Riley- Jacques Farmstead, which has previously been held at the J.R. Cummins property. Gilbertson suggested that the City post a sign at the Cummins property to let people know Sunbonnet Day has been moved to the Riley-Jacques Farmstead, along with directions to get there. VII. ADJOURNMENT MOTION: Gilbertson moved, seconded by Mackay, to adjourn the meeting. Motion carried 7-0. Adams adjourned the meeting at 7:40 p.m.
