CITY CENTER 8080 MITCHELL ROAD PRAIRIE ROOMS A & B COMMISSION MEMBERS: Susan Dickman, Chair; Steve Mosow, Vice Chair; Lois Larson, Heather Olson, Ann Rorem, Soni Styrlund, Diane Zielke COMMISSION STAFF: Sandy Werts, Staff Liaison Peggy Rasmussen, Recording Secretary SUPPORT STAFF: Bob Lambert, Director, Parks & Recreation Services; Laurie Obiazor, Manager of Recreation Services I. ROLL CALL In the absence of Chair Dickman, who was excused, Vice Chair Mosow called the meeting to order at 7:15 p.m. Commissioner Styrlund was absent. Erica Olson was introduced. She is an intern who will spend half of her time working for Parks and Recreation Services. II. APPROVAL OF AGENDA Werts added a report on Arts and Antiques in the Garden, under VI. Reports of Staff and Commissioners. III. APPROVAL OF MINUTES OF MAY 9, 2005 MEETING Werts corrected the spelling of the Hey City Theater on Page 4, the first line in the second paragraph under A. Werts made a correction on page 5, the first sentence in the second paragraph, which should read " . . . converted into a set shop . . ." Werts made two corrections on page 6 under D. The second line of the first sentence in the second paragraph should read " . . . over administrative costs for arts and cultural programs . . ." The fourth line in the fourth paragraph should read "They are paid a stipend of only $800 for the internship." MOTION: Olson moved, seconded by Zielke, to approve the minutes of the Arts and Culture Commission held on June 13, 2005, as amended. Motion carried 5-0. IV. OLD BUSINESS A. Arts Promotion Brochure Werts reported she had not received any information from Southwest Publishing as to the format they want her to use in preparing the arts resource section of the ARTS & CULTURE COMMISSION MINUTES June 13, 2005 Page 2 "Eden Prairie Residents Guide." Werts plans to have intern Erica Olson begin working on it. Werts was told the deadline for submission is June 25. B. Ideas for Use of Eden Prairie Brand Olson asked if the park signs would be replaced to show the new Eden Prairie brand. Werts said she understood that would be done but didn't know when. Olson said she thought it would be good to have the City make neighborhood signs as well that would tie into the other signs being used by the City. With regard to City plantings, Zielke suggested that the colors and types of plants be consistent to be distinctive for Eden Prairie. Werts said the City has a horticulturist, and what he plants depends on where they are being planted. Mosow said it would be good to have plantings to demarcate the City limits, if that is practical. City residents could also be encouraged to plant the same colors. Rorem suggested directional signs to help people find their way around the City. Werts said an article in the Star Tribune recently also suggested using directional signs to indicate where businesses are. Olson said she saw signs in people's yards in a South Dakota town that indicated a person living there was a member of the community band, on a school team, etc. Werts said these are all things to think about as the Commission starts to formulate what they want to discuss with the City Council at the September workshop. That will be an agenda item for the Commission's July meeting. C. Ea2le Sculptures for the City Rorem showed photographs she took of lion sculptures in Munich, Germany. Lion sculptures are used throughout Munich, based on the city's coat of arms. They appear to be made of fiberglass or plastic resin, which would withstand weather and temperature changes there. Mosow suggested having a competition for the design of the eagle, and Rorem said sketches submitted for the competition could be placed in the newspaper, asking people to vote on them. It was agreed to add the idea of eagle sculptures for Eden Prairie to the list of items to discuss with the City Council. Werts said she has not been able to meet the amount needed to cover administrative costs for some of the arts and cultural programs. For example, the concert series costs about $20,000 a year, with performing groups from outside Eden Prairie being paid $500 each, and there is no charge to attend the concerts. Sponsors are needed, but she has found that previous sponsors are cutting back on donations, probably because there are so many requests from other groups. Werts said she was asked to bring this matter to the attention of the Commission. ARTS & CULTURE COMMISSION MINUTES June 13, 2005 Page 3 The Commissioners discussed the possibility that the Eden Prairie Foundation might be interested in partnering with the City to find a business to pay for the cost of constructing the eagle sculptures and then to sell them to local businesses and various groups. The profit coming to the City could help support the Arts and Culture programs and the Foundation could use it to support worthwhile community needs. The suggestion was made that each sculpture have a plaque stating which company or business paid for it and who designed it. They could have various colors, designs and themes as chosen by the companies. Rorem offered to contact the St. Paul Chamber of Commerce to find out who initially paid for the Charlie Brown figures and how they were built, and also to contact the Red Wing Shoe Company about their boot sculptures. V. NEW BUSINESS A. Community Theater Feasibility Study Werts said she was not aware of anything happening on the feasibility study to date. The study was to be done by staff rather than hiring a consultant to do it. B. Meeting Schedule Werts reported that Commission Chair Dickman has a conflict with the meeting schedule of the Commission because the board she works for at the Preserve changed their meeting night from the second Tuesday to the second Monday to fit the schedule of their members. The Commissioners present agreed that changing the meeting date from the second Monday to the first Monday of the month would suit them. However, the first Monday in July and September are holidays, so in those months the meeting would be on the second Monday. MOTION: Zielke moved, seconded by Larson, for the Arts and Culture Commission to meet on the first Monday of the month, except on the occasion of a holiday, and then the meeting would be on the second Monday. Motion carried 5-0. Werts said she did not believe that changing the date would have to be approved, but would confirm that before the next meeting. VI. REPORTS OF STAFF AND COMMISSIONERS A. Concert Series Brochure The 2005 Summer Concert Series brochure was distributed. It has a calendar of all the entertainment events planned for the summer in Eden Prairie. ARTS & CULTURE COMMISSION MINUTES June 13, 2005 Page 4 The MN Festival of Jazz on the Prairie was held on June 12 at the Staring Lake Amphitheater, and was advertised in the Hot Summer Jazz Festival brochure. Attendance was good. There will be entertainment and speakers at Purgatory Creek Recreation Area on Fridays, and "Twilight Special" nights at the Riley- Jacques Barn. KidStock begins June 14 at the amphitheater. Werts said other communities have been requesting the brochure. B. Update on International Festival The festival is on Sunday, July 31, from 3-9 p.m. Werts said the featured entertainment is Cyril Paul and The Calypso Monarchs. It is difficult to get food vendors. Last year the City provided tents and tables but could not afford to do that this year. One member of the festival committee is trying to get sponsorships. C. Commission Photos Werts said she received e-mail from the City Manager to all Commission liaisons that he wants photos of all the Commissioners. She will make arrangements with Pat Brink to set a date and will let the Commissioners know prior to the meeting when the photo would be taken. D. Arts and Antiques in the Garden Werts reported about 650 people attended this event, which was much more than last year. Thirty-one vendors were there, selling various arts, crafts and jewelry items, compared with 28 last year. Zielke said she saw a sign advertising the event on Anderson Lakes Parkway, but the date on the sign was too small to read from a distance. Werts agreed, and will have it made larger next year. VII. PETITIONS, REQUESTS AND COMMUNICATIONS A. The Pajama Game Werts distributed flyers about "The Pajama Game", which will be at the amphitheater the weekends of June 17 and June 24. There are no children in the production so Werts wondered if it would attract as big an audience as last year. B. Eden Prairie Reads Olson said the group is developing questions for discussion about the book "Ordinary People" when the author, Judith Guest, speaks on October 17. C. St. Paul Chamber Orchestra Neighborhood Meetin! Werts attended a meeting in Eden Prairie regarding the St. Paul Chamber Orchestra's concerts at Wooddale Church. The orchestra is lowering ticket prices at the neighborhood locations: a four-concert series would cost $10 or $25 each. ARTS & CULTURE COMMISSION MINUTES June 13, 2005 Page 5 The coffee concerts have done very well and will be continued in the next season. There are also four evening concerts. Fourteen people were invited to the meeting from the Eden Prairie School District, the SPCO, and subscription members who live in Eden Prairie. Werts will include information about the SPCO in the arts resource directory. VIII. ADJOURNMENT The next meeting of the Commission will be on July 11. The following meetings will be on the first Monday in August and the second Monday in September. MOTION: Olson moved, seconded by Rorem, to adjourn the meeting. Motion carried 5-0. Vice Chair Mosow adjourned the meeting at 8:15 p.m.
