CALL TO ORDER/ROLL CALL Vice Chair Stoelting called the workshop to order at 6:20 p.m. Present: Commissioners Stoelting, Brooks, Foote, Nelson, Sodt, Seymour, Stock. Absent: Corneille and Koenig II. APPROVAL OF AGENDA Motion by Brooks, second by Seymour to approve the workshop agenda. Motion carried, 7-0. III. LAND USE Franzen reviewed a summary from the last workshop on what is a comprehensive plan, the Boards responsibility with the plan, and the product that would be sent to the City Council with findings and recommendations. Franzen discussed the land use categories and indicated there is approximately 2,200 acres of vacant land of which 37% is impacted by trees, wetlands, shoreland and steep slopes. Franzen discussed the chart that showed development [potential for number of housing units and square feet of commercial, industrial, and office uses. There is a range, which is dependent on how much density transfer would be allowed to preserve natural features. Franzen reviewed all of the planning and development goals and policies indicating that most of these are carried forward from the 1982 plan, the new ones are on the Marketcenter and Southwest Metro which are new land uses. Community Planning Board Workshop Minutes July 9, 2001 Page 2 The Market Center has a design framework for lights, sidewalks and trees along Single Tree lane and Technology Drive. There are three plazas; Singletree Lane, Southwest Station, and City Hall. Technology Drive will increase to four lanes and carry a landscape and lighting theme. Foote asked where on Technology Drive it would start. Franzen stated Southwest Station. Brooks asked about businesses in Southwest Station Franzen said preliminary plans from North American Properties show restaurants, specialty grocer, and specialty shops. Nelson asked whether there would be any housing. Franzen said there would be commercial to the southeast of the station. Housing is proposed to the west adjacent to the church. Nelson inquired about the parking space needs and how they would be gauged. Franzen stated Southwest metro provides parking based on bus ridership. Currently there are 400 spaces with expansion with a parking deck to 625 spaces. Stock inquired about the percentage of senior housing. Franzen said it was less than 1 % of the total housing units. Sodt asked about a survey on the need for assisted living housing. Franzen indicated there was a 1995 Senior Issues task force that recommended the city considered all types and price ranges for senior housing. Brooks stated there were not a lot of elderly but a lot of families with kids. Nelson stated apartments would help. Franzen asked which part of the city the board would consider appropriate for additional senior housing. Nelson stated next to Flagship could be high density. Gray said the City owned it and Columbine road goes through. Stoelting asked about the pale green vacant land on the map. Community Planning Board Workshop Minutes July 9, 2001 Page 3 Franzen stated the use is open space. Nelson talked about a need for neighborhood commercial in the southwest area. Franzen gave a brief history of commercial proposals and why they did not get approved. He talked abut the 1982 guide plan relative to neighborhood commercial. The sites were not designated but should be accommodated based on need. Franzen asked the Board to consider two approaches to senior housing and housing to mitigate traffic in the Golden Triangle Area. One approach would be to change an amount of commercial, office, and industrial uses to residential now. The other would be to develop policies to encourage senior housing and high- density housing in certain parts of the city. The policy approach gives the city more control and greater flexibility. He added that draft policies would be available at the next workshop. IV. ADJOURN The Community Planning Board Workshop adjourned at 7:25 p.m.
