Mission Statement
The mission of the Eden Prairie Fire Department is to reduce the loss of life and property by providing fire
suppression, emergency rescue services, and fire/safety education to the general public.
Vision Statement
It is our vision to be known as an innovative and progressive fire department. We are dedicated to the
delivery of effective fire suppression, rescue services and quality fire/safety education to the public. We
strive to offer the best available education and training to our members. We are committed to providing
an environment which fosters teamwork among members. We desire to have an atmosphere of open
• communication which promotes the health and welfare of individual members.

C. Membership Eligibility Verification
The Eden Prairie Fire Department will comply with the Immigration Reform and Control Act of
1986.
D. Membership Eligibility
All applicants for membership and all on-going members in the Eden Prairie Fire Department
shall meet the membership eligibility requirements.
E. Membership Verification
The Eden Prairie Fire Department provides membership verification and information through its
Administration. Information is provided within the guidelines of the Minnesota Government Data
Practices Act M.S. 13.43.
F. Membership of Relatives
The Eden Prairie Fire Department does not restrict membership of more than one member of an
immediate family. However, such membership must not create or be perceived as creating a
conflict of interest. In order to prevent any such conflict of interest or perceived conflict of
interest, a member may not directly supervise, take part in decisions to hire, retain, promote,
demote, evaluate performance of a member of his/her immediate family.
( • G. Position Posting
Any available position in the Eden Prairie Fire Department is posted in all stations.
H. Performance Review Process
The Eden Prairie Fire Department provides an annual performance review process for all
members based on the primary responsibilities/duties listed on each member's position
description.

Eden Prairie Fire Department has established member status categories to aid in determining
availability and benefits.

Article 6 Insurance Benefits
While functioning in the capacity of an Eden Prairie firefighter, members are covered by the City
of Eden Prairie's liability insurance, Minnesota workers compensation insurance, and the Relief
Association insurance plans. Disability and He insurance benefits may also be available through
various state, federal, and private agencies.
Article 7 General Benefits
A. Member Assistance
General Need
A confidential assessment and referral service is provided through the City of Eden Prairie to
assist members and their dependents in solving personal problems. Through the Employee
Assistance Program (EAP), members and their dependents have access to certified social service
counselors 24 hours a day.
Critical Incident Stress
A Critical Incident Stress Debriefing group session led by a team of specially trained mental health
• professionals and peer counselors is provided to any Eden Prairie Fire Department member.
B. Professional Licenses and Memberships
The Eden Prairie Fire Department may require members to obtain and maintain job required
licenses and/or memberships in professional organizations. Upon approval of the Fire Chief,
these licenses and memberships will be paid by the EPFD.
C. Educational Costs Reimbursement
Approved costs and tuition for educational requests are paid by the Eden Prairie Fire Department.

B. Drug and Alcohol Testing
All members of the Eden Prairie Fire Department are expected and required to respond to fire
department functions in appropriate mental and physical condition. All members will follow the
drug and alcohol testing policy of the City of Eden Prairie which conforms to the requirements of
state law as set forth in Minnesota State Statutes Section 181.950- 181.957 and the Federal Drug
Free Workplace Act of 1988.
C. Smoking Policy
Smoking is prohibited within all City buildings, on fire department vehicles, on the fireground or
during any training activity. See Section 8.20 Smoking Policy in City of Eden Prairie Personnel
Policy
D. Uniform/ Dress Code Requirements
A member's attire should always be appropriate for the public service environment.
E. Use of Vehicles and Seat Belt
Access to Fire Department owned vehicles shall be controlled at the Fire Chief level and restricted
to official Fire Department business and incidental uses which occur in the course of Fire
Department business.
It is the policy of the Eden Prairie Fire Department to require its members to comply with the
Minnesota State Law requiring the use of seat belts.
Article 10 Safety and Health
A. Employee Right to Know
The Eden Prairie Fire Department will comply with the Minnesota Employee Right to Know Act
of 1983, M.S. 182.65-182.675. It is the responsibility of supervisors to inform and properly train
members working with hazardous substances„ harmful physical agents and infectious agents
required in their jobs. "An employee acting in good faith has the right to refuse to work under
conditions which the employee reasonably believes present an imminent danger or death or serious
physical harm to the employee."
B. Employee Safety
The Eden Prairie Fire Department is committed to providing as safe and healthy work
environment as possible for all of its members. Members are required to comply with all safety
policies and procedures.
C. Injury Reporting: Line-of-Duty
In order to comply with reporting requirements of the state, all work related injuries along with
the circumstances surrounding the occurrence, must be reported to the Assistant Chief for Safety/
Health or his/her designee within 24 hours of the occurrence or by the next work day.

C. Special Meetings
Special meetings can be called for the department . Special meetings can only be held after a 24
hour notice is given to the complete membership.
D. Professional Association Meetings
The Fire Chief appoints representatives to various professional associations.
E. Committees
The Fire Chief is responsible for any final implementation decision, based on the committee's
recommendations.
The permanent committees of the Eden Prairie Fire Department are:

F. Task Forces
• An Eden Prairie Fire Department task force addresses short term, specific concerns or issues.
Article 12 Complaint Resolution
It is the policy of the Eden Prairie Fire Department, insofar as possible, to solve matters before
serious problems develop. Complaints shall be handled in a prompt,just, open, and expeditious
manner in accordance with these procedures.
Article 13 Progressive Discipline
In order to promote the common good and welfare of the Eden Prairie Fire Department and its
members, the EPFD has established rules of conduct generally accepted in industry. It is the
policy of the Eden Prairie Fire Department to administer discipline without discrimination.
Disciplinary action may range from verbal or written warnings to suspension or to immediate
discharge depending on the act and the circumstances.

Article 14 Death/ Resignation/ Retirement
A. Death/ Funeral
Funeral arrangements may be arranged for firefighters who lose their lives in the line of duty.
The Eden Prairie Fire Department will work with the family of an active or retired firefighter to
adhere to the family's wishes.
B. Resignation
Any regular member of the department who resigns in good standing becomes an inactive
member.
C. Retirement
The Eden Prairie Fire Department will comply with all federal and state laws regarding
retirement. No members shall be required to retire at any specific age.

D. Property Damage Reporting - EPFD
All damage to property owned by the EPFD must be reported to a superior officer as soon as
practical following the incident.
E. Property Damage Reporting - Public
All damage to property owned by the public must be reported to a superior officer as soon as
practical following the incident.
F. Ride-Alongs
Ride-alongs who are non-member passengers are only allowed to ride on Eden Prairie Fire
Department apparatus in accordance with the guidelines specified by the Department SOP.
G. Turnout Equipment/ Gear
All turnout equipment is owned by the Eden Prairie Fire Department. This gear must be cleaned
and maintained by the firefighter at the standards specified by the Department SOP.
H. Use of Department Equipment and Buildings
The Eden Prairie Fire Department's buildings, grounds and equipment may be used in accordance
with their respective department SOPs.
Article 11 Meetings/ Committees/ Task Forces
A. General Business
General Business of the Eden Prairie Fire Department consists of:

Robert's Rules of Order will govern all meetings of the Department.
Any member on a leave of absence, or under suspension will have no voice in any Department
meeting, election, committee, or task force.
B. Business Meetings
The Eden Prairie Fire Department holds quarterly business meetings in March,June, September,
and December on the second Thursday of the month.

Article 8 Leave Benefits
A. Personal Leave
Firefighters are granted personal leave days upon request. Unused personal days will not carry to
the new year.
B. Medical Leave
Medical leaves may be requested by firefighters for the purpose of improving their health.
C. Pregnancy Leave
In accordance with M.S. 363.03 subd. 1(5), a pregnancy related disability will be treated the same
as other disabilities. Appropriate medical leave or light duty status will be granted for a pregnancy
related disability.
D. Light Duty Status Leave
Temporary light duty status leave may be requested by any firefighter who has become physically
unable to perform the duties of firefighting, but does not meet the guidelines for a medical leave-
E. Leave of Absence
Firefighters are granted a leave of absence for specific time periods upon request. •
F. Military Leave
Firefighters are granted a leave of absence for both reserve military duty and active military duty.
Article 9 Responsibilities of Members
A. Sexual Harassment
The Eden Prairie Fire Department prohibits sexual harassment in any form including verbal or
physical harassment(see City of Eden Prairie Resolution 86-16). Members who believe they have
been harassed by a co-worker, supervisor, subordinate or agent of the City should promptly report
the facts of the incident(s) and the name(s) of the individual(s) involved to their supervisor,
department head, the Director of Human Resources or the City Manager.
Any official or employee or member who is found to have been the perpetrator of sexual
harassment will be subject to appropriate disciplinary action up to and including dismissal.
Any official or employee or member found to have made a false complaint of sexual harassment
will also be subject to disciplinary action up to and including dismissal.

Article 3 Officer Appointments/ Elections
A. Officer Appointments
Appointments for the following officer positions are processed with the Appointment Review
Board: Lieutenant, Captain, Assistant Chief of Safety/Health, Assistant Chief of Training, and
Assistant Chief of Operations
B,. Officer Elections
Elections for Fire Chief and Department Treasurer are held at the March Business Meeting when
their terms expire. All firefighters vote for these two positions. The Fire Chief is voted by the
membership and approved by the Eden Prairie City Council.
C. Appointment Review Board
The Eden Prairie Fire Department Appointment Review Board is to give equal, fair, and
consistent processes to the appointing of members to open officer positions.
Article 4 Member Compensation
A. Position and Activity Pay
Members of the Eden Prairie Fire Department are compensated for coordinator and officer
positions according to the Position Pay Schedule.
Firefighters are compensated for calls, training sessions, meetings, weekend rescue and special
detail according to the Activity Pay Schedule.
B. Reimbursement for Expenses
Reimbursement checks for expenses to members of Eden Prairie Fire Department are distributed
using accurate and consistent procedures.
Article 5 Attendance
A. Emergency Response Attendance
The Eden Prairie Fire Department is responsible for having adequate attendance percentage to
respond to emergency situations in a timely fashion.
B. Training and Department Meeting Attendance
The Eden Prairie Fire Department is aware of the close relationship between a high level of
training and the corresponding high level of safety.

Article 1 Administration of Personnel Policies
A. Purpose/ Scope
The purpose of these policies is to establish a uniform and equitable system of personnel
administration for members of the Eden Prairie Fire Department. These policies shall be known
as the "Personnel Policy" and shall be referred to in the following sections as "this policy." This
policy is not intended to create, and shall not be considered, a contract between the City of Eden
Prairie and members of the Eden Prairie Fire Department.
This policy shall apply to all members of the Eden Prairie Fire Department. Violation of any
policies and procedures included in this manual may result in disciplinary action.
B. Administration of Policies
The Fire Chief, in consultation with the Assistant Chiefs, is responsible for ensuring that this
personnel policy is kept current and that it is uniformly and consistently administered.
C. Revisions to Policies
All revisions to policies will be processed and reviewed using fair and consistent procedures with
the Policy Committee and Eden Prairie Fire Department administration.
D. Department Files and Records .
All personnel files will be maintained in adherence to the Minnesota Government Data Practices
Act(M.S. 13.01 - 13.87).
Article 2 Membership
A. Americans with Disabilities Act (ADA)
The Eden Prairie Fire Department will comply with the requirements of the Americans with
Disabilities Act of 1990(ADA) in a responsive, cost-effective manner. To accomplish this, the
department will look at each situation individually and employ creative and resourceful ideas to
reach a satisfactory level of compliance.
B. Equal Employment Opportunity (EEO)
The Eden Prairie Fire Department provides equal membership opportunity to all persons
regardless of race, color, creed, religion, national origin, sex, disability, age, marital status or
public assistance status. The Fire Department will maintain an affirmative action plan approved
by the commissioner of Human Rights as required under the Minnesota Human Rights Act
363.073.
