EDEN PRAIRIE PLANNING AND ZONING COMMISSION
December 4, 1968
7:30 P.M. Village Hall
PRESENT: Ralph Nesbitt, Chairman; Marvin LaGrow, Warren Shultz;
Odmor Skjelbostad; Homer Raguet; Henry Hauser;
Vernon Emerson; George Hite, Village Manager; and
Don Brauer, Village Planner.
1. MINUTES OF NOVEMBER 5, 1968
There being no corrections the minutes were approved as published.
11. PUBLIC HEARING
A. Heidelberg Addition - Preliminary Plat - Hiawatha and Scenic Heights Rd.
Mr. Hite advised that the hearing had been published in the Suburban Sun
and that the adjoining property owners had been notified. (See minutes
of November 5, 1968). Only a part of the property is being platted.
Four lots are shown but will be considered as two lots until the new
zoning ordinance has been approved and the properties are served by
sewer. Mr. Hite stated that there was a problem involved in obtaining
a full sixty foot wide right-of-way for the entire length of Hiawatha
Road. The Village would need twenty-seven feet of the Ray Mitchell
• property to obtain the correct width. Mr. Hite recommended that the
problem be worked out by the developer of the Heidelberg Plat and Ray
Mitchell. At this point Mr. Mitchell commented that he would not like
to loose the twenty-seven feet from his property.
Motion was made by Warren Shultz that the plat be approved with the
stipulation that the developer provide the full 27 feet of needed
right-of-way between the south boundary of the plat and Scenic Heights
Road. Seconded by Marvin LaGrow. The motion carried.
Later on in the meeting Mr. Lindsey appeared and stated that he would
get together with Mr. Mitchell and try to work out some way to meet
the requirement on the width of the right-of-way for Hiawatha Road.
111. PETITIONS, REQUESTS AND COMMUNICATIONS
A. Village of Chanhassen - Notice of Hearing on proposed rezoning along
the south side of T.H. },-5.
A sketch plan was shown covering 80 acres that included a multiple
residence district, a commercial district, and a planned industrial
district. The Chanhassen Village Council public hearing on the
rezoning is scheduled for Monday, December 16, 1968.

Mr. Hite recommended that a letter be sent to the Village of
Chanhassen stating our position on the proposed rezoning:
1. The proposed rezoning has a greater impact on Eden Prairie
land use planning than it does Chanhassen.
2. That the proposal is in conflict with the Comprehensive Plan
for Eden Prairie as recently adopted by the Village.
3. That the Metro Council be asked to review the proposed -rezoning.
4. If area is to be developed as an Industrial District that
Eden Prairie be given an opportunity to review building permits
before they are issued.
Mr. Brauer commented that the reason for residential zoning on the
Eden Prairie Comprehensive Guide Plan adjoining this area is because
there is no logical place to provide a transition between non-residential
and residential development.
Motion was made by Homer Raguet to send the recommended letter to both
the Planning Commission and Council of Chanhassen. Seconded by Henry
• Hauser. Motion approved unanimously.
B. Low and Associates, Inc. - County Road #18 at Anderson Lake -
Industrial.
C. Olin Building and Development Co. - T.H. #5 next to Chanhassen -
Multiple Residence.
Mr. Hite recommended that action on both of these requests for
rezoning be deferred until the new proposed ordinances have been
approved and are in effect.
Motion was made by Marvin LaGrow and seconded by Vernon Emerson that
these requests for rezoning be deferred as recommended. The motion
carried.
D. Northern Contracting Co. - Proposed R.L.S. - County Road 62 & Railroad.
Mr. Hite recommended that a public hearing be set and a planner's
report be prepared on the proposed R.L.S. of Tract K, of R.L.S.
No.1054 as presented by the representatives of Northern Contracting Co.
I-lotion made by Warren Shultz and seconded by Vernon Emerson to hold a
public hearing at the January 7th meeting. The motion carried.

IV. RECOMMENDATIONS AND REPORTS
A. Westgate Second Addition.
Motion was made by Warren Shultz and seconded by Henry Hauser to set
a hearing date of January 7, 1969. The motion carried.
B. Village Sewerage Policies.
Refer to Mr. Hite's report of November 26, 1968 and proposed
recommendations. Review this report and arrive at a decision at the
December 11, 1968 Zoning Ordinance meeting.
C. Minnesota Highway Department Projects.
Refer to Mr. Hite's Memo to the Village .Council and dated December 3,
1968 on the status of various highway projects effecting the Village
of Eden Prairie.
V. DISCUSSION
A. Industrial Sections of Proposed Zoning Ordinance.
Refer to Article 2. spread sheet on proposed districts and a comparison
to other communities. Mr. Hite presented the members a copy of
Section 10 of Edina's Ordinance on Planned Industrial District. A
discussion followed by the members of the Commission and the audience
on various considerations to be given in establishing an Industrial
• District. Permitted usage and performance standards were discussed.
ADJOURNMENT
Motion was made by Warren Shultz and seconded by Vernon Emerson to adjourn
at 9:12 P.M.
