Staff Findings
(1) The P.O.C. " Public, Open Development and Conservation and Recreation"
District appears to have been established in those areas where land is low
.or provides a drainage way. Certain uses are permitted, one being a house
when related to a farm.
(2) Preservation of the natural drainage patters is one of the most important
utilities which a developing Village should undertake o "the estcablisliment
of park-drainage ways .and ponding areas not only takes care of storm drainagefl
but it permits developers to know what land is expected to develop and the
Village to ,fudge propose plans for continuity.
(3) Land which is difficult or expensive to develop under today's market
and utility conditions, is not necessarily unleveldable. All of the land
is subject to development with only-that being reserved for public use
as owned by some level of goverment.
• (4) Hillerest Court Development is designed with certain land areas being
considered as unbu ldable, thus, no access is provided. if out lot three
is logically a part of the Village's paer. drainage system and the land to
the north has an access solution, the zoning might be reasonable. However,
considering the known data and policies it is premature to change the zone.
Request could be tabled pending drainage plan.

The Zoning & Planning Commission met in the library of the Eden
Prairie High School on September 1, 1964 at 8 o'clock p. m.
Present were:
A. W. Miller, Chairman James C. Brown, Clerk
Anthony Hirt James Hawkes, Consultant
Ralph Nesbitt Archie Carter, Engineer
David W. Dale
ORDER OF BUSINESS:
The meeting was called to order by Chairman Miller.
MINUTES
The minutes of the meetings of August 8th and 21st were read and
approved as read.
JANKES FIRST ADDITION
A motion was made by Ralph Nesbitt and seconded by David Dale to
reacifiddd approval of Jankes First Addition as shown in the minutes of
June 15, 1964.
Motion carried.
A motion was made by Ralph Nesbitt and seconded by David Dale to
approve final plat of Jankes First Addition and authorize the Chairman
and Clerk to sign.
Motion carried.
NORTHERN STATES POWER CO. - TRANSMISSION LINE
A motion was made by Anthony Hirt and seconded by Ralph Nesbitt to
receive the report on Northern States Power Co. application for a trans-
mission line from the Planning Consultant (attached).
Motion carried.
A motion was made by Anthony Hirt and seconded by Ralph Nesbitt to
set a hearing date of September 30, 1964.
Motion carried.

HILLCREST COURT - SECOND ADDITION
A motion was made by Anthony Hirt and seconded by James Brown to
receive the report on Hillcrest Court - 2nd Addition from Planning Con-
sultant Mr. Hawkes (attached).
Motion carried.
A motion was made by Anthony Hirt and seconded by David Dale to
adjourn hearing until October 6, 1964.
Motion carried.
A motion was made by Anthony Hirt and seconded by David Dale to
recommend to the Council that they persue the ideal of setting- up major
water drainage areas and set up easement requirements in P.O.C. and other
areas and to provide the Zoning & Planning Commission with a plan or the
means to procure a plan on defining P.O.C. area and its uses.
Motion carried.
R. L. HOLT
A request for rezoning is to be held in abayence until the P.O.C. area
is more clearly defined. This is by mutual agreement with Mr. Holt and the
Zoning & Planning Commission.
ALVIN M. COLLIN
A request was made by Alvin M. Collin to rezone one acre in Starring Lane
to two 1/2 acre lots.
A motion was made by Ralph Nesbitt and seconded by Albert Picha to
have Mr. Collin bring in more information.
Motion carried.

MR. FRANK GARRISON
A request was made to use RA land on County Road 18 for a timber storage
and working area for house moving. Mr. Garrison was advised by the Planner
that this appeared illegal under present ordinances and that he should look
for a different location.
HERLEIN HELLE
Mr. Helle owns land along County Road 18 and wants to do land removal
work in order to facilitate development.
A motion was made by Ralph Nesbitt and seconded by Anthony Hirt to have
the Engineer and Mr. Hawkes and any member of the Zoning & Planning Commission
look over the land and report at the next regular meeting.

IRV HENRY - POC AREA PLATTING
Mr. Carter reported that Mr. Perbix advised that lots must be two acres.
No action was taken.
TRAILERS IN E. P. ILLEGALLY
The Zoning & Planning Commission wishes to advise the Council that there
are several illegal trailer homes in Eden Prairie including a new one at
CO) Big Discount Station.
MR. HAWKES REPORT
�< Mr. Hawkes reported a cost of approximately $500. to prepare sepias for
a
rezoning and bringing up to date.
Mr. Hawkes recommended a straight monthly retainer for which he would
attend meetings,p repare reports, etc. and also work on long range projects.
A motion was made by Anthony Hirt and seconded by Albert Picha to recommend
to the Council to go ahead with the sepias.
