FOR MAJOR CENTER AREA
• Held June 20, 1973.
Eden Prairie Village Hall'and Bursch's Restaurant.
4 p.m. -- 9 p.m.
Members present: Norma Schee, Wayne Brown, Don Sorensen, Don Teslow,
Dick Lynch.
Staff present: Robert Heinrich, Village Manager.
Richard Putnam, Village Planners
The meeting was held in a very informal manner with the Planning Commission
members asking questions and discussing various elements of the M.G.A.
Plan and their impact on the community planning to date.
Questions
Don Sorensen raised. some basic questions relating generally to the M.C.A.
1. Is there demand for this much commercial/industrial property within
the southwest part of the-Metropolitan Area-in the.-years- to come?
2. Is there a great risk to the Village_in developing such a center if
the market does not materialize or there is a.recession?
3. Is it wise to overload the Ring Route traffic system intentionally
without the. assurance that mass transit will be provided?
4. With the new State Law relating to assessment_ of over-four-story
• residential buildings from 40 to 25%,`will this adversely affect the
tax return to the Village ? .
5. Can the Village afford a Ring Route at $10 million at this point, or
can the land owners ?
6. What do the people in Eden Prairie-really want, or suburban residents
for that matter, related to provision of shopping/employment services?
7. It was suggested that in the assessment policy, the u.se of a median or
average land use category where there are more than one type proposed
would be more useful in reassessing the property at a later date rather
than using the highest use.
8. A more careful definition of the term "intense urban development"
should be devised since it may mean different things to different
people. Perhaps this would occur during the ordinance stage of the
M.C.A. process.
These were general questions that were discussed with the group that I
believe were satisfactorily answered by Commission Members of Staff during
the meeting.
There were specific concerns that Don Sorensen had that should be discussed
with the entire Commission as to deletions or changes in the report:
• 1. To delete from the highwaycommercial category permitted use of
auto sales and service which would effectively eliminate that

�• development from the M.C.A. since that-would be the only
category appropriate. It was noted by Mr. Sorensen that there
are ways of providing highway commercial uses such as auto
lots that would be totally enclosed without the auto used car
and new car lots on the exterior which would be acceptable to
him.
2. That the deletion from the Bryant Lake area of high density
housing be accomplished and only medium density housing be
allowed in the area.
3. Under the High Intensity Sector Procedures,- the length of time
between the submission and the date at which the Planning
Commission would flake action as 60-90 days may not be
realistic as being too' short.
4. -Under the-same section-, -the revisioia of the-words�In-the -• - -
-Staff evaluation from determination to evaluation would be =
appropriate.
5. In the Land Use Section', under M..C.A. Land Use. Characteristics
in housing, the question was raised about wording ,and intent of the.
• second paragraph from the bottom where it states: "Careful con-
sideration to the mix of"income and unit types for each project
proposed withixi the M.C..A. shall be a determinant for its-approval."
Mr. Sorensen felt that consideration of income and unit type'mix for
each project should not be used as a determinant, but rather .
a consideration, for its approval, but only in selected projects.
Other specific wording questions were brought up, and it was indicated- that-
this is a preliminary report and would be greatly refined-prior to a final draft
and the- final printing. We would hope to take care of the grainmarical and
-wordy nature of-the report. It was-suggested that-all Commission Members
spend as much time as possible on evaluating the Task Force Report in com-
parison with their ideas for development of the community and the downtown
area. Mr. Heinrich suggested that at the next Commission meeting that a-
recommendation would be in order on the Task Force Report to the Council so
that they may take action on July 10, 1973, on the P.U.D. prior to the special
public hearing on July 11, 1973, for the Ring Route.
The meeting adjourned at approximately 9:30 p.m.
