Due to the rather informal meeting, the minutes of the previous meeting were deferred
until the June 5 , 1973 commission meeting.
I. PETITIONS AND REQUESTS:
A. Olympic.Hills Golf Club proposal for a planned unit development of approximately
38 acres.
• Residential uses - Mr. Stelios Aslandos, planner representing Olympic Hills
Golf course from Midwest Planning & Research, presented a revision of the
original Olympic Hills PUD proposed in November of 1972 . He indicated the
changes were the elimination of units from the flood plan area of Neil Lake ,
the diminishing of the number of lots along the steep wooded hillside,
and the acquisition of the Macinsted property --- which was a 7 .&cre exception
adjacent to Franlo Road. He explained the inclusion of the 7 acre exception
has made the site planning much more workable.
Putnam outlined the study that was being undertaken by the property owners,
of which Olympic Hills was a member, in the Preserve's southeastern
sector of the Village. The landowners , and-planners had met
the week before to discuss the procedure and method of giving a better planning
framework to the entire area . At that time the four land owners were going to
develop transportation, land use, community facilities and open space planning
frameworks to be presented to the Planning Commission at the earliest
opportunity. Putnam mentioned at that meeting and at the Planning Commission
meeting that approval of individual PUD or zoning applications within this
area would not be undertaken until such time that the sector land use plan
being developed by the private developers was considered by the Planning
Commission and Council. He indicated that this was consistent with past
planning efforts within the Village such as Red Rock, Forest Hills and
• Duck Lake.
Mr. McLyn from Olympic Hills indicated his extreme displeasure with the
amount of time that was being taken for the processing of his development
proposal. He indicated that they had presented it last November and that .
the Council and Planning Commission had not taken action on it at this time

and that any further delays would be detrimental to his timing for development.
He asked that the Planning Commission take action at its next
meeting early in June.
Putnam pointed out that the Planning Commission had taken action with a
recommendation which was outlined in a Staff Report at their initial
presentation in November, 1972 and that Olympic Hills had asked
that it not be placed on-the Council agenda and be given an opportunity
to review the plans. He also pointed out that the Village in no way
delayed the submission of the plans from November to May and that.'
was at the developer's discretion. Mr. Aslandos and Mr. Mcl,.yn:. expressed
the displeasure that they knew that the sector planning work was being
accomplished at this point, since they said that at the November meeting
and the Staff Report related to that presentation -- a sector planning effort
was not undertaken. Putnam explained that due to the press of development
within that area and the many unanswered questions such as;community
facilities, pedestrian trails, utility sizing, open space systems and housing
density as well as road systems that it became obvious that more planning
. work was necessary prior to individual development.
The Planning Commission suggested that the staff investigate Olympic Hills
request that a Staff Report be completed by the next meeting, June 5, 1973
irregardless of the status of the sector planning effort- if Olympic Hills
Golf Club so desired action by the Planning Commission prior to the sector
planning completion. The matter was referred to the staff for-report at its
next meeting.
II. REPORTS AND RECOMMENDATIONS:
The Planning Commission and Staff attended the Council Hearing on a
preliminary engineering feasibility report on the Major Center Area
presented by Jim Murphy of Howard Needles, Tammen & Bergendorf.
The feasibility report for the ring-route was presented.
After the Major Center presentation of the ring-route feasibility, the
Commission heard a brief summary of pending projects by the Planner.
These projects included two 6-story medium rise structures proposed in
Edenvale with a density of 13 units per acre, the Edenvale Plaza Shopping
Center being proposed by Eden Land Corp. on the corner of Valley View
and Baker Road and the two projects proposed by J. L. Henning Corp. ,
• the Edenvale Office Building and the second phase of the Fairway Woods
Condominiums.
