MINUTES
EDEN PRAIRIE PLANNING COMMISSION
Tuesday, January 18, 1972 7:30 P.M. , Village Hall
Members present were Chairman LaGrow, Nesbitt, Schee, Brown,
Manning, and Flavin. Also present were George Hite, Village Manager
and Dick Putnam, Kanning Assistant.

1I . PETITIONS, REQUESTS AND COMMUNICATIONS
A. Russell Marsh and Midwest Terminals, Inc. Presentation of Pro-
posal
For.Planned Unit Development of Approximately 137 Acres Situated Along
Nine Mile Creek Between Baker Road and Interstate 494.
Mr. Dale Mulfinger, a planner employed by Midwest Planning and Research,
Inc. presented the planned unit development concept plan application of
Russel1C. Marsh and Midwest Terminals, Inc. Mr. Mulfinger presented
each member of the Commission with an application booklet dated January
18 and then using a series of-slides and drawings presented the proposal
in considerable detail.
Mr. Mulfinger noted that the project was located on approximately 137
acres of land situated east of Baker Road and west of I-494 approximately
1500 feet north of Valley View Road. Mr. Mulfinger noted that approximately
50% of the land is of marginal utility for development at this time due to
steep slopes and flood plain. He also .said that a portion of the remaining
land contains heavy,tree cover and preservation of such is desirable. He
suggested therefore, that it appeared appropriate to construct. medium
density housing on the available land, preserving large areas of open
space, with the resultant gross density of low density nature. The total
proposed project includes 58 patio homes, 348 town houses and 308
apartment units for a total of 714 dwelling units. He indicated that this
would produce a gross density of 5.2 units per acre and estimated the
total population'of the project to be 1,961 persons.
Mr. Mulfinger said that approximately 70 acres of the total site area
would be open space which would permit a variety of potential recreation
and conservation uses. He presented a series of drawings identifying the
open spaces and the proposed method of protecting these areas and
developing pedestrian systems in or adjacent to them. He also indicated
that the proposed pedestrian system would connect to the Forest Hills
Elementary School through a proposed Baker Road underpass. The drawings
indicated that the developers proposed to restore an existing dry lake
situated in the south center portion of the site. Mr. Mulfinger indicated
that the proposal anticipated the retention and improvement of an existing
berm barrier situated along the Baker Road site frontage from Holly Road south.

The barrier would shield some of the Baker Road traffic noises from
the adjacent patio and town house areas as well as provide a visual
separation between these dwelling units and the adjacent single
family dwellings in the Forest Knolls subdivision.
Mr. Charles Alexander, owner of Midwest Terminals, was present and
presented a series of slides of single and multiple family projects he
had constructed the Twin.City area. He said that he hoped that they
might be in a position to begin their initial site development work in
March or April and to start construction on the model phase of the
dwelling units in July or August. He anticipated :initial occupancy to be
sometime in November or December. Mr. Marsh said he was participating
in the planned unit development concept plan preparation with Mr.
Alexander and following that phase he would select a developer to develop
his portion of the overall project. Approximately 450 of the proposed
dwelling units are located on the Russell Marsh property with the remaining
264 on the Midwest Terminal property.
The Commission received the proposal for consideration and asked that
a staff review report be available for the Commission's consideration
at its meeting on February 15 .
B. Hipp's Construction Co. Inc. Presentation of Proposal for Planned
Unit Development of Approximately 35 Acres Situated In the Southwest
Corner of Mitchell Road and Scenic Heights Road.
Mr. Fred Hoisington of Brauer and Associates presented the planned unit
development..concept plan application of Hipp's Construction Company,
Inc. The proposal contemplated the construction of 24 single family homes
and approximately 130 town houses on the site. The single family homes
were adjacent to the Scenic Heights subdivision which was situated just
to the west of the site. Mr. Hoisington noted that the overall density was
4.3 dwelling units per acre and he estimated a total population in the
project of approximately 517 persons. He estimated the cost of the single
family homes at about $40 ,000 and the cost of the town houses of from
$29, 000 to $31,000. The proposal contemplated the sale of all units . :
Mr. Hoisington noted that they had attempted to design the project so that
it would conform to some of the tentative drafts of the Red Roh.k Sector Plan.
A copy of the Hipp's Construction Co. PUD application booklet dated
January 18 was presented to each commission Member.
The Commission received the proposal for consideration and asked that a
staff report for consideration by the Commission at its meeting on
February 1.

III. RECOMMENDATIONS•AND• REPORTS
A. Preferred Developers Cor •p. . Rezoning for 20 Condominium Apartments. .
The Preserve.* ,
The Village Manager presented'a planning report dated January 18 in which
he reviewed the changes that had been made in the applicant's site plan
and concludgd by recommending that the rezoning request be approved.
The plan report also set forth a series -of recommended design parameters
which it was suggested the developer should conform to in the event the
rezoning were to be granted and building permit applications requested.
Mr. Bill Bonner of the Preserve reviewed the status of the project plans
and the recommendations of the January 18th staff 'planning report. He
reported that the developer had employed a landscape architect and that
his services would be utilized in the preparation of the final site design.
Mrs. Schee moved that the Commission recommend to the Village Council
that the Preferred Developer request for RM 2.5 zoning on parcel 6 and 7
of The Preserve be approved based on the Commissions findings that the
proposal conforms to The Preserve Planned Unit Development Concept Plan,
and that the project would assist in achieving the objectives and purposes
of the Village's comprehensive planning program. Her motion included a
recommendation to the Council that the final project design parameters
set forth in the January 18 staff planning report be 'incorporated in any
rezoning action the Council might take. The motion also requested that
the final site building designs be reviewed by the Planning Commission
prior to any building permits being issued.
Mrs. Schee's, motion was seconded by Mr. LaGrow and upon vote carried
unanimously.
B. Red Roc]; Sector Plan. Lands between County Road 4 and*Ell_ aton<
Creek and Between County Road 1 and Proposed Freeway 212 .
The Village Manager reviewed the proposed Red Rock. Sector Plan which
had been previously considered by the Commission at its meeting on
January 4, 1972 and December 21 , 1971 . Copies of the proposed plan
were distributed to the Commission and other in attendance. The Manager
reviewed the plan in some detail and noted that the total plan sector area
encompassed approximately 1600 acres of which approximately 224 acres
were represented by water areas leaving a net developable acreage of
approximately 1380 acres. The recommended plan provided for a sector.
population of approximately 15 ,000 persons residing in an estimated
5 ,615 dwelling units. The plan provided for about 300 acres of open
space consisting mostly of conservation spaces. It also included a
combination elementary school and neighborhood park of approximately
o40 acres a small convenient store commercial area of about 5 acres and
approximately 15 acres of institutional uses such as churches and day
care centers-4 Most of the land situated near the Qxisting single family
developments along County Road i and 4 and in the Scenic Heights area

where planned as residential areas to be developed at an. average
density of about 2 dwellings units per acre. About 300 acres of land
situated along the east shore of Red Rock Lake and the north shore-
of Staring Lake were projected to develop at residential densities of
from two to four units per acre ' About 400 acres of land situated
along the top and bottom of the bluff overlooking the. Purgatory Creek
areas was projected to develop at residential densities of from 5 to
15 units per acre.
The plan incorporatedthe extension of the Major Center secondary ring
parkway system which would extend through the sector generally along
the base of the Purgatory Creek bluff and would connect to Mitchell
Road near Scenic Heights Road and to Flying Cloud Drive near Research
Road. Most of the higher density residential areas would utilize this
parkway system for access and egress into and from,the area. The
proposed.convenience commercial facility was located near the inter-
section of the parkway and Scenic Heights Road.
The Manager reported that the proposed neighborhood park and elementary
school site had been selected 'so that it'would have access to proposed
collector roads serving. the area while at the same time 'would be connected
to the park systems linking Red Rock Lake and Staring Lake. He said
that based on some very tentative population data, the estimated elementary
enrollment within the Red Rock sector would be about 1*600 students. He
i said the existing Central elementary school would supplement the proposed
elementary facility.
The overall projected population density within the sector was identified
as nine people per gross acre and twelve people per developable acre.
The overall dwelling unit density was estimated at four dwelling units
per acre.
Some residents from the area were present and asked a number of questions
about the method of projecting proposed collector road locations, the
locations of the proposed greenway systems and the relationship of the
proposed convenience commercial facility to other types of commercial
facilities that might be developed in the Village.
A copy of the plan is attached to these minutes.
The Commission engaged in a general discussion of the sector plan
and asked that the proposal be placed on its February 1 agenda for the..
Commissions final consideration.

C. New Horizon Homes , Inc. Planned Unit Development Proposal East

Units and 59 Single Family Dwelling Units.
The Village Planning Assistant noted the the New Horizon Homes request
was situated in an area surrounded on three sides by the existing Preserve
sector plan and the proposed Major Center and Red Rock sector plans. He
also noted that a sector plan called the Bluffs West was in the process of
being developed to the south. He then presented a"series of planning
study drawing indicating some possible sector plan ideas for the area
between the Preserve and Flying Cloud Drive and from the Major Center
areas south to Purgatory Creek.
The planning drawings identified the locations of existing features such
as homes,'industrial uses and the NSP highline as well as some natural
features such as the extensive marsh areas that encompass much of the
sector area. The relationship of the existing roadway systems and
proposed roadways such as the, Major Center Secondary Ring Parkway was
also identified.
The Planner then presented some possible sector plan ideas. These
drawings suggested that of the apprcxhmately 600 acres in the sector about
half would most appropriately be used for park and conservation spaces
with the remaining land used to accomodate residential development of
various densities. The plan suggested that residential development at
about two units per acre in the general vicinity of Sunnybrook and with
higher densities to the north. The plan estimated that there might be
about 2 ,200 dwelling units in the area, and total population of about 5 ,600
persons . The Planner noted that the school district had recently acquired
a proposed elementary school site at the north end of the sector. He
suggested a couple of alternate sites futher south which he said might
better serve the population in the area and would be better related to the
Preserve elementary school site. He said that some of the initial
population studies for this sector suggested there might be as many as
745 elementary students within the sector.
The Village Manager noted the relationship of the planner's tentative
sector plan and the New Horizons proposal. He indicated the densities
proposed by New Horizons generally conformed conformed to the sector
plan proposal but that a number of questions remained with regard to such
things as overall site grading, access onto the parkway system, pedestrian
system locations and the potential of project visual monotony due to both
the site design options for the proposed units. He indicated that they
would discuss these items with the New Horizons Company within the
next week and would have an additional recommendation available for the
Commission at its meeting on February 1.

The Village Planning Assistant reviewed the relationship of these applications
and the current Red Rock Sector plan proposal. He noted that the donsiCies
generally conformed to the sector plan and suggested some alternative road-
way system layouts. He indicated that 'chase alternate roadway systems
would be discussed with the applicants so that their.plans might -be revised
for consideration by the Commission at its F ebruartr 1 meeting.

Develo, 6iit Plan.
The Village Manager once again reviewed the proposed Eden Prairie iViaOr
Center Plan with particular r-eference to the relationship of that plan and
the nearby sector plans such as Rad Rock Sector Plan discussed earlier
in the evening.- He said he hoped that the Planning Commission might
be in a position to prepare it's recommendation on the proposal at its
February lst meeting so that'the plan could be foreWarded to the Council
for consideration during. Februan/. Following Council action on the
proposal the plan would be submitted to the Metropolitan Council for
review. Final discussions with the highway departinent-regarding Inter-
change locations would occur after the Metropolitan,Council has acted
on the proposal.
The Commission continued its consideration on the Eden Prairie Major
Center Plan until its meeting'on February 1st.
IV. League of Minnesota Ml lunxcipali'Lie annzng Process rmprovement Program.
Planning Ccn mission Participation
Zona Burke , representing the League of Minnesota Municipalities, and
Dick Gregoni of the University of Minnesota were present to see,: the
Planning Commissions participation in a project intended to develop training
programs for Planning Commission members. She said they hoped that
'the Commission members would work with them in determining training
needs for commission members as.well as-the development of the training
program itself. She also indicated that they hoped that the Commiss:i.on members
might be willing to participate in some of c.he initial training prograrlIS.
C:hairrnan LaGrow expressed his considerable personnel interest in the proposal,
indicating that he felt there was'a real need-for such a program. Other
Commission members also indicated their willingness to participate in
andeavor.'
