MINUTES
EDEN PRAIRIE PLANNING COMMISSION
Tuesday,' May 4, 1971 7:30 P.M. . Village Hall
Members present were Chairman LaGrow, Meyers, Picha, Fosnocht,
Emerson and Schee. Also present was-Village Manager, George C, Hite.
I. MINUTES OF APRIL 201 1971
Action on the minutes of April 20th was deferred until the meeting of May
18th.
II... PEITIONS. REQUESTS AND COMMUNICATIONS
A. BuMCarlson, Peters, Request for Mining Permit. South Side of
County Road 67 Between Baker Road and Railroad.
The Manager reported that the proposed mining area encompassed approximately-
18 acres of land and was represented by the ridge extending southerly from
the north Village limits to a point just west of the right angle turn on Baker
Road. He presented a staff report dated May 3rd prepared by Brauer and
Associates. The Staff report recommended revisions to the proposed grading
plan for the purpose of reducing the affect of the grading on the eastern ridge
slope and on the slopes adjacent to the Peter's property. The Commission
agreed that the matter should be continued until the meeting of May 18th.
111. RECOMMENDATIONS AND REPORTS
A. D.H. Gustafson, Inc. PUD-71-3. Shady Oak Road Area.
Mr. Gustafson presented some additional material relative to the proposal
which had been prepared in response to the questions raised by the Commission
at its last meeting. He also noted and described a number of revisions which
had been made to their proposal. The Manager presented a staff report dated
May 4th which reviewed the proposed collector road locations and recommended
that the developer be encouraged to provide a variety of housing types in the
proposed multiple family areas.
Following a short discussion, Mr. LaGrow moved that the Commission
recommend to the Council that it establish its public hearing on the PUD
proposal for May 25th by which time the Commission would have its own
recommendation prepared. Mr. Fosnocht seconded. All voted aye.

B. Pemtom, Inc. PUD-71-4. Area Between Mitchell Lake and County Road 4.
Mr. Bob Engstrom and Mr. Jim Hill representing Pemtom, presented a series
of slides and maps indicating in greater detail how they proposed to develop
the island portion of the site and a general indication as to the appearance
of the proposed town house development. In response to a question as to how
Pemtom proposed to reduce the buyers cost of the proposed units while at the
same time maintaining the general quality of the development, Mr. Engstrom
indicated that the cost savings would result from better utilization of site
area and an increased percentage of smaller size units. He further indicated
that they would not reduce the site amenities budget and that the project
would conform to the development standards established by Pemtom in their
other projects.

The Manager presented a planning report prepared by Brauer and Associates
and dated May 4th, 1971. The report indicated the need for additional
information regarding the proposed development of the island portion of the
site as well as information relative to the extent of the grading on other
portions of the site. The report also noted that uncertainities related to the
development of the area along the railroad to the south made it difficult to
evaluate• the southerly portion of the Pemtom proposal. The report expressed
general approval of the concept proposal and indicated that there was general
conformance to the Village's Comprehensive Guide Man.
Representatives of 10emtom and members of the Commission engaged in a
general discussion over the proposal. A number of residents from the
nearby area were in attendance at the meeting.
The Commission directed that the matter be placed on the May 18th agenda
for additional review.
C. Residential Side Yard Requirements. Review of Proposed Change From
15-10 Feet.
The Manager presented a memorandum dated May 3 , 1971, in which he reviewed
the Village's policy regarding garage set backs in single family areas and
recommended that in the instance of the RI-22 district that the required side
yard be reduced from 15 to 10 feet.
Mr. Fosnocht noted that if the set back requirement was to be reduced it
should apply only to structures that are utilized as garages. He noted
that many garages were of either the tuck under design or had living space
such as a family room constructed behind them. The Commission agreed
to consider the matter again at it's meeting on May 18th.
D. Edenvale School--Park Site Analysis
The Manager reviewed some recent deliberations between the School District
and Village staffs regarding the location of the elementary school in the
Edenvale Area. He reported that the school staff and the architect were of
the strong opinion that the school should be located on a hill in the north
central portion of the Edenvale area. They felt that the site provided in the
Edenvale PUD had costly foundation problems, and was too close to the
creek and railroad. "..-e Manager reported that he had asked Brauer and
Associates to review the matter and that they had submitted their report
and recommendations in a memorandum dated April 29th, 1971. A copy of
this memorandum was given to each Commission member. The Brauer memo
indicated that it would be difficult if not impossilbe to develop a combined
school-park site at the northerly location because of the severe topography
and the desire to maintain as much of the woods in that location as possible.
The report noted that it would require substantial site alteration even to
develop the northerly site for just the school. The report indicated that if
all costs and development considerations were taken into account, the
originally proposed site would still be preferred.

The Manager noted that discussions with the school district staff
were continuing and that a further report =mould be made at a sub-
Sequent meeting.
