EDEN PRAIRIE PLANNING COMMISSION
Tuesday, April 6, 1971 7:45 P.M. , Village Hall
Members present were Chairman LaGrow, Nesbitt, Picha Raguet, Meyers,
Fosnocht, and Schee. Also present was Village Manager George C. Hite.
I. MINUTES OF MARCH 16, 1971
Action on the minutes of March 16th was continuted until the April 20th
meeting.
II. PETITIONS, REQUESTS AND COMMUNICATIONS
A. Al Kramer. Property Division. 9125 Flying Cloud Drive . Parcel
3514 Section 23. Mr. Kramer's application was reviewed by the Village
Manager. He noted that there was some uncertainity relative to the
future use of properties in this area but that the proposed property
division would not seem to preclude use of property for other purposes.
He recommended that the division be approved. Mr. Raguet moved that
the Commission recommend to the Council that it approve Mr. Kramer's
lot division application. Mr. Nesbitt seconded. All voted aye.
Motion carried.
B. Richard Holasek. Property Division. 6305 Beach Road. Parcel
2620 Section_2. Mr. Holasek's request to divide approximately 10 acres
of land into two parcels of approximately equal size was reviewed by the
Manager. He noted that the property was situated along the east side of
Beach Road and in the northwest corner of Bryant Lake. He recommended
that the application be approved. Mr. LaGrow moved that the Commission
recommend to the Council that it approve Mr. Holasek's lot division
application. Mr. Raguet seconded. All voted aye. Motion carried.
III. RECOMMENDATIONS AND REPORTS
A. A.W. Garrison & O.P. Tones. PUD-71-2. Southeast Quadrant of
County Road 18 and Crosstown Highway. The Manager reviewed the
content of the staff planning report dated April 6, 1971. The report suggest-
ed a number of areas of concern regarding the proposal. The Manager
reported that the proposal will still being reviewed by the staff and that the
review included an analysis of traffic generation and facilities for
accomodating it. The Manager reported that a full staff report would be
available to the Commission at its meeting on April 20th . No action
taken.

B. Planned Unit Development. Review of Procedures. A revised draft
of the Planned Unit Development procedures dated April 6, was presented
and reviewed by the Manager. He noted that the draft contained the
suggestions made by the Commission at its meeting on March 16th. The
Commission also discussed the necessity of maintaining the minimum 25
acre, requirement for a Planned Unit Development. It was generally agreed
that the advantages of considering a development proposal through the
Planned Unit Development Procedure could be just as great on less than
25 acre parcel. Mr. Nesbitt moved that the Commission recommend to the
Council that the Planned Unit Development Procedures as set forth in the
draft dated April 6, 1971 be adopted. He also moved that the Commission
recommend• to the Council that it amend Ordinance No 135 by eliminating
the required minimum PUD area of 25 acres. Mr. Fosnocht seconded both
motions which passed unanimously.
C. School District 272 Projected School Facilities Report. The Commission
briefly reviewed the content of the Eden Prairie School District's future
facility report dated March 8, 1971.
