"JQ 410 iul.1 trfj"t MW L il MINUTES • EDEN PRAIRIE PLANNING COMMISSION Tuesday, January 5, 1971 7:30 P.M. , Village Hall Members present were Geiger, Pich, Fosnocht, Emerson, Meyers, Schee, Raguet and Nesbitt. Also present was Village Manager, George C. Hite. Mr. Emerson conducted the meeting. I. RECOMMENDATIONS AND REPORTS A. Hillcrest Courts Third Addition. The Village Manager reported that the preliminary plat previously approved by the Planning Commission had been modified at the request of the adjoining property owners. He presented the revised plat, noting the changes from the earlier ones. The principal differences were represented by a relocation of the Alpine Way, County Road 4 intersection to the south and the removal of one of the streets previously intersecting North Hillcrest Court. A number of the North Hillcrest Court residents were present. They advised the Commission that although they would prefer that there:be no additional streets intersecting the North Hillcrest Court, the re- vised plat was more acceptable to them than the earlier one. Mrs. Meyers moved that the Commission recommend to the Council that the revised preliminary plat of Hillcrest Courts Third Addition be approved. Mr. Fosnocht seconded. All voted aye. Motion carried. B. Crosstown Highway Extension Study. The Manager reported that the Hennepin County Highway Department was engaged in the design of the Crosstown extension from Shady Oak Road westerly to County Road 4. He noted that planners for both the Village of Eden Prairie and the City of Minnetonka were reviewing the proposal and that alternate layouts had been tentatively suggested. He indicated that a full re- port would be made to the Commission sometime in February. C. Ring Route Study, The Manager sadvised that engineering and planning firms had been asked to submit design study proposals for the 494-169-5-212 Ring Route Road system. The design study was said to have an estimated cost of about $28,000, which costs would be shared between the Village and the principal undeveloped property owners in the area. The Planning Commission would be involved in the study as it progressed. It was hoped that the study °could be completed within 90 days of its start. The proposal is now under consideration by both the property owners and the Village Council Planning & Zoning Minutes January 5, 1971 Page 2 D. 1971 Planning Objectives . A document labeled "Proposed 1971 RL-n ring Obi-e es ' was submitted by theVillage Manager, It_ contained his suggestions as to the principal planning activities the Planning Commission might engage in during the year. A review of the 1968 Comprehensive Guide plan was listed as a primary objective. Specific plan studesi where also suggested for areas lying generally inside 494; in the vicinity of the "Ring Route"; and, in the vicinity of T.H. 5 and County Road 4. The Commission indicated that it would discuss the proposal at its meeting on January 19th. II. DISCUSSION WITH HUMAN RIGHTS COMMISSION . Members of the Village's Human Rights and Planning Commission then met jointly to discuss a number of subjects of common concern. The members of the Human Rights Commission presented and explained the purpose of a brochure they had prepared for distribution throughout the Village. Much of the discussion centered on the question of the Village's policy on housing. It was the general consensus of those present that the Village might benefit from a policy of encouraging a greater variety of housing styles and costs, but that these benefits where not all obvious to many people in the community. The Human Rights Commission indicated that they would hope to stress the positive • aspects of such policies in their contacts with local community groups. Meeting adjourned. Norma Schee, Secretary
