I. APPROVAL OF AGENDA
Items IV B. and V.A. were requested to be moved to first part of the
Agenda.
MOTION: Levitt moved to approve agenda as published and amended.
Martinson seconded, motion carried, with Retterath abstaining. .
I1. MINUTES OF JANUARY 8, 1979
The following corrections were . requested:
Pg. 2, para. 6, last ser►t. , insert " and agreed to townhouses according
. to ordinance" after "family lots"
Pg. k, l Ast para. , insert "proposed" before"Shorel and" ; add "and the
1000 ft. requirement. " after "Ordinance" ; add "and the jot sizes are

NOTION: Martinson moved to approve the Minutes of January 8, 1979
as approved and published. Retterath seconded, motion carried 4-0-11,

Sundstrom cc+".. rated that he felt there was a lack of rationale on
goals, noting that some goals were stated twice. He felt this would
be a detriment to future commissions and Councils.
The three general planning approaches werediscussed; as well as the
income categories and income ranges.

Levitt inquired how the land use figures are arrived at. The Planner
explained that existing development has been taken into account. He
referred the Commission to tables 2-5, 2-6, and 2-7.
The Planner responded to questions on re-designating some of the school
sites to other designations, noting that the emphasis previously was on
reserving park facilities,aa opposed to development of the sites emphasized
an the Guide Plan updatE.
The platting of transition areas if they are close to sewer, as suggested
by Braur, was discussed. Present requirements regarding water are that all
land except R1-22 zon,6d land is required to be hooked up to sewer and
hater.
Sundstromn requested large zoning map, with a quarterly update of charges
made. The Planner responded the staff would send Commission members a �
status report of-projects approved by the City Council , and a zeroxed
section to apply to zoning map after each project was approved.
Surdstromc asked how the M.U.S.A. line could be retained in order to protect
the small amount of agricultural land remaining in ;he southwestern section
of the City. The Planner explained the Rural District requirement of 5
acre minimum lot size and a possible estate lot district can prevent pre-
mature level opmnt. r
The two following changes were requested:

III . MEMBERS REPORTS '
A. Chairman
Svndstrom inquired about the results of staff investigation
of the requirement on reviewal and signature by a registered
architec� of building plans. The Planner explained the State
statutes do not require registered architect to design single
and double homes and that any industrial or commercial projects
above $30,000 must be desigr.aa dy a registered architect.

IV. REPORTS AND RECOMMENDATIONS
B. Lake Heights Addition Environmental Assessment Worksheet ,
request for approval of Draft E.A.W. dated Janua ry 9, 1979.
Martinson questioned the reason for designating the .proiect as
a governmental action. The Planner explained that it 1s designated
as a governmental action because of the fact that it needs an
Environmental Assessment Worksheet; and that the inpact has to be
state wide.
The impact of the development on the wildlife in Anderson Lakes
Park was discussed.
MOTION: Bearman moved to recommend to the City Council approval
of the Draft Lake Heights Addition Environmental Assessment Worksheet
dated 1-9-79 and the finding of i. , significant impact.
V. A. Request from D.H. Gustafson & Assoc. to continue their request
from January 22nd meeting to February 2, 1979 meeting.
NOTION; Bearman moved to continue the public hearing on the
Shady Oak PUD from January 22, 1979 to February 12, 1979. Retterath
seconded; motion carried unanimously.
IV. A. Discussion of the Draft Guide Plan Update
Levitt questioned whether the lot sues were related to the 80 to F
100,000 population goal of the City, and asked whether in approving
projects for less density than designated in the Guide Plan , the
goal of the projected population may not be achieved? The Planner
explained that the 80,000-•100,000 range when all different conceivable -
density combinations according to current suggestions were computed
out, the actual range would be 60,000-120,000. Lot size had been
taken into account in these computations.

MOTION: Levitt moved to meet on januar_y 22, 1979 for
further discussion on the Guide Plan update at 7:00 PM.
Bearman seconded, motion carried unanimously.

MOTION: Levitt moved to adjourn the meeting at 10: 10 PM. Retterath
seconded. Notion carried unanimously.
