The oath of office was administered to Mr. Robert Hallett by The Planner.
II. APPROVAL OF AGENDA
Sutliff moved to approve the agenda as submitted. Torjesen seconded,
motion carried 5-0.
III. APPROVAL OF DECEMBER 22, 1980 MINUTES
Sutliff moved to approve the December 22, 1980 minutes as submitted.
Torjesen seconded, motion carried 3-0-2. Gartner and Hallett abstained.
IV. MEMBERS REPORTS

V. DEVELOPMENT PROPOSALS
A. CPT 2ND PHASE BUILDING, by CPT Corporation. Request to construct
a second building and additional parking west of existing CPT
Office. A continued public meeting.
Levitt read the CPT letter dated 1/6/81 requesting continuance.
MOTION
Gartner moved to continue the CPT 2nd Phase Building public meeting to 1/26/81.
Sutliff seconded, motion carried 5-0.
B. PURGATORY CREEK STUDY. Presentation of recreational facilities
for the area along Purgatory Creek South of TH 5 and North of
Research Road.
The Planner jbtrodutbd Mr. Don Brauer, The Brauer Group, to give the
presentation on the Creek Study.
Brauer reviewed the surrounding land uses, reviewed the location for the proposed
golf course and the wildlife area, and reviewed the City`s responsibilities listed
in the 1/8/81 Summary of Findings. He also went over the recommendations made by
the Parks, Recreation and Natural Resources Commission.

The Planner reveiwed the staff report dated January 9, 1981, which detailed the goals
of the study and the problems yet to be solved.
Sutliff asked if the proposal includes the athletic fields. The Planner replied no.
Brauer then stated that the fields are a seperate project.
Torjesen asked what benefits the landowners would obtain if the City approved the
study. Brauer replied developable land around a golf course, paid for with the land-
owners cash park fees.
Torjesen then asked how many landowners are in agreement with the plan. Brauer
replied 12 out of 17.
Sutliff asked how much fill would be necessary for construction of the course. Brauer
replied 300,000 cubic yards.
Sutliff asked if this proposal includes construction of West 78th Street. Brauer
replied no, that that was shown only as a northern boundary.
Hallett asked what frequency would shut down operation of the course. Brauer replied
a storm in excess of the 100 year event.
Levitt asked if there would be flood control . Brauer replied yes.
Levitt asked why this is proposed as a golf course. Brauer replied that in his
opinion this was the last area feasible for a municipal course in Eden Prairie.
Ed Ressler, representing Northrup King, stated they also have many questions about the
study, but they are not ready to stop the process or object until further detail is
provided.
Paul Strand, representing MTS, stated that he has reservations but also stated that
since the other property owners have agreed, they will also.
Hallett asked how approval of this study could hurt the City. The Planner replied
that the City should not encounter any problems by merely proceeding with answers
to questions brought out by the study.
Gartner asked what the need for carp traps are listed in the cost estimates. Brauer
stated that if carp are not taken out, the center area cannot be effectively managed
as a wildlife area.
Levitt stated that he felt that if there were no other costs to the City,the concept
might be acceptable.
Sutliff asked if the City currently has ownership of the land in this area. The
Planner replied no.
Hallett felt that there should be a lot of use of the course and stated that the
City could use another course.
Gartner asked if the study was adopted, if it would come back to the commissiom.,when
details on financing a further design of the recreation area was completed. The
Planner replied yes.

MOTION --- --
Torjesen moved to forward to the City Council and commend the property owners- arid the for-
mulation of the general Concept of the new Purgatory Creek Study and the general concensus
on the Concept. Further study should be done regarding the -assessment method, need for
a golf course, and addition of a wider range of recreational uses. Sutliff seconded.
DISCUSSION
Gartner asked to amend the motion to state that the land use is well suited for the
property. Torjesen and Sutliff agreed.
Motion carried 5-0.
C. MTS/MCC INDUSTRIAL CAMPUS, by MTS Systems Corporation and
Magnetic Controls Company. Request for PUD Concept
approval of industrial and commercial uses upon 150
acres. Located off of the Southeast corner of Mitchell
Road and TH 5. A continued public hearing.
The Planner stated that this is a continued public hearing from December 8, 1980.
He also stated that Mr. John Worrall , _Brauer & Assoc. , Ltd. Inc. , was present to
give a brief presentation.
Worrall reviewed the proposal and stated that they would be studying the advantages
or disadvantages of rightin - rightout access to Highway 5. He also reviewed the
MTS/MCC's compliance with the Staff's recommendations of 1/9/81.
The Planner reviewed the findings and conclusions of the staff report dated 1/9/81.
Gartner asked if there was a phasing plan for construction. Frank Kiesner, MCC,
stated that they are holding the land for future development and further stated
that they could begin construction by 1983 but are not committed to.
Torjesen asked if West 78th Street crosses over an interceptor sewer line. The
Planner replied yes and that a feasibility study would have to be done to determine
if there were soil related problems.
Gartner asked when the addition to MTS would begin. Paul Strand, MTS, replied not
before 1984.
Levitt asked if the current access onto Highway 5 from MTS would be closed. Paul
Strand replied that,they were not sure, but were trying to make plans for better access
with this plan, because the current access to TH 5 is not that desireable.
Levitt stated that there should not be more intense zoning than I-5 when the proponent
returns for rezoning.
Levitt asked if anyone in the audience had any questions and/or comments. None were raised.
MOTION 1
Gartner moved to close the public hearing on the HTS/111CC PUD. Sutliff seconded,
motion carried 5-0.
MOTION 2
Gartner moved to recommend to the City Council approval of the MTS/MCC PUD as submitted
and revised 1/8/81 as per the staff report of January 9, 1981 with the following
addition:
1. No more intense zoning than I-5 for the proposed industrial uses.
Torjesen seconded, motion carried 5-0.

D. EDEN GLEN, by Jesco, Inc. Request for PUD Concept
approval of commercial and office uses upon 15
acres. Located between Eden Road and Single Tree
Lane, West of US 169/212. A public hearing.
The Planner stated that this a PUD Concept request, and introduced Mr. John
Shardlow, Dahlgren & Assoc,. Inc. to give the presentation.
Shardlow gave a brief slide presentation and reviewed the land uses proposed,
grading plan, drainage, landscaping, utilities, access, and site plan.
The Planner reviewed the staff report dated 1/9/81.
Gartner asked if any of the restaurants have been identified yet. Shardlow replied
yes, but they were not at liberty to disclose these buyers at this time.
Mr. Beckman, 8025 Eden Road asked what the rear yard setback to his home was on
Lot 6. The Planner replied 15 was proposed but 20' is required.
Sutliff asked if there will be a fire lane in the setback. The Planner replied no.
Hallett asked if moving the setback from 15' to 20' would be a problem to the
propenent. Shardlow replied no.
Levitt asked The Planner to state his views on allowing the northern restaurant
to be built prior to construction of the internal road. The Planner stated that
fast food restaruants create the most traffic and access through a signalized
intersection was important.
Gartner commented that residents will want a traffic light if fast food restaurants
are constructed.
Hallett asked if there _is_a_signal Light by Mark's Standard. The Planner replied yes.
Sutliff asked if there will be a considerable amount of grading to occur and stated
that he felt that the land should, be developed from south to north to keep the drainage
open into Lake Idlewild. Shardlow replied that the site was low and would require approx
imately 100,000 cubic yards of fill .
Shardlow stated that the interior road would be completed through the subdivision before
occupancy of buildings.
Mr. Beckman, 8025 Eden Road asked what type of drainage there will be. Shardlow
replied that they have not done the engineering work yet, for this concept stage.
Cal Anderson, 7214 Topview Road, was concerned that the culvert under Eden Road
remain open during construction but, stated that he welcomes development in this area.
Shardlow stated that the proponent wants to fill from south to north to keep drainage
flowing toward Lake Idlewild.
MOTION 1
Gartner moved to close the public hearing on Eden Glen PUD. Toriesen seconded,
motion carried 5-0.
MOTION 2
Gartner moved to recommend to the City Council approval of the Eden Glen PUD as per the
2 brochures and the January 9, 1981 staff report with the following addition:
1. That the interior road be completed before occupancy of buildings.
Sutliff seconded.

DISCUSSION
Torjesen asked if the above addition was added in leiu of #7 of the staff report.
Gartner replied no.
Motion carried 5-0.
VI. OLD BUSINESS
The Planner stated that the 1979 Comprehensive Guide Plan is being
reviewed by the Physical Development Commission. He also stated
that there is a meeting on 1/15/81 that he will be attending.
VII. NEW BUSINESS
None
VIII. PLANNER'S REPORT
The Planner stated that The Preserve Center 3rd Addition and Northmark
5th Addition will be on the next agenda.
IX. ADJOURNMENT
Torjesen moved to adjourn the meeting at 11:42PM. Stuliff seconded,
motion carried 5-0.
