HomeMy WebLinkAboutResolution - 92-35 - Providing for Election on Question of Issuance of $4,500,000 Park Bonds in 1992 - 02/04/1992 • CITY OF EDEN PRAIRIE HENNEPIN COUNTY, MWNESOTA RESOLUTION NO. 92-35 RESOLUTION RELATING TO$4,500,000 GENERAL OBLIGATION BONDS; PROVIDING FOR AN ELECTION ON THE QUESTION OF THE ISSUANCE THEREOF BE IT RESOLVED by the City Council of the City of Eden Prairie, Minnesota (the City), as follows: 1. This Council has investigated the facts necessary to ascertain and does hereby find, determine and declare that it is necessary and expedient for the City to borrow money by the issuance of its general obligation bonds (the Obligations)in the amount of$4,500,000 to provide funds to develop land and facilities for its program of public recreation. 2. The question of issuing the Obligations in such an amount and for such purpose shall • be submitted to the qualified electors of the City at a special election to be held on March 17, 1992, between the hours of 7:00 a.m. and 8:00 p.m. at the polling places set forth. 3. The City Finance Director/Clerk is hereby authorized and directed to cause notice of the election to be given as follows: (A) by immediately posting in his office for public inspection, and mailing, not less than 45 days prior to the date of the election, to the County Auditor of Hennepin County, a copy of the notice set forth in paragraph 4; (B) by publication of the notice in the official newspaper of the City, once each week for two successive weeks, the first publication to be not less than fourteen days before the election; and (C) by posting a sample ballot in his office for public inspection at least four days prior to the election and in each polling place on election day. 4. The Notice of Election to be published, mailed and posted as provided in paragraph 3 (A) and (B) above shall be in substantially the following form: • NOTICE OF ELECTION CITY OF EDEN PRAIRIE HENNEPIN COUNTY, MINNESOTA NOTICE IS HEREBY GIVEN that a special election will be held in and for the City of Eden Prairie, Minnesota, on Tuesday, March 17, 1992, between the hours of 7:00 a.m, and 8:00 p.m., for the purpose of submitting to the voters.the following question: Shall the City of Eden Prairie, Minnesota, issue and sell its general obligation bonds in an amount not exceeding$4,500,000 to provide funds for development of land and facilities for its program of public recreation? The polling places for said election shall be as follows: Precinct Number Polling Place lA King of Glory Lutheran Church 1B Eden Prairie Community Center 2 Eden Prairie Community Center 3 Prairie Hill Evangelical Free Church • 4 St. Andrew Lutheran Church 5A Immanuel Lutheran Church 5B Immanuel Lutheran Church 6 Eden Prairie Family/Senior Center 7A New Testament Church 7B Hennepin Technical College 8 Eden Prairie Presbyterian Church 9A Pax Christi Catholic Community 9B Pax Christi Catholic Community Any qualified voter residing in the City may vote at said election, at the polling place for the precinct in which the voter resides. The sample ballot for the election shall be posted as provided in paragraph 3 (C) and shall be in substantially the following form: OFFICIAL BALLOT CITY OF EDEN PRAIRIE, MINNESOTA SPECIAL ELECTION MARCH 17, 1992 INSTRUCTIONS TO VOTERS: If you wish to vote in favor of the proposition below, make a cross (X) in the square preceding the word "YES." If you wish to vote against the proposition below, mark a cross (X) in the square preceding the word "NO" next to the proposition. PLEASE VOTE ON THE FOLLOWING QUESTION: • ❑ Shall the City of Eden Prairie, Minnesota, YES issue and sell its general obligation bonds in an amount not exceeding $4,500,000 to provide funds for development of land NO and facilities for its program of public recreation? BY VOTING "YES" ON THIS BALLOT QUESTION, YOU ARE VOTING FOR A PROPERTY TAX INCREASE. 6. The City Finance Director/Clerk is authorized and directed to cause official ballots to be printed for the use of the voters at the election, which shall be printed on blue-colored paper and shall be identical in form with the sample ballot in paragraph 5 above, and on the back, so as to be visible when the ballot is properly folded for deposit, shall be printed the words "OFFICIAL BALLOT," the date of the election and the lines for the initials of two judges. • 7. The election shall be held and conducted in the manner prescribed by law. On March 179 1992, at 8:30 o'clock p.m., this Council shall meet as a canvassing board and declare the results appearing from the election returns, in accordance with law. Douglas B.
