Schmidt reported on the Flying Cloud Airport Master Plau
can behalf of the Metropolitan Airports Commission ( 4AC ) ,
To date , there has been no action on the plan, bitt it
includes the following measures :

Tenpas asked if the clear zones have to be extended when
the rL:nway- is extended to 5 , 000 feet . Schmidt replied
1 , 100 feet were necessary . Tc-npas i nytr i r-d if funding
were available for acquiring or compensar.ing for this
additional land . Schmidt said that it would depend on the

there would be expansion room available after the trt._ster

Tenpas inquired if there were concerns about the airport
being close to the Landfill . Schmidt replied that at the
Present time , the Federal Aviation Adminis:ration ( FAA)
is trot. coricerned .
Harris inquired about the proposed timeline for action on
the revised master plan . Schmidt replied that 3-4 months
were necessary to finalize the plan and then the
committee wot,ld take action. flarris was concoorned if
extending the runway- would create additional
constrttction . Schmidt said the 1991 budget t,•oc:ld be the
earliest for construction . The 1990 proposed budget
include, 50 , 000 for landscaping-, S50 , 000 for cleaning up
a dumpsite , $20 , 000 for replacing fuel tanks, S2O,000 for
acquiring land , $ 110 , 000 for security fences, and
9250 , 000 for rehabilitating the existing pavement .

sewage and water hook-up ( no fire hydrants ) .
Harris asked Olson if there were plans for securing sewer
and writer . Olson mentioned the fire department was more
concerned about containment rather than extinguishment .
Harris believed water shoji la be on site .
Anderson asked ,Jul l ie if ABC' would need to petition the

the normal process . Anderson further added that

I: ipp reported on the Metropolitan Council task force
study to find ways to divert aircraft from the main
airport to Flying Cloud and find efficiencies for f1ights
at MSP . Surveys have been used to gather results why
general aviation pilots use the different airports in the
system. The common reasons include the presence of
instrument approach equipment , good snow removal , and
availability of ground transportation . Among the
s-iircr,,%ft registrants, convenience was the most important
factor they considered for choosing an airport . Airport
CIOSLIZ-e or a new location would cause relocation .
Kipp also rioted discrepancies in use and capacity between
the master and the survey data collected in the study.
He will %eep the Council posted on further information .
Dawson reported on a study heing clone by Bloortiington and
Richfield with the participation of BurnsvilLe , Eden
Prairie , rent! Fditla- I'heN, were critiqxiing the IMSP Airl-ort
Adequacy Study (lone by the Metropolitan Council with
!ipecial concerns about the general -aconomic impact on
Eden Prairie and the changes in use pattevns at re-liever

Schmidt_ reported that the noise abatement; plan is ur,aer

Kipp mentioned that he is working on a ?Metro Council r--isk
force to consider locations for heliports. Peterson
asked why heliports would be ,_onsidered ;It :*reas -)then
than the airport . Kipp stated that they are used for
hospitals , television stations , and oft(_,n in business .
Olson informed the Council of the current advertisements
used to promote the airport . The Businessmen ' s
Association will support and finance these communicat _on
activities for the airport .
Peterson said the Council appreciated receiving the
