President of the Board Peterson called the meeting to order. .
II . APPROVAL OF BOARD OF REVIEW MINUTES OF MEETING HELD THURSDAY,

City Assessor Sinell noted that the following change should be
made to the Minutes : page 23, Iteza 70-- change "102
pr.o,per. ties" to "100 properties".
MOTION: Tenpas moved, seconded by Harris, to approve the
Minutes of the April 27, 1989 Board of Review meeting as
amended and published. Motion carried with Peterson abstaining .
III . REVIEW OF ITEMS CONTINUED FROM APRIL 27, 1989
City Assessor Sinell stated those items referred by the Board
at its April 27th meeting had been reviewed by the city Staff .

into bui ldaule versus wetlands. Sinell saiu the appraisal,
is of 4. 7 acres and the total value for the land is r$64, OUG.

Martin said lie questionned whether tiie City could reallocate
tiie value between land and building. Sinell said they have
to break up the value cif each property into the two
components, larici and buildings, and that the 1989 apf.)raisal
was a reappraisal .

Peterson asked when the last physical inspection of the
property occurred. Sinell said it was on May 7th of 1984 .
Pidcock asked if Staff was saying the entire property was
buildable . Sinell said the first acre is improved with
utilities (valued at $35, 000), the second acre is high ground
(valued at $19, 000) , and the balance is floodplain with a
nominal value of $2, 000 per acre. fie said if the second lot
were buildable it would be valued at $35,000 to $50, OUG.
Martin said the value of the 3/4 acre lots across the street
from him were set at $29, 000. Sinell said the appraiser
found three comparaDles to use in determining the recommended
value.
Peterson notes that land values are increasing rapidly in some
areas of the City. Martin said he did not think the second
lot was worth $19, 000, but rather. $10, 00U because of the cost
to make it buildable.

Mr. . Brown said the reduction proposed by Staff is still
a $40, OUO increase in the Land value. He said the proper-
ties in his area are not really comparable .
Sinell said the land, if it were vacant , would be worth
$85, 000. He said the fact that the house is not new
was taken into consideration in the valuation.
Peterson asked if Brown disagrees that the value of the
property is $161 , 500, Brown said he could not get that
for it right now because the lot is not that saleable.

She said the horses on either side sold for much less than
their home is valued at . She said they do not have utilities .
Sinell said this property had its first full valuation in

the neighborhood. He said they have made site improvements
includitiy a well and septic system valued at $u, UUO winch
would bring the cost of the lot to $31, 9UU.

t,r. . Hoffer said property in this neighborhood teas not been
selling because people knew that the city sewer_ and water
assessments are coming . Mrs . Hoffer noted that they over-
built their mouse in comparison with those around them.

.. Peterson said that their location is taken into considera-
tion when the value was determined. Smell said the
property was valued as it exists in this location and that
it is very typical for Eden Prairie neighborhoods to have
value ranges from $50, 000-$3.00, 000.
MOTION: Harris moved, seconded by Pidcock, to reduce the
1989 Estimated Market Value of the Hoffer property, PID
21-116-22 22 0031, to $147, 300 by reducing the value of
the land to $25, 000.
Tenpas said he thought it was still too high because the
assessments for utilities will be coming.
VOTE OU THE MOTION: Peterson and Barr_ i s voted "aye" , and
Tenpas and Pidcock voted "nay. " I•lotion failed .
Pidcock asked the Hof f-r. s what they paid for their
house. Mrs. Hoffer said it was about $119, 000 with the
well and the septic system.
MOTION: Tenpas moved to reduce the Estimated Market Value
of the Hoffer property, PID 21-116-22 22 0031, to $138, O00.
Motion failed for lack of a second.
MOTION: Pidcock moved, seconded by Harris, to reduce the

location is not nearly as desirable . She said they are paying
close to $4U, U00 more than others in their. neighborhood.
She also rioted that twin homes are very difficult to sell at
this time .
Peterson asked how long it had been on the ma-ket . Jones
said it has been on since January at $279, 000 and they just
reduced it to $249, 000 as there had been no calls on it .
Sinell said he thought the comparable on Mt. Curve is very
comparable as it is near the entrance to Franlo Road and
across the street from the Olympic Hills maintenance
building .

Tenpas said he didn ' t think it should be more than the one
on lit . Curve. Pidcock said she thought they will have a
difficult time trying to sell the property.
MOTION: Tenpas moved to reduce the 1989 Estimated Market
Value on the Jones property, PID 25-116-22 21 0018, to
$160, 000.
Motion died for lack of a second .
MOTION: Harris moved, seconded by Pidcock, to reduce the

Mrs . Jones said she could not understand why her property
was valued so much higher than others in her neighborhood
and higher than property on Mt. Curve .
Pidcock said she thought there has been no appreciation in
the value in the last four years, let alone two years.
Peterson asked when the property was previously appr_aisea .
Sinell said it was done in 1983.

Tenpas asked if there was a physical inspection when the 1
value was reached. Sinell said this was part of the re-
appraisal neighborhood and that the property was inspected
in October. of 1988. He said the changes are all in the
land value.
Tenpas asked what the rationale was to lower the value after
the review. Sinell said they analyzed sales from prior years
and adjusted all of the property an the rivet- bluffs . He
said a considerable portion of the property is in the
f loodplain and there was a general reduction in value for
that property.

value are not true in today ' s market . He said he wanted

Sinell said all of the comparables are on Ur. ig}iton Lane and
many of the townhouses there are three bedrooms on the
main level . ae did not believe there is a functional loss
on this property .

Mr . Anderson said they have a problem with the Crosstown
Freeway influence on their property value.
Board Member Anderson said it is difficult to make
adjustments for something that may happen. Peterson rioted
that the property values will be adjusted if the highway
is completed and if it does have a negative influence on
the property values .
Pidcock said a major highway proposed in an area would have
a negative impact. Tenpas agreed that the talk of a
freeway going through is enough to lower the value.
Mr . Anderson said the property has been for sale at less
and hasn ' t sold.

location.

speak for her . He said they would ask for a market value
that was the same as last year ' s, as this property has been
on the market since December.
Sinell noted that they have more than one sale to support
tiie valuation. Johnson said he bought identical units
for. $126, 000 .
Sinell said 3/4 of the twinhomes are owner.-occupied and they
therefore have to put the most weight on sales for owner.

mr. . Davis said he wanted his property evaluated in the same
manner as his neighbors and so he would like his valuation
lowered to that of his surrounding neighbors ' . He said some
of the comparables used have better quality construction than
his home .
Sinell said that many of the properties listed in Mr. . Davis '
letter are not in the same neighborhood .
Tenpas asked how the sales compare. Davis said the lots were
priced at different values in that area so he didn ' t know.
Davis said he thought $184, 000 is an excessive valuation and
will mean an increase in taxes of $900.

Anderson asked if there would be a difference in the lot
values if they were one lot, not two. Sinell replied that
if a house did go over the lot line then there would be
a difference in the total ; however, he said it was their
understanding that it meets the setback requirements .
Pidcock asked about the compa.rables. Sinell said they felt
the houses and the total real estate was the closest com-
patible in terms of age, :size and condition.
MOTION : Tenpas moved, seconded by Pidcock, to reduce the
1989 Estimated Market Value on the Salyard property, PID
04-116-2.2 32 0008, to $123, 900. Motion carried unanimously .
Salyards said the lot will be difficult to build on as it
will require a lot of fill and tree removal .
Tenpas asked what a lot in that area would cost. Anderson
said a lot on the creek in this area would probably be
about $37, 000.
MOTION: Anderson moved, seconded by Harris , to reduce the
1989 Estimated Market Value on the Salyard property, PID
04-116-22 32 0009, to $37, 000. Motion carried unanimously.

Mr. . 11agner said 12 houses on his street are about 330 feet
from Highway 494. He said his increase was 11. 8% this
year . He said there is one for sale at $114, 000 and none
of them would get a high market value for the property.
He said his swimming pool is also a detriment .
Peterson asked what his house is worth. Wagner replied that
$128, 400 would be more realistic.
Peterson asked when it was last appraised. Sinell said it
was part of the 1969 revaluation area.
Tenpas asked what changes he had made since 1986. Wagner
said there have been no changes since 1979.

Peterson said the valuation is based on relating his home
to comparable homes . Johnson said it is difficult to
compare homes in his neighborhood as there is a wide variety
of values .
Pidcock asked him what he thought the property was worth.
Johnson said $175-$180, UOO.
Johnson said the valuation two houses down dropped $14, 00U.
