HomeMy WebLinkAboutResolution - 91-150 - City's Position on Local Opt Sale Tax - 06/18/1991 CITY OF EDEN PRAIRIE HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 91-150 • A RESOLUTION CONVEYING TO HENNEPIN COUNTY THE CITY'S POSITION REGARDING THE "LOCAL 'OPTION' SALES TAX" WHEREAS, the City of Eden Prairie has been requested by Hennepin County to state support or opposition to impose the "optional" local sales tax; and WHEREAS, the 1991 Minnesota Legislature has chosen to reorder the financial relationship between the State and local governments, primarily with the creation of a local "option" sales tax and establishment of a local government trust fund; and WHEREAS, the Legislature concocted a financing system of sharing sales tax revenues in such a manner that denying the tax increase would cost the residents of a county more than the imposition of a new, higher sales tax; and WHEREAS, this legislation appears to have been structured in such a manner that its denial would have a great and negative impact in the human services area; and WHEREAS, the City Council believes that it is unfairly put into a position of being requested to ratify poor and poorly- mandated State public policy or to deny vital funding for the residents of Hennepin County; NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Eden Prairie that reluctantly and with great protestation for the reasons recited above, hereby declare its support for the Hennepin County Board of Commissioners to adopt the one-half percent local "option" sales tax in order that the residents of the County may fully benef it from their sales taxes placed in the local government trust fund; and BE IT FURTHER RESOLVED that the City Council would support the County Board if it chose not to impose the local option sales tax.
