HomeMy WebLinkAboutCity Council - 03/05/1985 - Joint Meeting JOINT SCHOOL/CITY MEETING MARCH 5, 1985 1) Cooperative Agreements Between City and School Eden Prairie is a unique community that has a long standing history of cooperative ventures between the school district and the city. This close working relationship has been a beneficial factor to all concerned. Some i of the cooperative arrangements are officially arranged by use of a Joint Powers Agreements while others are merely cooperative working arrangements. A partial list of these is as follows. A) Joint school/city park site at Forest Hills elementary B) Joint school/city park site at Prairie View elementary C) Joint school/city park site at Eden Lake on Anderson Lake Parkway D) Joint school/city park at the Preserve site E) Joint school/city park at Franlo Road site F) Cooperative tennis court facility at Round Lake Park G) Cooperative tennis court at Prairie View elementary site R) Cooperative tennis court at Forest Hills elementary site 0 Cooperative tennis court at Central Middle School site J) Cooperative school/city park at high school Round Lake K) Cooperative construction and maintenance of athletic facilities at Round Lake site L) Cooperative use of Community Center 1) School ' s addition of locker room for hockey facilities 2) City 's providing school priority of ice time for school 's hockey teams 3) Preferential rates to school for ice time and swimming pool usage M) Community Education/Community Recreation cooperative ventures N) City maintenance/school maintenance departments cooperative exchanges of equipment O) City Council/School Board sharing of Board facilities -2- { P) The city's establishment of an ad hoc committee for jointly coordinating city/school district needs in the future Q) Others 11 2) a 3? 2) Review of School District 's Facilities b Enrollment Co=ittee Report The school district has recently received a report from its Facilities & Enrollment Committee. This report will dovetail into the: recently appointed ad hoc committee for city wide facility needs. The school district has an imminent need for an additional elementary school which will h. re,�,+ewed in the Facilities 6 Enrollment Committee Report. i a APPROVED MINUTES JOINT CITY COUNCIL/SCHOOL BOARD MEETING TUESDAY , MARCH 5, 1985 6:00 p.m. , School Administration Building, Room ' COUNCIL MEMBERS: Mayor Gary Peterson, Richard Anderson, George Bentley, Patricia Pidcock and Paul Redpath SCHOOL BOARD MEMBERS: Chairman Dave Anderson , Bob Higgins, Claude Johnson, Phyllis Posner, Curtis Turner, Jack Van Remortel , and Rick Wolf CITY COUNCIL STAFF: City Manager Carl J. Jullie, Assistant to the City Manager Craig Dawson, City Attorney Roger Pauly, Finance Director John D. Frane, Planning Director Chris Enger, Director of Community Services Robert Lambert, Director of Public Works Eugene A. Dietz , and Recording Secretary Karen Michael SCHOOL BOARD STAFF: Superintendent of Schools Gerald McCoy and Business Coordinator Merle Gamm The Joi nt Meeti nq was cal 1 ed to order by School Board Chairman Dave Anderson who noted the meeting was instigated by Mayor Peterson. Three items for discussion were agreed upon. They were: cooperative agreements, �. the Comprehensive Municipal Guide Plan, and future facility needs . Council member Anderson related that administrators who viewed the school/park facilities in Eden Prairie in the early 1980' s stated they were among the finest in the nation. City Manager Jullie indicated he and Business Coordinator Gamm had discussed the interest' on the part of the School District for installing radios in special education school buses which travel downtown each day. As a result, an antenna is need and discussions have been underway so this might be accomplished. The City of Bloomington is involved as the antenna will probably have to be located in that City. The Guide Plan process was updated by City Manager Jullie. The consensus of the School Board and the Council was that further meetings should be held with the next one focusing on future facility needs. It was noted the City has recently appointed an ad hoc committee to study the City's needs and it was hoped that the needs of the School District could be combined with these so a realistic picture can be presented to the residents of the community. There was some discussion regarding a City-wide forum-type meeting which might be scheduled for Fall . Superintendent McCoy noted that October 7 , 1985 , has been tentatively selected as the date for a school referendum. The meeting was adjourned at 7: 25 p.m. i
