HENNEPIN COUNTY, MINNESOTA
RESOLUTION NO. 91-28
A RESOLUTION SUPPORTING INITIATIVES
TO REFORM THE FISCAL DISPARITIES PROGRAM
WHEREAS, the Metropolitan Tax-Base Sharing law, commonly known as the
"Fiscal Disparities" program, has been in effect for nearly 20 years; and
WHEREAS, this law was a pioneering initiative to share commercial-
industrial property tax bases within the Twin Cities Metropolitan Area; and
WHEREAS, this program was founded upon theoretical principles with hopes
that the tax base equalizing effects would be bearable to the local government
taxing jurisdictions; and
WHEREAS, with twenty years of experience, it is becoming clear that there
are disproportionate benefits and burdens under the Fiscal Disparities program,
and this pattern of distribution and contribution will only accelerate; and
WHEREAS, the burdens of this program are unfair as, for example, Hennepin
• County exports over six percent of its tax base and the City of Eden Prairie
loses 19 percent of its tax base to the fiscal disparities pool(! ); and
WHEREAS, it is becoming readily apparent that the Metropolitan Tax Base
Sharing law needs to be reevaluated and reformed in order to equalize the
metropolitan property tax base more fairly,
NOW, THEREFORE, BE IT RESOLVED that the City Council state its support for
efforts to reform the Fiscal Disparities program, and
BE IT FURTHER RESOLVED that the City Council in particular supports
initiatives proposed by Hennepin County, and views them as starting points in
the discussion to reform this law.
