Penzel , George Bentley, Dean Edstrom, Paul Redpath and George Tangen CITY COUNCIL STAFF: City Manager Carl J. Jullie and Finance Direc- tor John D. Frane ROLL CALL: all were present I . APPROVAL OF AGENDA AND OTHER ITEMS OF BUSINESS The following items were added under III. New Business : A_,_Trucks on Smetana Lane, B. Street Name Changes - St. Andrew's Drive, and C. Temporary By-pass far ,Val ley View Road. MOTION: Bentley moved, seconded by Edstrom, to approve the Agenda as amended and published. Motion carried unanimously. II . REVIEW OF THE 1983 CITY BUDGET 4 Council members began a detailed review of each page of the proposed budget as -submitted by the City Manager. The Council requested that Staff respond to specific questions and provide additional information on several budget pro- grams. There was a general consensus that adjustments were needed to reduce the proposed mill rate to less than 20 mills. Review was completed through page 23. The Council set Tuesday, September 28, 1982, at 7:30 p.m. as the next special meeting date for continued review of the 1983 City Budget. III . NEW BUSINESS A. Trucks on Smetana Lane City Manager Jullie explained that W.G. Pearson, Inc, had submitted a permit application for permission to use a portion of Smetana Lane as a haul road for his gravel operation. Council directed that this item be placed on the September 21st Agenda and that the residents along Smetana Lane be so noti- fied. B. Street Name Changes - .St. Andrew' s Drive Redpath and City Manager Jullie outlined concerns expressed by residents in the Golf Vista project regarding the street name and re-numbering of their addresses. Council directed that this item be placed on the Septem- ber 21st Agenda and that those affected be so notified. (J City Council Minutes -2- September 14, 1982 C. Temporary By-pass for Valley View Road Council members discussed the feasibility of a temporary by-pass road through the Arbor Glen development to provide a 2nd access to the Topview area which has been cut-off due to road construction at the Baker Road/ Valley View Road intersection. City Manager Jullie reported the estimated cost to be $2,000 - $3,000. In view of this cost, plus the fact that public safety vehicles could still get through and that the new road will be open by mid-October, the Council decided to take no action on this matter. IV. ADJOURNMENT The meeting was adjourned at 10:30 p.m.
