Penzel , George Bentley, Dean Edstrom, Paul Redpath, and George Tangen PLANNING COMMISSION MEMBERS: William Bearman, Hakon Torjesen, Bob Hallett, Elizabeth Retterath, Grant Sutliff, Dennis Mar- hula, and Virginia Gartner PARKS, RECREATION & NATURAL Richard Anderson, Austin Boulay, Jerry Kingrey, RESOURCES COMMISSION MEMBERS: Pat Breitenstein, Marty Jessen, Marge Friederichs and Jesse L. Schwartz, Jr. COUNCIL STAFF: City Manager Carl J. Jullie , Planning Director Chris Enger, Director of Community Services Bob t Lambert, Director of Public Works Eugene A. Dietz , Building Official Wayne Sanders, City Attorney Rick Rosow, and Recording Secretary Karen Michael ROLL CALL: Mayor Wolfgang H. Penzel arrived late Commissioner Pat Breitenstein was absent I . CALL MEETING TO ORDER The meeting was called to order at 6:30 p.m. II . UPDATE ON LANDFILL EXPANSION Planning Director Enger introduced Larry Hicks of Donohue Associates, The Donohue Associates firm has been engaged by the City to act as the consultant on the landfill expansion. Hicks showed a movie on methane gas retrieval , gave a brief overview of landfills , and had a slide presentation on leachate collection. Kingrey suggested the Commissions/Council meet for joint sessions on an "as j you go" policy so the orientation would be phased, Edstrom stated he would like to see a time line presented at the next meeting, Torjesen su9gested that the issue not be prejudged but rather looked at with a scrupulously open mind. Joint Meeting -2- February 16, 1982 Sutliff asked that the legalities including "grandfathering" be looked at 4rclosely. Anderson said damage already done must be considered. MOTION: Redpath moved, seconded by Bentley, to schedule a Joint Meeting of the City Council/Planning Commission/Parks, Recreation & Natural. Resources Commission for 6 p.m. on Tuesday, March 2, 1982, prior to the regular meeting of the City Council which will be rescheduled for 8 p.m. Motion carried unanimously. III . ADJOURNMENT The meeting was adjourned at 7:30 p.m. r f 7 5 i
