EDEN PRAIRIE CITY COUNCIL
SPECIAL MEETING
THURSDAY, FEBRUARY 11, 1982 7:30 PM, CITY HALL

ROLL CALL: Councilman Redpath was absent because he was attending a meeting of the
Southwest Cable Commission in Edina.
I. APPROVAL OF AGENDA AND OTHER ITEMS OF BUSINESS
Motion: Bentley moved, seconded by Penzel , to approve the Agenda as published.
. Motion carried unanimously.
II. SET SPECIAL CITY COUNCIL MEETING TO MEET WITH THE PLANNING COMMISSION AND PARKS,
RECREATION & NATURAL PESOURCES COMMISSION AT 6:30 PM, TUESDAY, FEBRUARY 16, 1982 ,
FOR AN UPDATE ON THE LANDFILL EXPANSION
City Manager Jullie explained the purpose of the special meeting; being an update
on the landfill expansion proposal and a presentation by Donohue Associates regard-
ing technical aspects of sanitary landfills. Special meeting date and time approved
by consensus .
III. DISCUSSION ON HOUSING TASK FORCE
City Manager Jullie distributed a draft letter to be sent to Housing Task Force
members regarding study tasks to be undertaken. By consensus, Council members
directed the letter to be forwarded, together with the 1974 Housing Task Force
Report.
IV. DISCUSSION ON CODIFICATION (CHAPTERS 9 and 10)
Staff was requested to verify, sometime during this codification process , that all
existing City Ordinances have been included in the City Code.
Staff noted several changes as directed by the Council during the course of detailed
review of Chapters 9 and 10.
With respect to Chapter 9, City Attorney Pauly will check the possibility of a
general provision which would reference all drubs as listed on the Federal Control
list. Under dog licensing, reference should be made to requirement that animals
have name tag and telephone number. DNR and Hennepin County to be requested to
concur with elimination of trapping and all other activities prohibited on Anderson
City Council Minutes -2- February 11 , 1982
Lakes. The cash deposit amount for house moving permits was increased to $2,000.
Pauly and Chief Building Official Sanders to review whether mover or owner or both
should post such deposit.
Chapters 9 and 10 were referred back to Staff for 2nd drafting as per the changes
directed.
By consensus the next special Council meeting date for Codification review was
set for March 9, 1982, at 7: 30 p.m.
Pauly addressed comments regarding food handling licensing. Staff to report
back to Council regarding license fees for vending machines.

V. NEW BUSINESS
City Manager Review: The Council and Manager discussed accomplishments over
the past year and there was a mutual sharing of positive suggestions for im-
provements.
MOTION: Bentley moved, seconded by Tangen, to adjust the City Manager' s salary
to $43,600 effective April 15, 1982. Roll call vote: Bentley, Edstrom, Tangen
and Penzel voted "aye. " Motion carried unanimously.
VI . ADJOURNMENT
MOTION: Bentley moved, seconded by Edstrom, to adjourn the meeting. Moticn
carried unanimously.
