PLEDGE OF ALLEGIANCE
ROLL CALL: Edstrom, Osterholt, Penzel and Redpath present; Pauly absent.
I . CALL MEETING TO ORDER _
Chairperson Penzel called the meeting to order at 7:30 PM.
II. REQUEST FOR THE CITY COUNCIL TO ISSUE TAX INCREMENT FINANCING BONDS IN THE AMOUNT
OF 18,500,000.00
MOTION: Redpath moved, seconded by Osterholt, that the Housing & Redevelopment
Authority request the City Council to issue tax increment financing bonds in the
amount of $18,500,000.00. Motion carried unanimously.
III. TRAFFIC STUDY FOR LAKE SMETANA SECTOR
ti City Manager Ulstad explained the Planning Commission did recommend for the
Housing & Redevelopment Authority's review the possibility of employing a traffic
consultant in the Smetana Lake area relative to the future traffic patterns 1
anticipated for that area. City Engineer Jullie and Planning Director Enger have
1 visited with three consultants and their quotes are before the Housing &
Redevelopment Authority this evening, those being BRW, Inc. at $5,800, Barton
Aschman Assoc. at $8,300, and Strgar-Roscoe, Inc. at $9,000. Staff recommends r
' the Housing & Redevelopment Authority consider entering into an agreement with
BRW, Inc. to conduct this study.

Osterholt asked where the funds would be coming from to pay for this study. Ulstad
replied funds would be coming from the tax increment district.
MOTION: Redpath moved, seconded by Edstrom, to authorize BRW, Inc. to review and
recommend the road network for the general Lake Smetana area from I-494 to Valley
View Road between Co. Rd. 18 and Schooner Blvd at a cost not to exceed $5,800.00,
and that the Housing & Redevelopment Authority request of the City Council authority
to utilize City staff for project improvements. Roll Call Vote: Redpath, Edstrom,
Osterholt and Penzel voted "aye". Motion carried unanimously.
IV. ADJOURN MEETING
MOTION: Osterholt moved, seconded by Edstrom, to adjourn the Housing &Redevelopment
i Authority meeting at 7:44 PM. Motion carried unanimously.
