Village I--ia.nager, Robert P. Heinrich, Village Attorney, W. Harlan
Perbix and Clerk, Edne. M. Hoingren.

1. Hearing Declared Open by Mayor Redpath

The 11ayor opened the hearing on Homart Development Company rezoning
and PUD approval.
2. Presentation by Homart Development Company
Jerry Sandvig, Homart Development Company reviewed and presented the
proposed shopping center project located on approximately 100 acres bounced
by West 73th Street to the north, U. S. Highway 169/212 to the west and
-the proposed Ring Route to the south and east. Ile reviewed the November
24th, 1972 let:,er frith their wpplication a d* brochure 'submitted. A series
of slides were shown of Homart projects in Texas, New York State, Mexico
City, Chicago and California. Projected dates for the Maplewood and
Burnsville shopping centers were set for 1974 and 1976 with Eden Prairie
in 1975. Mr. Sandvig stated -that Homart is a wholly oFmed subsidiary of
Sears and that they would be the only oimers of the center during and after
completion. He commended the Village for planning done in regard to road
systems and open space, said that Eden Prairie had been selected for the
shopping center because of road patterns, the ring route around the cities
and a major corimnercial area.
Jim 14instea.d, the site planner then reviewed the project. He stated that
Powers and ,ears and the t-wo level parking lots are projected to open in
August of 1.975. Drainage studies are being done by Soil Engineering,
that plans -srere to drain crater to the south and west of the project to
Purgatory Creek then into the Minnesota River. Wayne Lee, Architect
stated that the mall building would be two stories in height, said that
the Manager had been selected and that he had met with the Village staff.
fir. Sandvig then outlined maintenance for the project and plans for public
safety. He then reviewed the schedule for the project, site construction
starts in June, 1973, building construction initiated in July, 1973,
utility construction ends in May, 1975 with opening on August 12 1975.
3. Dick Putnam, Village Planner reviewed the staff and Planning Commission':
recorimendations, specifically Section 4A of the Staff Report, items 1
through 5, in regard to a Southwest Sector Transportation Study-proposed.
C The allocation, construction, signalling, etc. for the Ring Route is
listed in this section.

�F. The Mayor then opened the meeting for discussion and questions. The
Village Mana.,er revie-rred a N`ajor Center Area Land Use - Tax Base Analysis
l:erro darecj Febi-aary 21, 1973. IIe stated that the purpose of this analysis
was to exarii.ne alternative of land development and the probable impacrin
the Major Center Area. The Major Center area is defined as the City of
Bloomington and the Village of Edina to the east, City of Minnetonka on
Lhe north, Balker Road on the west, and the East/lUes L• Parkway on the south
comprising approximately 1,00O acres.
He also stated that the analysis of the Homart Shopping Center proposal
in the Major Center Area would indicate that the Village of Eden Prairie
would not receive a substantial_ tax revenue surplus but that the Eden
Prairie School District would benefit substantially because of the
proposed development.
Donald Sorensen, Willo�tr Creek Road questioned how the Village bonding
rate would be affected with this development, the Mlanager told hire that
it would be a substantial plus in the total debt. Bob WilI iams, Luther
I-Tay was concerned about- ring roads in the Ring Route, were they going to
be signaled? Deane Wenger, Barton Aslvr:an Associates replied that some
intersections of the ring route trould have to be signaled. Mr. Williams
ryas also concerned about snow removal, the design of the spokes to the
Vajor Center might not facilitate the rezroval adequately. Mayor Redpath
replied that Homa.rt cras fully aware of the problem and trould take steps
to solve it.
`�. There being no further questions or comments from the -audience, the
Nayor continued the hearing until the February 2'7th Council meeting and
asked for questions from the Council.
6. The Mayor asked why the Cinama had been planned out of the shopping
area, at the irork sessions that were held and now it was included in the
mall area. Mr. Sandvig replied that it had been determined that business
eras greater Lrhen placed in the center than out in another of the projects
of theirs. Y;r. McCulloch asked how many cars the lots would hold, was
told that about 5,000 could be parked. The M•Iayor then asked trhat plans
for a fourth store would do to the original plan for three. Dick Putnam
replied that it trould not substantially alter the character of the plan.
Yrs. i�:eyers asked if there trould be an automotive center attached to the �
:rear of the Sears store, was told that there Mould be as it is in the
plans of all of their stores. The Mayor suggested that the exterior of
the buildings in the project be of a material that would enhance the site.
He was assured that it would be done -well. YLr. McCulloch asked if the
heavy rains at times could be handled by Purgatory Creek. Bill Jensen,
Suburban Engineering replied that the plan is to detain crater in the ponds
in the marsh area southwest of the center then an overflow to the creek,
providing buffer zones with crater being released on a gradual scale.
7. There being no further questions or co=nents from the Council the
neeting adjourned at 11 p.m.
