EDEN PRAIRIE BOARD OF REVIEW
Tuesday, May 16, 1972 7:30 P.M. Village Hall

Members present were: Mayor Redpath, Councilmen Lieb, Nesbitt, McCulloch
and Councilwoman Meyers. Also present were Manager George C. Hite, Assessor
Kenneth W. Chambers and Wayne Johnson, County Assessor.
Mayor Redpath called the meeting to order. Mr. Hite stated the fact that rc
valuation figures are reviewed every even numbered year and any necessary
adjustments are made at that time. Pointed out that in a comparison made
of 108 residential homes sold in Eden Prairie over the past year, 93% were
sold at a figure higher than what the Assessor had them on the books for.
Told the people that the Assessor's office has attempted to view every house
in Eden Prairie but has been unable as yet to use a lot of the information
because of the large number of parcels in Eden Prairie - 3500. This data
will be used in figuring valuations in January 1973 because the Legislature has
changed the reassessment year to odd numbered years beginning in 1973.
It was decided by the Board of Review to continue deliberations to the
following Wednesday, May 24th at 7:30 P.M. for three reasons:
1 . Some property owners could not be present tonight.
2. The Assessor has not been able to return many calls which .
were placed to him at his office.
3. Where there are requests for modifications, such requests
should be referred back to the Assessor for consideration
and then presented to the Board.
Mr. Johnson informed the Board of the 1% limitation in reduction of total
assessed valuation and that they have no authority to exercise over green
acres property.
Ken Chambers reported that the total assessed value of Eden Prairie real r
estate in 1971 was $30,763,766 and in 1972 the amount was $44.328,411 , an
increase of $13,564,645 in assessed value.
The following people appeared before the Board of Review asking that the
Assessor Justify the valuation on their property or that such valuation be
reconsidered:
D. W. McCartney. 7700 Washih ton Avenue Plat 56712 Parcel 3210 -
roperty not worth what new valuation card sows because some of it is
low land. Said he had filed an abatement request last year. Ken will
follow up on this and contact him.
Wm. Pearson and his Attorney appeared before the Board. Mr. Pearson
stated that over the past 3 years valuation on his four parcels has been

Feels that these parcels are valued this high because the Assessor is
anticipating zoning in this area, which he does not consider fair because
nobody knows what the next Zoning Board will do. Questioned who is doing
the appraising and would like a list of comparable sales on comparable
property. Board of Review asked that Mr. Pearson and his Attorney meet
with the Assessor and come up with what they consider a fair amount and
present their figures.
Dave Brown Plat 56726 Parcel 6000 Plat 56725 Parcel 4800. Said he would
be sat sfied if the Assessor could give him figures or comparable sales
in the area. He felt that Parcel 6000 was valued too high because of the
amount of low land involved. Said a phone call would be satisfactory.
John Wicklund Plat 57030 Parcel 5550 - Reported parcel is considered
unbuil ab a because of restrictions in deed. Ken Chambers will look
into covenant and if that is the case will adjust this value down.
Frank Smetana Plat 56712 Parcel 5200 - Stated he had an 80% increase in
market value. The Assessor pointed out that he should have filed for
green acres. Board asked that Ken Chambers view the property and come to
a suitable agreement with Mr. Smetana. Appointment was made for Wednesday
morning.
Wayne Stevensont 16250 Westgate Trail Plat 57029 Parcel 2150 - Pointed
out that a neighbor's house with same floor plan, same size as his, only
with a finished basement had just been sold for less than what his is
valued at. Ken Chambers will follow up on this and discuss it with
Mr. Stevenson.
Thomas Boulder Eden Prairie Industrial Center Plat 56825 Parcel 1400
Noted that the increase on land he owns was 0 and therefore wou e
unable to move their business into Eden Prairie. Ken Chambers informed
him that adjustments had been made in that area down to $14,700 per acre
but Mr. Boulder had not as yet been notified.
Michael Zeilka Plat 56727 Parcel 8025 - Commended George Hite on a job
well done. Felt adjustment of at east half of his property would be in
order because his property is land locked. Assessor told him his property
is on the books for $2,500 an acre and there have been sales in his area
of from $3,506 to $5,000 per acre. Compared his land with Northrup King's -
his is higher than Northrup Kings, who is not agricultural and attempted
to make his point in this regard. Wayne Johnson stated that Northrup King's
land is covered by Statute and Commission of Taxation Policy by law. Mr.
Zeilka voiced his dissatisfaction with Northrup King's classification.
Ken Chambers made an appointment to see Mr. Zeilka on Friday the 19th at
10 a.m.

Mike Eames, Plat 56708 Parcel 2610 - Feels his property is valued high
because it is anticipated that it will be developed into home sites, which
is not his intention. His house was built in 1890, the barn quite a few
years before that and the machine shed about 1900. It was agreed that Ken
Chambers will be out to view the property and discuss it with him before
next Wednesday.
Art Miller Plat 56717 Parcels 2080 4600 5000 5825 2090 1400. -
Mr. Miller read off valuations on these parcels to the Board. Feels they
are all valued too high because of no road, no right-of-way and nothing
is spent on service for them. About 10 years ago Mr. Miller sold some
land in this area for $1 ,000 an acre. Michael Sills stated they had
purchased this land because of the possibility of a clover leaf being built
in the area. Discussion followed on how road plans fell through. Ken
Chambers said he will check out land next week and talk with Mr. Miller.
Dale Glasscock, Plat 56765 Parcel 600 - Asked that Mr. Chambers call him on
the telephone in the next week regar ing his valuation.
David Jensen, Plat 56765 Parcel 900 - Questioned how much building costs
had gone up in the last two years. Felt that many homes could not sell
for the assessed valuation because of sewer and water. Ken Chambers
pointed out that since the first of the year sales have picked up consider-
ably in the areas where sewer and water is going in.
John Ro ers Plat 56720 Parcel 3323 - Said his land is covered by green
acres and questioned the deferred value figure on it, which Wayne Johnson
explained for him. He also talked to Wayne Johnson about the "home
farm" which his mother owns.
Peter Loscheider Plat 56718 Parcel 7035 - Was concerned about the deferred
value on his land and Ken Chambers to d him he is taxed on the green acre
value and not the deferred value. Ken Chambers noted that he had arrived
at per acre figure because of sales in his area. Discussion had re tax
base. Mr. Hite stated that Ken Chambers would show him comparable sales
in general area. Mayor asked that Ken show the Board these figures next
week also.
Viola Lindner, 7820 School Road Plat 56841 Parcel 7800 - Questioned
whether industrial sales in area across street in n ustrial Center affected
their increase in valuation. Ken Chambers told her they did not. He will
call her to y►form her of sales data in her area.
Brandon Corp. Plat 56707 Parcel 6810 - Said valuation increased 60% and
that it was listed last year with M. B. Hagen for $30,900. Ken Chambers
stated he would consider $2,500 per acre for 10 acres and this was agreed to.
Helen Fowler Riverview Road Plat 56736 Parcel 9000 - Mrs. Fowler said
she doesn't want to sell her property but value has doubled since 1968.
Wayne Johnson clarified law by last legislature on Budget Value Limitation
Value can go up 20% but does not mean taxes will increase. Mrs. Fowler
had three appraisals for estate and she will share these with Ken Chambers
over phone on Wednesday and they will work out solution.

Nick Westman 15509 South Eden Drive Plat 56855 Parcel 600 - Stated
that Ken Chambers had been out to look at his house after he had. complained
but investigation did not change valuation. Voiced his dissatisfaction
with placing a market value on a house because of what a neighbor sold
his house for.
Kenneth Anderson, Plat 56917 Parcel 4000 -"Must be a horrendous job to
place an assessed valuation on properties. From what I have seen tonight
it is evident that we are desparately in need of some kind of property tax
relief."
Michael Sill Prairie Land Venture Plat 56719 Parcels 5330 and 5340 -
Pointed out he purchased this land a few years back but pans ?ell through
for the area and zoning classification has changed. Told Ken he doesn't
believe he can Justify sales in the area. Wayne Johnson informed him of
green acres law and what is necessary to qualify. Ken Chambers will show
him map of comparable sales in area.
Calvin Anderson, 7214 Topview Road, Plat 57027 Parcel 4000 - Mr. Anderson
told the Assessor, "Hope my land is worth the figure you put on it".
Alma Good Spring Road Plat 56728 Parcel 6420 - Ken Chambers made an
appointment to see her.
Albin Kostecka Plat 56712 Parcel 6445 and 6430 - Has near 5 acres - not
n green acres - on the books for about per acre. Is Zoned
agricultural . Ken Chambers told him what Schoenfelder sold property
for. Made an appointment for 10:00 on Wednesday to go out and see
property and talk to Mr. Kostecka.
