Members present weres Mayor Osterholt, Councilmen Nesbitty Haugen, Lieb
and Redpath. Also present were Manager George C. Hite, Finance Director .
John Frane and Clerk Edna M. Hoimgren.

Mayor Osterholt opened the continuation of the July 20th Publ f e Tmprovemant
Hearings by reading from the Minnesota Statutes as to the form of goverment
the Vi i 1 age has and the duties and powers of the Council,
The Manager reviewed the results of the Utility Poll and his recommendations
to the Council. He recommended that the Council proceed with the Dude Lake
project; the Paradise Valley Area; the tower portion of the Birch Island Area#
the Alpine, etas Area; the School Area; a portion of King's Forest and the
Topview Area.
He also recommended that the Heritage Area be abandortied until the area to R
the north and east is deveioped; that action on the Cove be deferred until
the results of the Watershed District's study of Bryant Lake are avai 1 able#
and that the Forest Knolls Area project be abandoned.
Resolution Wo. 441 . Amending Resol ut J on 425.
A motion was made by Mr. Redpath to amend Resolution No. 425 by adoptf g
Resolution No. 441 , extending credit of 25% of the total assessable lateral
cost but not more than $i,000 per parcel on al 1 existing hams as of .tune
22, 1971 regardless of when the project to serve their area is approved.
Mr. Lieb seconded. On roll call, Mr. Lieb, Redpath, Nesbitt and Mayor
Osterholt voted aye, Mr. Haugen voted no. Motion carried.
A motion was made by Mr. Lieb to abandon the Heritage Park and Forest Knolls
projects. Mr. Redpath seconded. A motion was made by Mr. Haugen to amend
the motion to include The Cove Area, Mr-Redpath seconded. On roll call,
all voted aye. The amended motion carried.

the exception of Paradise Va 1 l ey and Eden View 11, Mr. Haugen seconded.
On roll cat 1, all voted aye. Motion carried.

The Mayor opened the floor to a 30 minute discussion for those in
opposition and 30 minutes to those in favor of the projects.
A nunber of persons expressed their opposition in the Hi i icrest Courts
Areao the King1s Forest, Sunset Rfdge, Estherhills-Valley View Road,
Coachl fight Manor and Edenview II areas.
Several persons appeared to express their desire for the projects in the
Padon's Down, Sterling Field, Coachifight Manor, School, Topviewp Alpine
and Prairie Shores Areas.
The Mayor closed the hearings. A motion was made by Mr. Redpath to adopt
Resolution No. 443 authorizing the projects in the following areas$
