M . , Village Hall Members present were Mayor Osterholt; Councilmen Haugen, Nesbitt, Redpath and Lieb. Also present wereVillage Manager George C . Hite, and Village Attorney Harlan Perbix. I. MINUTES OF NOVEMBER 24 , 1970 Action on these minutes was continued until the meeting of December 29, 1970. II. PETITIONS, REQUESTS AND COMMUNICATIONS A. Suburban Hennepin County Relief Board. Mr. Nesbitt moved the adoption „ of Resolution No. 381 authorizing the continuation of the contract between the Village and the Suburban Hennepin County Relief Board for the administration and supervision of poor relief. Mr. Haugen seconded. Mayor Osterholt gave , a brief report on the activities of the Relief Board. Iie said that he felt that they were. doing a very good job. All voted aye. Motion carried. B. Martin Diestler and Don Pennie. Bluff Road Traffic Signing Messrs, t. Diestler and Pennie appeared before the Council and requested that the Village install speed limit and curve signs on Bluff Road. The Manager advised that appropriate signing would be installed as soon as the signs could be secured. M III. RECOMMENDATIONS AND REPORTS A. Preserve First Addition. Development Agreement. Mayor Osterholt advised that he had not had an opportunity to review the agreement and asked that consideration be deferred until the meeting of December 29th. F. B. Norseman Industrial Park. Lot Division. The Manager reviewed the proposed division of Lot 3 , Block 1 Norseman Industrial Park. Mr. Haugen moved the adoption of Resolution No. 382 approving the division of Lot 3 , Block I Norseman Industrial Park into two parcels . Mr. Redpath seconded. All voted aye. k' Motion carried. C. Used Tractor Purchase. The Manager reported that the approved 1971 budget provided for thepurchase of a used tractor and loading bucket. He advised that he had secured quotations for this equipment and recommended that the Village purchase a Ford Model 860 tractor from Long Lake Ford Tractor Inc . for $1,815 . He also recommended that the Council authorize the purchase of a Ford Model 730 loader and bucket for $895 from Long Lake Tractor. He ` indicated that the equipment would be delivered for 1971 use and would be charged to the 1971 budget. The budget authorized the purchase of the used tractor and the used bucket as recommended by the Manager. Mr. Lieb seconded . On roll call, all voted aye. Motion carried. t D. Personnel Compensation Program - 1971 . The Manager presented and re- viewed with the Council a memorandum dated December 4 , 1970, in which he set forth his recommendations for the Village's 1971 employee compensation program. He reported that the recommended 1971 wage adjustments had been z. Council Minutes December 8, 1970 rr page 2 J a based on a caregul review of individual position job performance, and a comparison of public and private wage patterns and a determination as to the value of a particular skill or competence in the current job market. He noted that the only change in the recommended fringe benefit program was an adjust- ment in the holiday schedule so that it would conform to the 1971 Minnesota Monday holiday law. It was the general consensus of the Council that the salary for the position of the Village Manager would again be considered within 90 to 120 days.. IV. FINANCES A. Audit of Claims 813E through 8273. Mr. Haugen moved that claims 8136 through 8237 be authorized for payment. Mr. Lieb seccnded. On roll call, all voted aye. Motion carried. B. Cash and Investment Report Dated November 30 and December 8, 1970 The Manager presented and reviewed these reports with the Council. Meeting adjourned at 8:15 P. M. Edna M.
