HomeMy WebLinkAboutCity Council - 09/14/1970 - Village Meeting MINUTES EDEN PRAIRIE VILLAGE COUNCIL Monday, September 14, 1970 9:00 P.M. , Village Hall Members present were Mayor Osterholt, Councilmen Haugen, Lieb and Nesbitt. Also present was Village Manager George C. Hite. I. 1971 Bud et lEyorOsterholt advised that this was a special meeting of the Council called for the purpose of considering the Village Manager's recommendations for the 1971 Eden Prairie budget. The Village Manager presented his recommendated budget noting particularly the items of significant change from the budget of 1970. The budget as recommended wou 1 d increase the dollar tax levy for all func+s approximately 18.6% and decrease the tax rate approximately 15 mills or 29%. The Manager reported that the suggested decrease in tax rate would mean that only those properties which had their assessed value increased by more than 41% during the recent revaluation would pay as much or more for Village services in 1971 as they paid in 1970. He estimated that the average resident home owner would pay approximately $7 to $10 less in 1971 for Village services on the basis of the proposed budget. He reviewed many of the program re- commendations noting particularly the increased emphasis on property assess- ing, public health services and community liason within the public safety program. Capital Improvements recommended in 1971 included a remodeling and air conditioning of the Village Hall at an estimated cost of $14,000, additional development at both Round Lake and Kings Forest Parks at approximately $10,000 each, and the purchase of public works and park main- tenance equipment at an estimated cost of approximately $27,000. x r� The Council asked a number of questions regarding the proposed budget particularly in the area of projected revenues. The Manager was asked to submit additional detail relative to State per capita tax distribtution formulas and the possible availability of surplus funds within the 1968 Parkland and Fire-Public Works Bond Fund's for use in reducing debt service levies for those bonds. ' The Mayor asked that the mutter be placed on the Council agenda for September 22nd at which time persons with comment or questions regarding the budget would have an opportunity to be heard.
