August 11 . 1970 7:30 P.M. , Village Hall Members present were Mayor Osterholt, Councilmen. Haugen, Nesbitt, Redpath and Lieb. Also present was the Village Clerk,Edna M. Holmgren. George Hite, Village Manager and Harlan Perbix, Village Attorney were absent. Pastor Roger Waldenstrom from the Eden Prairie Baptist Church gave the invocation. I . MINUTES OF JULY 28 1970 k, e minutes o Ju y 28th were approved with the correction, voucher 7672 was voided. A motion was made by Mr. Nesbitt and seconded by Mr. Lieb to approve the minutes with this correction. All voted aye. Motion carried. II. APPOINTEMENTS A. uman i is Commission. Mayor Osterholt appointed Wolfgang Penzel to fTT1 the term of virg=teinhoff which expires December 31 , 1970. A motion was made by Mr. Redpath and seconded by Mr. Lieb to accept this appointment. All voted aye. Motion carried. B. Park and Recreation Commission Mayor Osterholt appointed Terry Fields : to fill the term of Dorsey Polt which expires December 31 ,1971 . A motion was made by Mr. Lieb and seconded by Mr. Haugen to accept this appointment. All voted aye. Motion carried. C. Industrial Commission. Mr. Lieb nominated William Miller to fill the term o c a m t w ich expires December 31 , 197t. A motion was made by Mr. Lieb and seconded by Mr. Redpath to appoint Mr. Miller to the Ind- ustrial Commission. All voted aye. Motion carried. III. PETITIONS, REQUESTS AND COMMUNICATIONS A Jenne in County Sheriff. 3anuar - June 1970 Activity Report. Deputy Jack cking presented e semi-annual report of all investTg—a-M-ins, calls and complaints handled by the Hennepin County Sheriff's Office - Criminal and Traffic Divisions for the Village of Eden Prairie. Mayor Osterholt thanked Mr. Hacking and his men for the many hours that they spend off duty on behalf of the welfare of the Village. 4 , B. Seed Limit on Ticondero a Trail - Mrs: Robert Keil . Mrs. Keil presented a petition signed by 14 of the 18 resiaents, on Ticonderoga Trail requesting that the speed limit be reduced from 30 miles per hour to 15. Mr. Hacking was asked to comment on this and he stated that the limit could only be reduced to 20 miles per hour. A motion was made by Mr. Redpath and seconded by Mr. Nesbitt to adopt Resolution 360 requesting the State of Minnesota to reduce the speed limit on Ticonderoga Trail from 30 miles per hour to 20. A copy of the resolution is to be sent to Representative John Keefe. All voted aye. Motion carried. .r Council Minutes Page 2 August 11 1970 A motion was made by Mr. Haugen and seconded by Mr. Redpath to request Deputy Hacking to report back to the Council on other areas in regard to speed limits in Eden Prairie. All voted aye. Motion carried. C. League of Minnesota Municipalities. Request for Sueport of Tax Exempt Pro ert Amendment. motion was made by-Mr. Haugen an seconded by Mr. Redpath supporF-the above request with the addition in Amendment No. 1 on Fact Sheet - 1 to include public schools as well as academies, colleges, unitversites and seminaries of learning. With this addition all voted aye. Motion carried. D. Calvin Anderson. Fill on Highway #5 Property. Mr. Calvin Anderson appeared requesting permission to move fill up to 27,000 yards onto his property on Highway #5 up to 1 .000 feet from Highway #5. A motion was made t by Mr. Redpath and seconded by Mr. Nesbitt to grant this request. All voted aye. Motion carried. - IV. RECOMMENDATIONS AND REPORTS A. enva e Planning Comm ssion Recommendation. The Council accepted for study a recommendation rom the -Planning and Zoning Commission and Bracer's Report on The Concept Plan. T public hearing will be held on August 24, p 1970 at 7:30 P.M. in the Cafetorium at the High School. B. Judges and Counter - Primary and General Election. A motion was made by Mr. es itt and seconded y Mr. Haugen to accept t e ist of judges and j counters prepared by the Clerk for the September 15th and November 3rd Elections. All voted aye. Motion carried. Mayor Osterholt presented his letter of Augustto the County Yard of Equalization and a copy of Resolution 359. He hopes to bring this matter to the State Board of Appeals if necessary. The Council concurred in this course of action. V. FINANCES A. u3it of Claims 7684 through 7781. A motion was made by Mr. Haugen and secon e y r. a pa to approve the above vouchers with Manager's approval upon returning from vacation. Approval was given to release vouchers 7713 and 7716, Edina Electric Co. and Freeway Ford. All voted aye. Motion carried. B. Cash & Investment Reports Dated JuIX 31 and August li 1970 A motion was made by Mr. Redpath and seconded y Mr. Haugen to receive the above reports. All voted aye. Motion carried.
