PUBLIC HEARINGS GIN PROPOSED PHASE ONE TRUNK SANITARY SEWER AND WIATER SYSTEII a_ Following a presentation of the of i avits of notice by the Village Clerk, the Village Manager presented a detailed review of the proposed Phase I Trunk Sanitary Sewer and Waterworks Systems. His presentation disclosed p that the recommended improvements had an estimated cost of $9,688,144. and that it included the installation of a trunk sanitary sewer system to serve the northerly and easterly portions of the Village and the construction of a co waterworks system to serve this same area. The waterworks system included trunk watermains, wells, treatment plant and water storage reservoir. He presented and reviewed a series of policy statements relative to the develop- ment and financing of the utility system for the Village. He advised that the financing plan had been carefully checked by the Village's fiscal agent Mir. Bob Ehlers, and was found to be feasible. He described the basic purposes of developing a public utility system to be: protection of public health and safety; preservation of natural resources; and, to promote orderly and economic development within the Village. The Manager then presented and explained in some detail the proposed financing plan. The proposed plan provided for the financing of trunk sanitary sewers:: and trunk watermains by special assessments against benefited properties. The estimated rate of assessment for the trunk sanitary sewers was $160.00 per res- idential equivalent connection (REC) and for the trunk watermain, $120 perREC. The Manager recommended that these assessments be deferred until such time as the property is also benefited by lateral sewer and water. The plan proposed to fine.ic:2 cost of the Village's share of the Metropolitan Sewer Inter- ceptor and Sewage Treatment Plant and for the Village's water wells, and water treatment; and eater storage facilities out of connection charges. These x charges would be collected at the time the property actually hooks up to tit lateral sewer or water. The estimated connection charge rates were presented at $170 per REC for sanitary sewer adn $350 per REC for watermain. The cost r wr of operating, maintaining, repairing and eventually replacing sewers, water- mains, water treatment plants, wells, sewage lift stations, and water storage facilities was proposed to be financed through user charges. The estimated user charge for sanitary sewer was presented at $24 per REC per near and for water~ $54 per REC per year. The Manager noted that the annual. w J U 4. The financing plan envisioned that the cost of lateral sanitary seiQr and watermains would be paid to entirely oar of special assessments against the properties which they benefit. He noted that the seperate public hearings tiould be held for the lateral projects and that the first such hearings were scheduled for June 23. Approxiniately 250 persons were in attendance and a number of questions whero asked regarding specific aspects of bo.h -.hE uevelopment and financing proposals. A ,lumber of persons asked if other financing plans night be considered including the possibility of paying for the improvements through general property tax levies. The tanager noted that the exact method of financing *.fie improvements would be determined by the Council at the assess- vent hearing following the award of contracts for the work but that other' methods of financing were possible providing they proved to be financially feasible. tie recommended against the proposal to use general property tax levies toting that such levies should be preserved for financing the operation of Village and School District programs and the construction of public facilities such as schools and parks that are difficult to finance in any other manner. In response to a question as to when the recommended Phase I systems might be available for use, the Manager noted that if the Council were to authorize the project within the relatively near future, some areas could be serviced as early as the end of 1970 and that all areas would have service by mid 1972. Mayor Osterholt asked the Manager to report on the possibility of Federal financial assistance. The f4anager noted that I applications for Federal assistance had been filed and that it would be possible that the Federal Government would pay 5O% of the project cost. He added, however, that he did not anticipate a Federal Grant of that magnitude. fie also noted that for the purpose of determining the financial feasibility of the project no Federal assistance had been anticipated. In response to a question as to whether or not the proposed Phase I utility system was intended to serve primarily existing development within the Village or proposed new developments, the Manager replied that it would serve both. He added that by far the greatest number of connection to the system were anticipated from the newly developing areas but that the pipes would be able to provide service to those existing subdivisions where the need for either public serer or water might exist. No one in atten ante at the meeting expressed opposition to the proposed public improvements. Following approximately 132 hours of public discussion and additional inquiry on the part of the Council to both the Village Manager and the Village' s fiscal consultant. 11r. Hen oted that the Schneider Agency had tied their bid to the Comprehensive Public Liability, but that the Agency had advised the Village that the policies could be seperated. ;lr. Mr. Haugen moved that the employee blanket bond insurance be awarded to Brandow, Howard, Kohler. ;Y. Redpath seconded. On roll call , all voted aye. Motion carried. [l. Kings Forest Park-School Preliminary Site Work. The Village (Manager presented a tabulation of bids receive reEeived for the prelTminary site work at the Kings Forest nieghborhood park-elemntary school site. He recommended award of the contract to the low bidder, Park Construction Company, in the amount of $39.213.30 The recommended award included the alternate for a storm drain. Four corpanies submitted bids on the project. fie advised that the estimated cost of the work was $39,676.00. The cost of this work is to be shared with the School District. Mr. Lieb moved that the bid of Park µ_ Construction Company be accepted and that a contract be awarded to them in that ar►ount. Mr. Nesbitt seconded. On roll call , all voted aye. (Motion carried. C. Fire Station-Public Works Center Well . The Manager presented a tabulation of quotations received or the nstallation of a well at the net: fire station. He recommended that the contract on zwar�!ed to Rogers jolt Conpanv on the basis of their low bid. The exact amount of the well cost be detemined on the basis of needed depth and was estimated to be approximately $775.00. Ilr.
