regulating the use o snomobiles which had been prepared by the Village Attorney
in res!)onse to the request of the Snowdrifters snovgiobi l e club at the October
2..th nieeti nq. The 'Tanager noted that he had advised the attorneel to prepare
the ordinance so that it gave adequate recognition to the Village's ability to
enforce it. As a consenuence it was not as restrictive as similar ordinances
in communities sUc'n as 3loo►nington. Ile noted that some of the subdivisions
:sere in conflict with regulations only very recently adopted by the State and
vrould have to be modified accordingl,.
`r. Jack Hacking and others representing the Snowdrifters Club commented on
the ordinance and said that they felt that with the exception of the possible
conflicts A th State law the ordinance was approporiate for Eden Prairie
situation. '-,auor `'►s terhol t asked if the Snowdrifters felt that the ordinance
s;,ou 1 d al 1 ao the op Ira ti on of snowmobiles by juveniles. They replied that a
juvenile should be able to operate a snowmobile except on public streets if they
have sucessfully completed the required operator course. Tile Village Fianager
reported thhat except for noise late at night the most serious problem with
snowmobiles in the Village appeared to be their operation by children along
public rights of ways. He added that the Village had received only a few calls
fro►n i?ersons upset about the snowmobile operations in the Village over the last
winter.
',ir. Nesbitt moved the first reading of Ordinance No. 140 subject to its
modification to comply with the recently enacted state regulations and subject
futher to a redraft of subdivision lU of section 3 so that it eliminated the
word "pedestrian". IMr. Lieb seconded. All voted aye. Motion carried.
C. Temporary Street Improvement STR-69-1 . The Village Mana er recommended
thhat he pecial assessment against parce 5623, Section 8 716002 Valley View
Road) for Temporary Street Improvement STR-69-1 be adjusted so that the {parcel
was assessed for one-third rather than a full unit. He noted that the parcel
had been incorrectly assessed in that it sided rather than faced the improved
street. Mr. Haugen moved that the assessment for parcel 5628, Section 8 for
STR-69-1 be adjusted so that it represented a 1/3 unit of assessment. Mr.
Redpath seconded. On roll call , all voted aye. Motion carried.
[�. 1970 Villa a Budget. The Village Manager presented a final draft of the
1970 Village Budget as it was adopted by the Council October 7, 1969. He noted
that the estimated final mill rate for all Village purposes was 48.77 mills.

for the 1st 10 months of 1969. He noted that although some account expenditures
exceeded the estimate that overall the Village was well within its budget
projections.
