II. PUBLIC HEARINGS

A. Special ssessment Hearin .
1-.—Tergporary Street Imerovement STR-69-1 . The Village "tanager presented
a proposed assessment roll or the assessment of Temporary Street Improvement
No. ST.:-09-1 . He stated that the total assessable cost was S14,568.33 and
the proposed rate of assessment was �77.91 per assessable lot. The estimated
rate of assessi-nent given at the improvement hearing was S84.60. There were no w
objections to the proposed assessment. 'ir. Redpath moved the adoption of
Resolution i1o. 235 confirming the adopting the assessment of Temporary Street
Improvement STR-69-1 . iMr. ";esbi tt seconded. On roll call , all voted aye.

2. Special Street 7aintenance !ITN-69-1 . The Village '"anager presented
a proposed assessmenl roll or Special Street Maintenance Improvement number
:714-69-1 . lie stated that the total assessable cost .•ras $417.60 and the proposed
rate of assessment was S24.56 per lot. He noted that the estimate given at
the improvement hearing was $20.U0 per lot. There were no objections to-the
proposed assessment. Ir. Lieb moved that the adoption of Resolution No. 286
confirming and adopting the assessment for Special Street !"lainterrance project

the west of Purgatory Creek. Mr.ttaugen moved that ttifr Village Manager be
authorized to purchase the Burton C. Pierce property for $3500.O0. "1r.
Redpath seconded. On roll call , all voted aye. !potion carried.
L. Eden Prairie Golf Course. The Village Manager presented and commented
on a report prepare y Brat r and Associates regarding the possible
Village acquisition of the Eden Prairie Golf Coarse. The report by Brauer
concluded that the course was "not suitable for large volume public golf
use, and recommended that other sites l,e considered." The Manager advised
that 'Mr. Sime had made a very fair offer to the Village for the purchase of
the course but that he concurred in the recommendation by Grauer and recommended
that the Village not purchase the property. Mr. Redpath moved that the
recommendation of the Manager be accepted. Mr. Nesbitt seconded. All voted
aye. 'Notion carried. ,
E. Fire Station & Public Works Center Bid Date. The Village tanager reconinended
that October 2 1 , 1969, be set as a date for reviewing -and acting upon bids for
the Fire Station & Public Works Center. tor. Lieb moved that the Council consider
bids for these facilities on October 21 , 1969. '.Ir. Nesbitt seconded. All voted
aye. Motion carried. j
V. 1970 BUDGET
THe ViTTage Council and Manager reviewed each of the recommended programs in
his 1970 Village Budget. Considerable discussion ensued on a number of points �
including the appropriateness of the Manager's recommendation that a significant
amount of the Village's surplus be used to support the proposed 1970 expenditures.
Mr. Naugen commented that he felt the use of some of the surplus would be
appropriate but that the amount proposed was too great. Mayor Osterholt asked
the Council consider the use of some of the Park and Building Bond Fund interest
earnings to pay a portion of the debt service on those bonds, so as to reduce
the property tax levy to that anticipated at the time the bond referendum was
held. The Manager was instructed to redraft the budget to incorporate modifications
made at this meeting and to resubmit the budget to the Council for its consideration
on October 7, 1969.
