Considerable discussion ensued on a number of points including the appropriateness of the Manager's recommendation that a significant amount of the Village's surplus be used to support the proposed 1970 expenditures. Mr. Naugen commented that he felt the use of some of the surplus would be appropriate but that the amount proposed was too great. Mayor Osterholt asked the Council consider the use of some of the Park and Building Bond Fund interest earnings to pay a portion of the debt service on those bonds, so as to reduce the property tax levy to that anticipated at the time the bond referendum was held. The Manager was instructed to redraft the budget to incorporate modifications made at this meeting and to resubmit the budget to the Council for its consideration on October 7, 1969. fleeting adjourned at 10:50 P.M. na 11.
