I MIP:iTi:� OF 11-12-68 Motion war, made, by Paul Redpath, seconded by Arthur Miller to approve the minutes of 11-12--68 with the following corrections: On item VIII, B. Change seconded by `Marren Redpath to Warren Shultz. ,III!, F. Change mills to trillions and date from December 26 to November 26th. The motion carried. II PLTITIONS, RLQUESTS AND COMMUNICATIONS A. Petition for Liquor Local Option 1lection. Mr. Hite advised that action had been taken to enter the liquor question on the December 3, 1968 Village ballot. Petition signatures were clarified by Mr. Perbix. B. Petition for Street Surfacing. i,r. Hite recommended we receive the petition for processing. Notion was made by Paul Redpath, seconded by Warren Shultz to accpt the petition. The motion carried. C. Warren Carlson - Mobile dome Park Permit. Mr. John N. Palmer, representing Mr. Carlson, referred to a letter of t.ovember 13, 1968 to the Village of Eden Prairie asking that a permit be issued or requested an answer that no permit is required. Mr. Perbix has this letter and is drafting a reply to this letter. Discussion followed on the new Guide Plan and Zoning Ordinance in respect to the Mobile Home Parks. Mr. IfIte advised that by the first Council. meeting in January, 1969, the Planning Commission hoped to have a recommendation to the Council on a new comprehensive zoning ordinance which would include consideration of all types of residential development. Mr. Perbix advised Mr. Palmer that : 1) a permit is required for Mobile Horne Parks and 2) under present Ordinance #8, mobile homes are not permitted but that 3) there is nothing that would prohibit the Council from, amending the Ordinance so as to permit mobile home developments. Mr. John McNaulty representing Mrs. Hope Lindman then requested to be heard. Discussed history of Mrs . Mr. McNulty was given a copy of the proposed Ordinance #127 extending the date on Ordinance #116 (Interim Zoning Ordinance) - that all permits require Council approv&l. Mr. Hite advised both par ties that the mobile home applications would be taken up by the Planning Commission and the Village Council following the adoption of the new zoning ordinance. D. Ray Bergin - Building Permit - Anderson Lake Area. Mr. Hite advised that the site in question was in the same area being considered for park land purchase, but was placed on the agenda again as the prior request .for permit had been denied. Appraisal of the property was being made so that "LAWCON" funds could be used for its purchase. Mr. Hite also is to work with the Park and Recreation Commission as to priority of purchase of park lands on their meeting of December 9 and will bring back the results to the Council on December 10. Recommended that the request for permit be held until appraisal has been made and then a decision can be made on the building permit. III AWARD OF BID A. Used 23,000 G.V.W. Dump Truck. Mr. Hite recommended the bid be held until December loth meeting,. IV RECOMMENDATION AND APPROVALS A. Election Judges - 12 3/68 Village Election. Motion was made by Paul Redpath, seconded by Warren Shultz to approve list of election judges. Motion carried. Paul Redpath questioned whether the listing of judges showing party affiliation be sent to the County Auditor. It was decided it was not required. 3 B. High Density Residential Sewerage Policy. Mr. Hite referred to his memo of 11-26-68 to the Council and to his recommendations. Motion was made by Warren Shultz, seconded by Paul Redpath to receive this report and requested an action on this policy at the 12-10-68 { meeting. The motion carried. C. Caretakers Quarters - Chicago Avenue Floral. Have permit for home dated 6-16-68 but it is in the MI zone. Mr. Hite recommended that a home permit not be issued but that they maintain the trailer home permit until after the new zoning_ ordinance has been approved. This is to be reconsidered at that time. Motion was made by Arthur Miller, seconded by Paul Redpath to extend the existing trailer home permit until the new zoning ordinance is approved. The motion carried. a COUNCIL M'LETING - EDEN PRAIRIE November 26, 1968 Page three D. Acquisition of Jarrett Property. Mr. Hite advised that negotiations were proceeding as yet. Asked that the Council discuss this at the 12-3-68 Special Meeting after the election canvass; time 10:00 P.M. D. Date for second meeting in December. Recommended that second December meeting be on December 20th Friday r at 7:30 P.M. j 1 Motion was made by Paul Redpath, seconded by Warren Shultz, The motion carried. F. Purchase of Fire Department Monitor Alert System. Mr. Hite requested authorization to receive bids on December 20, 1968 for 30 FM radio monitors of an estimated cost of $6,000. Motion was made by Warren Shultz, seconded by Arthur Miller. The :notion carried. V ORDINANCES A. Ordinance #127 - Second reading (change date to April 1). Motion was made by Paul Redpath, seconded by Warren Shultz. The 4Lmotion carried. VI A. Resolution #250 - Southwest Sanitary Sewer District Contract Award. Mr. Hite recommended approval. Motion was made by Arthur Miller, seconded by Paul Redpath. The motion carried. VII FINANCES A. Vouchers #5730-5739 - Semi-monthly payroll. Motion was made by Arthur Miller, seconded by Paul Redpath to approve. The motion carried .
