Osterholt in the Eden Prairie Village Hall. PRESENT WERE David 'K. Osterholte, Mayor Rolf E. Eaugen, Treasurer Kenneth E. Anderson, Trustee Quentin K. Wood, APW Alvin J. Bren, Trustee W. Harlan Perbix, Attorney Arthur W. Miller, Trustee Edna M. Holmgren, Acting Clerk (5-1-66) MINUTES OF APRIL 27, 1966 A motion was made by Alvin Bren and seconded by Kenneth Anderson to approve the minutes of April 27th as published with the following corrections: (3-19-66) WILLOW CREEK ASSESSMENT PROPOSAL (Deleted from original minutes) Mr. Wood stated that he had completed the necessary engineering studies and was ready to proceed with a hearing. A motion was made by Kenneth Anderson and seconded by James Brown to adopt Resolution #122 which is a resolution receiving the report and calling for a hearing on improvements on May 25, 1966. i Motion carried. (4-A-66) OUTSTANDING BILLS (Correction in last paragraph) � A motion was made by Kenneth E. Anderson and seconded by Alvin Bren that in the Street Fund we transfer $1, 500. from the Contingency Fund to the Insurance Fund and in the General Fund we transfer $400. from the Insurance Fund to the Contingency Fund. (5-2-66) '_ our'HE RS A motion was mace by Alvin Bren and seconded by Kenneth Anderson to approve vouchers #3144 through #3205.for payment. Motion carried. (5-A-66) ALTERNATE SIG14ATURE ON CHECKS A motion was made by Kenneth Anderson and seconded by Alvin Bren to add the name of Arthur W. Miller, Trustee as an alternate signature on all Village order Checks and authorize the Clerk to sign the Corporate Authorization Resolution. Motion carried. (3-7-66) SET-UP ORDINANCE #71 A motion was made by Alvin Bren and seconded by Arthur Miller to adopt Ordinance #71 and instruct the Mayor and Clerk to sign. ANDERSON LAKE PROPERTY HEARING A motion was made by Kenneth Anderson and seconded by Alvin Bren to adopt a resolution setting a hearing date of May 31st at 8 p. m. for rezoning the following property: That part- of North 1/2 Section 13, Township 116, Range 22 lying South of State Highway 5 and Highway 494. I-lotion carried. (5-4-66) ALLAN GARRISON PRCPERTY NEARING A motion was made by Alvin Bren and seconded by Arthur Miller to adopt a resolution to set a hearing date of June 14th_ for rezoning the Garrison property. Motion carried. 1 (5-7-66) SUBURBAN HENNEPIN COUNTY BOARD FEDERAL FOOD S TAMY PLAN { Action was postponed on this matter and Clerk Brown was requested to answer a letter from Mrs. Fritz. —8-6 6 BELLHURST ESCROW - DON KRAL A motion was made by Kenneth Anderson and seconded by Alvin Bren to instruct the Clerk to write to Don Kral to request authorization for the Village to retain $110. as reimbursement for a sum paid by the Village to Midwest Planning & Research, Inc. for design work in Bellhurst Addition. This was billed to Don Kral, our invoice #8529 dated June 21, 1965 and upon receipt of such authorization the Village will release the remaining $90. of escrow monies. Motion carried. (�-9-66) RALPH C. NUTTER - SHOOTING PERMIT - 22 REVOLVER A motion was made by Arthur Miller and seconded by Alvin Bren to deny the request for a ahootirg permit by Ralph C. Nutter. Motion carried. (5�6) FINNEMAN DEVELOPMENT CO. - SPECIAL USE PERMIT A motion was made by Kenneth Anderson and seconded by Arthur Miller to instruct Attorney, Perbix to review this matter and report at the May 25th Council meeting. j Motion carried. s (5-10-66) OPEN BIDS FOR ROAD OIL, FUEL OIL, ASPHALT, SAND, GRAVEL AND GASOLINE A motion was made by Alvin Bren and seconded by Arthur Miller to accept the opened bids for tabulation. Motion carried. l Council Meeting -- 3 May 10, 1966 (5-6-66) MITCHELL TOBIAS - MINIATURE GOLF COUfRSE AND DRPJE-IN ON HIGHWAY 169 AND COUNTY ROAD 1 Mr. Mitchell appeared and was requested to return at a later date with more complete plans. (5-11-66) EDINA SEWER Mr. Wood presented an oral report and will meet with the property owners that are involved on May 19, 1966. (5-12-66) SOIL BORINGS FOR A VILLAGE GRAVEL PIT A motion was made by Alvin Bren and seconded by Kenneth Anderson to authorize Quentin Wood to spend up to $200. for soil boring reports and gradation tests for a Village gravel pit. Motion carried. (5-B-66) HIGHWAY DEPARTMENT - GOLDEN VALLEY DIVISION 1 A motion was made by Alvin Bren and seconded by Kenneth Anderson to instruct i the Clerk to write to the Highway Department in behalf of the Council with a copy of the letter to John R. Jamieson, Highway Commissioner in regard to the hazards of 3 the Golden Valley Division, Highway 169 and 5. There was a fatal accident at this intersection the morning of May 9th. The northwest cloverleaf is not completed and the Council would like the sight distance improved at the approach to High-,ray 169. Motion carried. (5-C-66) HILLCREST COURTS - 2ND ADDITION i A motion was made by Kenneth Anderson and seconded by Arthur Miller to rezone from POC to RA property described as follows: i That part of the North 930 feet of the Nw 1/4 of Section 9, Township 116, Range 22, lying Westerly of the center line of Purgatory Creek. s 4 Motion carried. (5-D-66) RAY SEILER KELLY PROPERTY g Mr. Ray Seiler appeared requesting dirt moved from one side of Duck Lake Trail and Highway 101 to the other to improve the approach. The Council was instructed to look into whether this land was ever accepted by the Village. (5-E-66) BROOM FOR SWEEPER A motion was made by Kenneth Anderson and seconded by Alvin Bren to authorize Ray Stodola to purchase a broom for the sweeper for $144. Motion carried .
