V. in the Village Hall with the Eden rairie Village Council, Zoning Board, Park and Recreation Board and School Board. PRESENT 41ERE: FROM THE COUNCIL: Mayor, David 17. Osterholt; Kenneth E. Anderson ; and Alvin J. Bren. FROM THE ZONING BOARD: David 1-1. Dale. FROM THE PARK AND RECREATION BOARD: Chairman , Donald Nygaard.- Secretary, Frances Blacklock: Howard tt. Merriman ; Kenneth E. Ander- son; and Harry Picha. FROM THE SCHOOL BOARD: Chairman, Ernie Hone ; Clerk, Paul Ttenge : Harry Picha ; Pat Casey; and Veir Wood. ALSO PRESENT: Howard Peterson and Ray Jensen of the Citizens League and Les Blacklock. Mr. Hone reported briefly on some discussion the School Board had had with some devel- opers in the Village of Edina. The portion located in the F.den prairie School Dis- trict requesting the School District to release this particular area. At this part- icular time the Board felt they would take no action on this matter as there were too many factors involved in the readjusting, of School lines and they wanted the Village to know that this was their policy at present and the Village could be governed ac- cordingly on any requests made to it. Mr. Peter Odegard the Planner for the City of Bloomington and Mr. Otto Christensen the Director of parks for the City of Bloomington were asked by the Chairman of the Park and Recreation Commission , Mr. Donald Nygaard, to present a brief program to the group. Mr. Odegard took the first part of the program and explained some of the history re- garding Planning and Zoning in the City of Bloomington. He stated that Bloomington first started with the Zoning, Ordinance some fifteen years apo. This ordinance was very poor by todays standards but it gave Bloomington a start. Basically the Ordin- ance spelled out some areas that were to be developed for strip zoning and some re- strictions, on lot sizes but was pretty liberal compared to todays standards. The next step in Bloomington's proceedure was to hire a PlanninP Consultant and he present- ed a plan for the City at the time the City adopted it and placed it into effect which in effect updated their zoning ordinance at the time. The next step was to re-evaluate the plan which the City of Bloomington had done. They hired a snecial planner who did this, this plan was then adopted and the City of Bloomington has been working on this plan for several years. He gave the people present copies of the plan and copies are on file in the school office and in the Village offices.. Mr. Otto Christensen then explained the Village proceedure under parks. The City and the School Board work in conjunction on school sites and park sites so that they wind up with a Elementary School and a City park playground on the same site. This makes for year around use of the facilities as far as play and recreation purposes are con- cerned. Mr. Christensen also stated that over a period of time the City and School Board have traded land to the mutual benefir of both so School and Park sites could be consolidated. He stated that in order to provide the necessary Park Land money that has been received by the City of Bloomington for these purposes has come from several sources. There has been a minor amount of money in the general levy as pro- vided by State Law. The City has issued Soecial Park Bonds and they have received from individuals and from developers gifts df either-money or land for nark purposes. Both of these gentlemen answered many questions from the people in attendence at the meeting. x They showed some slides of development in Bloomington as far as parks and the over-all planning of the City is concerned. The formal part of the meeting adjourned at approxi- mately 10 :00 and the people then participated in informal discussion groups. i James C.
