HomeMy WebLinkAboutCity Council - 05/11/1965 - Joint Meeting Council fee ting May 11, 1965 Zoning & Planning Commission Meeting The Council and Zoning & Planning Commission met in the Village Hall Jointly on May 11, 1965 at 7:45 P.M. Present were: COUNCIL ZONING & PLANNING GOMM. Donald A. Rogers, Mayor A. W. Miller, Chairman Kenneth Anderson, Trustee Anthony Hirt Alvin Bren, Trustee Dr. John H. Wright Rolf Haugen, Treas. Cecil Cruse W. Harlan Perbix, Atty. David Dale James C. Brown, Clerk Quentin K. Wood, APW ORDER OF BUSINESS: Mr. Braun of the Minnesota Highway Department presented a revised Iayout 8-C for the 494-169-60-39 Interchange and the 169-61 Interchange. There was a motion by Anthony Hirt and a second by Dr. John Wright to recommend approval of Layout 8-C to the Council. 4 Motion carried. It was moved by David Dale and seconded by Cecil Cruse to adjourn the Planning Meeting. : Motion carried. MINUTES It was moved by Alvin Bren and seconded by Arthur Miller to approve the minutes of April 28, 1965 as published. Motion carried. 9 VOUCHERS There was a motion by Kenneth Anderson and a second by Alvin Bren to approve Vouchers #2310 through #2387 and #2394 for payment. Motion carried. MINNESOTA HIGHWAY DEPARTMENT LAYOUT 8-C It was moved by Alvin Bren and seconded by Kenneth Anderson to adopt Resolution No. s per the Zoning & Planning recommendation and authorize the Mayor and Clerk Cldrk to sign. Motion carried. 2 _ Joint Council, Zoning & Planning Meeting May 11, 1965 INTERCHANGE AT 169 - SCENIC HEIGHTS ROAD It was moved by James Brown and seconded by Alvin Bren to instruct the Village attorney to reword Resolution No. 9L in line with the letter of May 6 of the Minnesota Highway Department. Motion carried. STOP SIGN, STATE 5 & COUNTY 4 Mayor Rogers and Supt. Wood of District #272 registered complaints on the traffic control problem and danger at State #5 and Oounty 4 with Nir. Braun of the Highway Department. GRADER B IDS Bids were received on the old road graders. See the attached tabulation. It was moved by Alvin Bren and. seconded by Kenneth Anderson to accept the high bids: Grader A - Fred Holasek, $lo6.00 Grader B - Sever Peterson $102.00 Motion carried. WRKIMAN'S COMPENSATION It was moved by James Brown and seconded by Alvin Bren to renew the Workman's Compensation with the Hopkins Insurance Agency. Motion carried. M. R. LANE OF STARRING LANE Mr. Lane reported to the Council that there was sand in his yard from the road and that dirt was piled up at the intersection, complaining also of poor service. Mr. Wood stated that the road would be returned to its original condition shortly. Mayor Rogers advised that if he wanted the road improved that he should so petition. CLIFF HENRY Mr. Henry appeared with a POC problem. He was advised that the Council was to meet with the Zoning & Planning Commission on May 18, 1965 to discuss POC in general and resolve problems in the area 3f possible. N1 _ 3 _ J oint Councils Zoning & Planning Meeting May 11, 1965 d� `s ~LU PARK & RECREATION REQUEST 0 �* It was moved by Alvin Bren and seconded by Kenneth Anderson to authorize the hiring of Bill Holte by the Village for $800.00, Linda Brekke for $75.00, C- and additional student help up to $150.00 for the summer, authorize $125.00 for bus insurance and �50.00 for additional equipment. Total authorization of $1,200.00 for the Summer Recreation Program. ZD Motion carried. C:► WILLOW CREEK Mr. Larson of the Willow Creek area requested the Board to rescind their action of April 15, 1965 on Lot 1.1 for Mr. Poppler. . Tt was moved by Kenneth Anderson and seconded by Alvin Bren to refer the request of the Willow Creek residents to Mr. Perbix. Roll call vote: Mr. Anderson - yes Mr. Brown - yes Mr. Bren - " Mr. Rogers - Mr. Miller - Motion carried. It was moved by James Brown and seconded by Arthur Miller to withhold arq building permits on Lot. 11, Willow Creek pending final action on this problem by the Council. Motion carried. WILLOW CREEK ROAD i Mr. Wood gave a p::-eliminary report on this road but no action was taken pending a complete eng lneer's report. t ef DUCK LAKE - PADON DOWNS Water Problems. :3esidents appeared requesting the lowering of Duck Lake to get water out of their basements and for the Village to pump yards, etc. is 1 It was moved by Arthur Miller and seconders by Kenneth Anderson to have .T Mr. Quentin Wood invest;igate and get facts and figures for the next meeting. Lam! Motion carried. CO CALVIN ANDERSON ' Mr. Anderson submi.tted a request for variance on Eden Road. U It was moved by James Brown and seconded by Arthur Miller to grant Calvin Anderson a variance on the lot on Eden Road up to 10 feet as recoasnended by the Zoning & Planning CowmJ-ssion. Motion carried. - 4 - Joint Council., Zoning & Planning Meeting May 11„ 1965 ANDERSON LAKE PARK It was moved by Arthur YLU- ler and seconded by Alvin Bren to instruct the Village attorney to draw up a resolution favoring a county park in the Ander- son Lake area, Motion carried. MR. & MRS. ERNIE LARSON - BUILDIWx PERMIT It was moved by Kenneth Anderson and seconded by Arthur Miller, to grant Mr. Larson's son a building permit if they add 33 feet onto the son's lot tip to the Village road. Motion carried. WOODRIC H PIT It was moved by Alvin Bren and seconded by Arthur Miller to approve a temporary contract and authorize the Mayor and Clerk to sign. Motion carried. { ASSESSOR It was moved by Kenneth Anderson and seconded by Alvin Bren to authorize the hiring of Evelyn Rogers up to 80 hours at $2.00 per hour for work as a deputy assessor. Motion carried. RESOLUTION NO . It was moved by Kenneth Anderson and seconded by Alvin Bren to approve Resolution No. � '7 for Federal Aid for roads. Motion carried. CARL K RAWR It was moved by Kenneth Anderson and seconded by Arthur Miller to author- ize the Attorney to set up a hearing on the road abandonment. Motion carried. JUNE MEE TIRIG It was moved by Kenneth Anderson and seconded by Alvin Bren to change the meeting of June 8th to June 15th. Motion carried. - 5 - Joint Council, Zoning & Planning Meeting May 11, 1965 EMERGENCY ROAD WORK Mr. Wood reported that the $5,000.00 aui.riarized and $3,000.00 had been committed for road repair. It was moved by Kenneth Anderson and seconded by Alvin Bren to authorize $5,000.00 additional money for road repair making a total authorized of "610,000.00 and this being the limit to be committed, This money is to be transferred from the Capital Improvements of $10,000.00 in the budget. Motion carried. TELEPHO-NE COMPANY REPORT The attached report from Northwestern Bell's Mr. P. W. Ringgenberg is furnished for general information. SPECIAL MEETING A special joint meeting will be held May 18, 1965 with the Zoning and Planning Commission to discuss zoning problems. The meeting adjourned at 1:00 A. M. May 32, 1965.
