Rogers, Mayor James C. Brown, Clerk Alvin J. Bren, Trustee Rolf E. Haugen, Treasurer Kenneth E. Anderson, Trustee Edna M. Holmgren, Bookkeeper Albert L. Bruce, Trustee W. Harlan Perbi:c, Attorney Quentin K. Wood, Engineer ORDER OF BUSINESS: MINUTES ! A motion was made by Kenneth Anderson and seconded by Albert Bruce to approve the minutes of December 23, 1964 as written. Motion carried. *' VOUCHERS w A motion was made by Alvin Bren and seconded by Kenneth Anderson to approve payment of vouchers 42011 through 2089 excluding numbers 2028 and 2049. Motion carried. w LIJ APPOINTMENT - ATTORNEY A motion was made by Kenneth Anderson and seconded by Alvin Bren to appoint W. Harlan Perbix and J . David McCarthy as Village Attorneys for the year 1965. Motion carried . APPOINTMENT - ACTING MAYOR A motion was made by Kenneth Anderson and seconded by Albert Bruce to appoint Alvin Bren as Acting Mayor for 1965. Motion carried. f f CORPORATE SIGNATURE ON CHECKS A motion was made by Alvin Bren and seconded by Kenneth Anderson to authorize Donald A. Ropers, Mayor, James C. Brown, Clerk and Rolf E. Haugen, Treasurer to sign checks for 1965• Motion carried. ,Tanuary 12. 1965 (Page 2) OFFICIAL PUBLICATION A motion was made by Kenneth Anderson and seconded by Alvin Bren to appoint the Hennepin County Review as official publication for 1965. Motion carried. SUBT)RR AN HENNEPIN COUNTY RELIEF A motion was made by Kenneth Anderson and seconded by Alvin Bren to enter into a contract with Suburban Hennepin. County Relief for 1965 and authorize. the 2fiayor and Clerk to sign. Motion carried. ANNUAL AUDIT A motion was made by Kenneth Anderson and seconded by Alvin Bren to authorize the .firm of Gronvall & Mitton for the annual audit of 1964. Motion carried. VILLAGE PEETING DATES A motion was made by Alvin Bren and seconded by Albert Bruce to set the second Tuesday and the fourth Wednesday of the month as Council meeting dates. Motion carried. AGENDA A motion was made by Albert Bruce and seconded by Alvin Bren to have an open agenda for the second Tues of the month meeting and a closed agenda for the fourth Wednesday. Motion carried. 4 APPOINTMENTS - ZONING & PLANNING COMMISSION ! A motion was made by Albert Bruce and seconded by James Brown to appoint the .following members to the Zoning & Planning Commission; David W. Dale 3 Years Cecil Cruse 3 Years Motion carried. P APPOINTMENT - PARK & RECREATION COMMISSION A motion was made by Albert Bruce and seconded by James Brown that the Mayor appoint Mrs. Frances Blacklock for a three year term to the Park and Recreation Commission and the Council confirmed . Motion carried. January 12, 1965 (Page 3) BOND' - VILLAGE PERSONNEL. A motion was made by Albert Bruce and seconded by Alvin Bren to authorize the Clerk to procure the best bond available. Motion carried . MILEAGE A motion was made by Kenneth Anderson and seconded by Alvin Bren to set a standard payment of mileage at .070 per mile which would not include mileage to and from home. Motion carried . SPECIAL ASSESSMENT SEARCHES A motion was made by Albert Bruce and seconded by Alvin Brer to authorize the Clerk to charge $2.50 for each special assessment search . Motion carried . WEED INSPECTOR A motion was made by Albert Bruce and seconded by Alvin Bren to appoint Harry Picha Assistant Weed Inspector for 1965. Motion carried. 4 CHARLES PHILLIPS Mr. Phillips was represented by his attorney in regard to building permits on a substandard road. He was advised to get a petition of 65% of the property owners involved to upgrade the road through assessment. MR. CARL DEENTER MINNETONKA VILLAGE ATTORNEY Mr. Deener appeared with a resolution urging enactment of special legislation to create a sanitary sewer district xi.th Eden Prairie, Plymouth, Medicine Lake, Minnetonka, Deephaven and Woodland. The resolution was accepted for consideration before signing. MARCO JONES HERITAGE PARK ESCROW A motion was made by Alvin Bren and seconded by Albert Bruce to release $400.00 in escrow monies on Heritage Park leaving a balance of $100 .00 subject to the Village Engineer's approval. i Motion carried. l January 12, 1965 (Page 4) HERLIEV HELLE Mr. Helle presented an application for earth removal on his property. A motion was made by James Brown and seconded by Kenneth Anderson to return this > request to the Zoning & Planning Commission for further study. } Motion carried. HAROLD DARR - CHAR LYNN Mr. Darr appeared requesting Highway 5 be renamed Lynn Boulevard. The Council suggested that he name the service road to Char-Lynn, Lynn Boulevard Ld instead of renaming Highway 5. GO < AMENDING ORDINANCE NO. 5 W 0- A motion was made by James Brown and seconded by Alvin Bren to instruct 6!5 Attorney Perbix to draw up an ordinance amending Ordinance No. 5 upgrading :: plumbing permits as follows: 0-1 New Permits.. .. . .... . .. . .. .. . .. ... .. . . ..$20.00 (G Alterations.... . . .... .... ...... . ..... .... 10.00 C Each re-inspection to be paid by 0� plumber before inspection is made... . . . .. 5.00 Motion carried. OUTSIDE FLAG - BULLETIN BOARDS SHELVES FOR VAULT - BUILDING SIGNS A motion was made by Kenneth Anderson and seconded by Alvin Bren to authorize the Clerk to purchase an outside flag, bulleting boards, shelves for the vault and building signs. Motion carried. FItRE ARMS ORDINANCE t A motion was made by Kenneth Anderson and seconded by Alvin Bren to have the C first reading of the Fire Arms Ordinance on. January 27, 1965. Motion carried. SCHOOL FOR BUILDING OFFICIALS MINNESOTA LEAGUE OF MUNICIPALITIES A motion was made by Kenneth Anderson and seconded by Albert Bruce to authorize the Engineer and Building Inspector to attend Minnesota League of �.a Municipalities school for building officials on January 21, 22 and 23. b Motion carried. 1.aJ s \, f.J ai ---- - N! s January 12, 1965 (Page 5) i ' 4! ' CENSUS TAKERS A motion was made by Alvin Bren and seconded by Kenneth Anderson to authorize the Clerk to advertize for census takers. ' Motion carried . U LIQUOR LICENSE APPLICATION - RETURN A motion was made by Kenneth Anderson and seconded by Albert Bruce to return all liquor license applications. Motion carried . ORLAN NARR REQUE::T FOR SPECIAL USE PERMIT A motion was made by Albert Bruce and seconded by Kenneth Anderson to issue a special use permit for Parcel 10, Starring Lake on west side of Starring Lake in a POC District for a one family non-farm dwelling. There were 3 ayes and 2 nays. Motion carried. UNSKILLED LABOR - PAY The pay for unskilled labor on relief work in the Village was set at $2.00 per hour. x INSULATION & STORM WINDOWS - GARAGE A motion was made by Albert Bruce and seconded by Alvin Bren to authorize C the expenditure of up to $250.00 for insulation and storm windows for the Village garage.. 0 Motion carried. MCCARTHY WELL CO. The plan to purchase land north of Highway 5 between the Louver Mfg. Co. °7 and Chicago Northwestern Railroad tracks for the McCarthy Well Co. operation is zoned for this and the Village would Welcome the McCarthy Well Co. `.� KIRK MEADOWS i A motion was made by Albert Bruce and seconded by Kenneth Anderson to 6 approve the final plat of Kirk Meadows and authorize the Mayor and Clerk to sign.
